(כב) אֲשֶׁר נָשִׂיא יֶחֱטָא וְעָשָׂה אַחַת מִכָּל מִצְוֹת ה' אֱלֹהָיו אֲשֶׁר לֹא תֵעָשֶׂינָה בִּשְׁגָגָה וְאָשֵׁם.
(22) When a ruler sinneth, and doeth through error any one of all the things which the LORD his God hath commanded not to be done, and is guilty:
(א) אשר נשיא יחטא. לשון אשרי, אשרי הדור שהנשיא שלו נותן לב להביא כפרה על שגגתו, קל וחומר שמתחרט על זדונותיו:
תנו רבנן שלשה הקב"ה בוכה עליהן בכל יום על שאפשר לעסוק בתורה ואינו עוסק ועל שאי אפשר לעסוק בתורה ועוסק ועל פרנס המתגאה על הצבור
Our Rabbis have taught, There are three about whom the Holy One, blessed be He, weeps every day About one who can study the Torah and does not study it, and about one who cannot study the Torah, and does study it, and over a leader who holds himself superior than the community.
