(יג) בִּמְשֹׁךְ֙ הַיֹּבֵ֔ל הֵ֖מָּה יַעֲל֥וּ בָהָֽר׃
(13)...When the ram’s horn sounds a long blast, they may go up on the mountain.”
(טז) וַיְהִי֩ בַיּ֨וֹם הַשְּׁלִישִׁ֜י בִּֽהְיֹ֣ת הַבֹּ֗קֶר וַיְהִי֩ קֹלֹ֨ת וּבְרָקִ֜ים וְעָנָ֤ן כָּבֵד֙ עַל־הָהָ֔ר וְקֹ֥ל שֹׁפָ֖ר חָזָ֣ק מְאֹ֑ד וַיֶּחֱרַ֥ד כׇּל־הָעָ֖ם אֲשֶׁ֥ר בַּֽמַּחֲנֶֽה׃ (יז) וַיּוֹצֵ֨א מֹשֶׁ֧ה אֶת־הָעָ֛ם לִקְרַ֥את הָֽאֱלֹקִ֖ים מִן־הַֽמַּחֲנֶ֑ה וַיִּֽתְיַצְּב֖וּ בְּתַחְתִּ֥ית הָהָֽר׃ (יח) וְהַ֤ר סִינַי֙ עָשַׁ֣ן כֻּלּ֔וֹ מִ֠פְּנֵ֠י אֲשֶׁ֨ר יָרַ֥ד עָלָ֛יו יקוק בָּאֵ֑שׁ וַיַּ֤עַל עֲשָׁנוֹ֙ כְּעֶ֣שֶׁן הַכִּבְשָׁ֔ן וַיֶּחֱרַ֥ד כׇּל־הָהָ֖ר מְאֹֽד׃ (יט) וַיְהִי֙ ק֣וֹל הַשֹּׁפָ֔ר הוֹלֵ֖ךְ וְחָזֵ֣ק מְאֹ֑ד מֹשֶׁ֣ה יְדַבֵּ֔ר וְהָאֱלֹקִ֖ים יַעֲנֶ֥נּוּ בְקֽוֹל׃
(16) On the third day, as morning dawned, there was thunder, and lightning, and a dense cloud upon the mountain, and a very loud blast of the horn; and all the people who were in the camp trembled. (17) Moses led the people out of the camp toward God, and they took their places at the foot of the mountain. (18) Now Mount Sinai was all in smoke, for the LORD had come down upon it in fire; the smoke rose like the smoke of a kiln, and the whole mountain trembled violently. (19) The blare of the horn grew louder and louder. As Moses spoke, God answered him in thunder.
(5) [When the ram’s horn sounds a long blast, they may go up on the mountain..] The Gaon says that when Moses sounds the horn it will give them permission to ascend. This took place after Moses descended on the Day of Atonement and commanded that the tabernacle be constructed
אֲמַר לֵיהּ רַב נַחְמָן בַּר רַב חִסְדָּא לְרַב נַחְמָן בַּר יִצְחָק: לֵיקוּם מָר לֵיתֵי לְגַבַּן. אֲמַר לֵיהּ: תְּנֵינָא, רַבִּי יוֹסֵי אוֹמֵר: ...מָצִינוּ בְּהַר סִינַי, שֶׁכׇּל זְמַן שֶׁהַשְּׁכִינָה שְׁרוּיָה עָלָיו, אָמְרָה תּוֹרָה: ״גַּם הַצֹּאן וְהַבָּקָר אַל יִרְעוּ אֶל מוּל הָהָר הַהוּא״, נִסְתַּלְּקָה שְׁכִינָה מִמֶּנּוּ, אָמְרָה תּוֹרָה: ״בִּמְשֹׁךְ הַיֹּבֵל הֵמָּה יַעֲלוּ בָהָר״.
Rabbi Yossi said...With regard to Mount Sinai, as long as the Divine Presence rested upon it, the Torah said: “Neither let the flocks nor the herds feed before that mount” (Exodus 34:3). Once the Divine Presence departed from the mountain, the Torah said: “When the shofar sounds long they shall come up to the mount” (Exodus 19:13).
