(17) When they had brought them outside, one said, “Flee for your life! Do not look behind you, nor stop anywhere in the Plain; flee to the mountain, lest you be swept away.” (18) But Lot said to them, “Please no, my lord! (19) See now, your servant has found grace in your eyes and Your kindness was great which You did with me to save my life; but I cannot flee to the mountain, lest the evil cleaves to me and I die. (20) Look, that town there is near [enough] to flee to; it is such a little place! Let me flee there—it is such a little place—and let my life be saved.” (21) He replied, “Very well, I will grant you this favor too, and I will not overturn the town of which you have spoken. (22) Hurry, flee there, for I cannot do anything until you arrive there.” Hence the town came to be called Zoar.
וְאָמַר רָבָא בַּר מַחְסֵיָא אָמַר רַב חָמָא בַּר גּוּרְיָא אָמַר רַב: לְעוֹלָם יְחַזֵּר אָדָם וְיֵשֵׁב בְּעִיר שֶׁיְּשִׁיבָתָהּ קְרוֹבָה, שֶׁמִּתּוֹךְ שֶׁיְּשִׁיבָתָהּ קְרוֹבָה עֲוֹנוֹתֶיהָ מוּעָטִין. שֶׁנֶּאֱמַר: ״הִנֵּה נָא הָעִיר הַזֹּאת קְרוֹבָה לָנוּס שָׁמָּה וְהִיא מִצְעָר״. מַאי ״קְרוֹבָה״? אִילֵימָא קְרוֹבָה דְּמִיקָּרְבָא וְזוּטָא — וְהָא קָא חָזוּ לַהּ! אֶלָּא מִתּוֹךְ שֶׁיְּשִׁיבָתָהּ קְרוֹבָה, עֲוֹנוֹתֶיהָ מוּצְעָרִין.
And Rava bar Meḥasseya said that Rav Ḥama bar Gurya said Rav said: A person should always seek and dwell in a city whose settling took place in the recent past, as due to the fact that its settling is recent its sins are few, as its residents have not yet had the opportunity to commit many sins there. As it is stated that Lot said to the angel: “Behold, here is this city that is close to run away to and it is small” (Genesis 19:20). What is the meaning of the word close? If you say: That it is close in distance and truly small, why did he need to say that to the angel? Didn’t they see it? Rather, because its settling was close and therefore its sins were few.
This is not so. Rather, since it was one of the places upon which destruction had originally been decreed and it was only by Lot’s supplication that the angel exempted it because Lot could not make his escape to the mountain on that day, Lot now thought that the angel would no longer extend his request, for he now had sufficient time to make the escape to the mountain. This was why his daughter said, And there is not a man in the earth, for she thought that with her father’s departure from Zoar the city was destroyed.
