Because when Aaron saw the dedication offerings of the princes, he felt distressed because neither he nor his tribe was with them in the dedication, whereupon the Holy One, blessed be He, said to him, “By your life! בחדש הראשון [AND THE LORD SPAKE UNTO MOSES] IN THE FIRST MONTH — The section which appears at the commencement of this Book was not spoken before Eyar (the second month; cf. Numbers 1:1): you learn, therefore, that there is no “earlier” or “later” (no chronological order) in the Torah. But why, indeed, did not Scripture open the Book with this section? Because it implies something disparaging to Israel (Sifrei Bamidbar 64:1) — that during all the forty years they were in the wilderness they offered only this single Passover sacrifice (Tosafot on Kiddushin 38b s. v. הואיל)
Rav Yerucham Levovitz - Mashgiach of Mirrer Yeshiva posits the placement of this posuk was to prevent spotlighting Bnei Yisrael deficiency in fulfilling Korban Pesach 40 years in the wilderness. Placing this mitzva of Pesach/Korban Pesach 9 chapters into Bamidbar in order to help maintain the dignity of the Jewish People. Had it been placed in Chronological order, it would have drawn greater attention at the beginning of the book.
Perhaps there is a parallel idea with the concept of לשון ׳׳ סגי נוהר׳׳ - Abundance of light. Used to describe a person who suffers from blindness. This term reflects when a “nicer adjective” is used to substitute for a painful, negative, embarrassing or sensitive topic or issue.
Euphemism - mild or indirect word or expression substituted for one considered to be too harsh or blunt when referring to something unpleasant or embarrassing.
It reflects Torah’s value of refinement character through the language we choose to use. Words count! Where , when & how you share information is something to consider.

Rav Moshe Feinstein Z"L asks- What was Bnei Yisrael asking of Moshe? One cannot bring a Korban Pesach on behalf of someone who is impure, "tumei"? The korban would be disqualified.
Answer: Rav Moshe said these tamei people greatly desired to be connected with this keystone mitzva even without receiving a reward.. Might be similar to Moshe Rabenu setup 3 of the 6 cities of refuge outside Eretz Yisrael even though they would not be functional until Yehoshua established the remaining 3 in Eretz Yisrael. This desirable attitude towards mitzvot is called מעשה טוב. Similar to the blessing we wish a baby at his bris - לתורה,לחופה ובמעשים טוןבים.

משנאיך. אֵלּוּ שׂוֹנְאֵי יִשְׂרָאל, שֶׁכָּל הַשּׂוֹנֵא אֶת יִשְׂרָאֵל שׂוֹנֵא אֶת מִי שֶׁאָמַר וְהָיָה הָעוֹלָם, שֶׁנֶּאֱמַר "וּמְשַׂנְאֶיךָ נָשְׂאוּ רֹאשׁ" (תהלים פ"ג), וּמִי הֵם? "עַל עַמְּךָ יַעֲרִימוּ סוֹד":
משנאיך THOSE THAT HATE THEE — These are those who hate Israel, because whoever hates Israel, hates “Him who spoke and the world came into existence”, as it is said, (Psalms 83:3, 4) “[For lo, thine enemies are in an uproar] and they that hate Thee have lifted up the head” — and who are these that hate Thee? The next verse states this (v. 4): “They who have taken crafty counsel against thy people” (Sifrei Bamidbar 84:4).
Considering when the world has a double standard when judging Israel and our people, Rashi (22 February 1040 – 13 July 1105)- give us focus.