(3) It was not with our ancestors that ה' made this covenant, but with us, the living, every one of us who is here today. (4) Face to face ה' spoke to you on the mountain out of the fire— (5) I stood between ה' and you at that time to convey ה's words to you, for you were afraid of the fire and did not go up the mountain—saying:
Carve two tablets like the first… and be ready by the morning (ibid. 34:1–2). With reference to the first tablets, it is written: And it came to pass on the third day, when it was morning, that there were thunders and lightning (ibid. 19:16). But with regard to the second tablets, it is said: Neither let any man be seen (ibid. 34:3). Because the first tablets were given openly, the evil inclination prevailed over them, and (for that reason) they were broken. But in this instance (the second tablets) the Holy One, blessed be He, said: There is nothing more desirable than humility, as it is said: And what does the Lord require of you: only to do justly, and to love mercy, and to walk humbly with the God (Mic. 6:8).
ר' יהושע בן קרחה אומר... ובראש חדש אלול אמר לו הקב"ה (שמות כד, יב): "עֲלֵה אֵלַי הָהָרָה" והעבירו שופר במחנה, שהרי משה עלה להר שלא יטעו עוד אחר עכומ"ז והקב"ה נתעלה אותו היום באותו שופר, שנאמר (תהלים מז, ו): "עָלָה אֱלֹקִים בִּתְרוּעָה", ועל כן התקינו חכמים שיהיו תוקעים בשופר בראש חדש אלול בכל שנה ושנה.
Rabbi Yehoshua ben Karcha says: … On Rosh Chodesh Elul the Holy One, blessed be He, said to him [Moshe] “Ascend to Me to the mountain,” (Shemot 24:12) and they blasted the shofar in the camp, for Moshe had gone up to the mountain, so they would not stray after false gods anymore. And the Holy One, blessed be He, was exalted on that day with the blast of that shofar, as it says, “God has been exalted with the blast.” Therefore, the sages established that we blow the shofar on Rosh Chodesh Elul each and every year.
(ג) רַבִּי יְהוּדָה בְּרַבִּי נַחְמָן פָּתַח (תהלים מז, ו): עָלָה אֱלֹקִים בִּתְרוּעָה ה' בְּקוֹל שׁוֹפָר, בְּשָׁעָה שֶׁהַקָּדוֹשׁ בָּרוּךְ הוּא יוֹשֵׁב וְעוֹלֶה עַל כִּסֵּא דִּין, בַּדִּין הוּא עוֹלֶה, מַאי טַעַם, עָלָה אֱלֹקִים בִּתְרוּעָה, וּבְשָׁעָה שֶׁיִּשְׂרָאֵל נוֹטְלִין אֶת שׁוֹפְרֵיהֶן וְתוֹקְעִין לִפְנֵי הַקָּדוֹשׁ בָּרוּךְ הוּא, עוֹמֵד מִכִּסֵּא הַדִּין וְיוֹשֵׁב בְּכִסֵּא רַחֲמִים, דִּכְתִיב: ה' בְּקוֹל שׁוֹפָר, וּמִתְמַלֵּא עֲלֵיהֶם רַחֲמִים וּמְרַחֵם עֲלֵיהֶם וְהוֹפֵךְ עֲלֵיהֶם מִדַּת הַדִּין לְרַחֲמִים,
(3) 3. Rabbi Yehuda son of Rabbi Nachman opened and said, "God ascends in acclamation (lit. in truah), The Lord in the call of the shofar" (Psalms 47:6). In the moment when the Holy Blessing One sits on the Throne of Judgement, God ascends with judgement. What happens? God ascends with acclimation, at the time when Israel takes their shofarot and sounds them before the Holy Blessing One, God stands up from the Throne of Judgement and sits on the Throne of Mercy, as it says, "Hashem in the call of the shofar," And they are filled with mercy and God has mercy on them, and switches their treatment from the attribute of judgement to the attribute of mercy.

(1) There is a hint in the verse “I am for my Beloved and my Beloved is for me” (Ani L’Dodi v’Dodi Li - Shir Hashirim) that the first letters spell Elul and the last letters have a numerical value of 40. This alludes to the forty days from the beginning of Elul until Yom Kippur for during these forty days, teshuva is received so that a person's heart be brought near to their Beloved through teshuva, and then the Beloved will feel close to them, to receive their teshuva with love.
