(ג) וּמֹשֶׁה עָלָה אֶל הָאֱלֹהִים וַיִּקְרָא אֵלָיו יקוק מִן הָהָר לֵאמֹר כֹּה תֹאמַר לְבֵית יַעֲקֹב וְתַגֵּיד לִבְנֵי יִשְׂרָאֵל. (ד) אַתֶּם רְאִיתֶם אֲשֶׁר עָשִׂיתִי לְמִצְרָיִם וָאֶשָּׂא אֶתְכֶם עַל כַּנְפֵי נְשָׁרִים וָאָבִא אֶתְכֶם אֵלָי. (ה) וְעַתָּה אִם שָׁמוֹעַ תִּשְׁמְעוּ בְּקֹלִי וּשְׁמַרְתֶּם אֶת בְּרִיתִי וִהְיִיתֶם לִי סְגֻלָּה מִכָּל הָעַמִּים כִּי לִי כָּל הָאָרֶץ. (ו) וְאַתֶּם תִּהְיוּ לִי מַמְלֶכֶת כֹּהֲנִים וְגוֹי קָדוֹשׁ אֵלֶּה הַדְּבָרִים אֲשֶׁר תְּדַבֵּר אֶל בְּנֵי יִשְׂרָאֵל. (ז) וַיָּבֹא מֹשֶׁה וַיִּקְרָא לְזִקְנֵי הָעָם וַיָּשֶׂם לִפְנֵיהֶם אֵת כָּל הַדְּבָרִים הָאֵלֶּה אֲשֶׁר צִוָּהוּ יקוק. (ח) וַיַּעֲנוּ כָל הָעָם יַחְדָּו וַיֹּאמְרוּ כֹּל אֲשֶׁר דִּבֶּר יקוק נַעֲשֶׂה וַיָּשֶׁב מֹשֶׁה אֶת דִּבְרֵי הָעָם אֶל יקוק.
(3) And Moses went up unto God, and the LORD called to him out of the mountain, saying: ‘This you should say to the house of Jacob, and tell the children of Israel: (4) You have seen what I did unto the Egyptians, and how I bore you on eagles’wings, and brought you unto Myself. (5) Now therefore, if you will listen to My voice indeed, and keep My covenant, then you shall be My own treasure from among all peoples; for all the earth is Mine; (6) and you shall be unto Me a kingdom of priests, and a holy nation. These are the words which you will speak unto the children of Israel.’ (7) And Moses came and called for the elders of the people, and set before them all these words which the LORD commanded him. (8) And all the people answered together, and said: ‘All that the LORD has spoken we will do.’ And Moses reported the words of the people unto the LORD.
(ו) כִּי עַם קָדוֹשׁ אַתָּה לַיקוק אֱלֹהֶיךָ בְּךָ בָּחַר יקוק אֱלֹהֶיךָ לִהְיוֹת לוֹ לְעַם סְגֻלָּה מִכֹּל הָעַמִּים אֲשֶׁר עַל פְּנֵי הָאֲדָמָה. (ז) לֹא מֵרֻבְּכֶם מִכָּל הָעַמִּים חָשַׁק יקוק בָּכֶם וַיִּבְחַר בָּכֶם כִּי אַתֶּם הַמְעַט מִכָּל הָעַמִּים. (ח) כִּי מֵאַהֲבַת יקוק אֶתְכֶם וּמִשָּׁמְרוֹ אֶת הַשְּׁבֻעָה אֲשֶׁר נִשְׁבַּע לַאֲבֹתֵיכֶם הוֹצִיא יקוק אֶתְכֶם בְּיָד חֲזָקָה וַיִּפְדְּךָ מִבֵּית עֲבָדִים מִיַּד פַּרְעֹה מֶלֶךְ מִצְרָיִם.
(6) For you are a holy people unto the LORD your God: the LORD your God has chosen you to be His own treasure, out of all peoples that are upon the face of the earth. (7) The LORD did not set His love upon you, nor choose you, because you were more in number than any people—for you were the fewest of all peoples— (8) but because the LORD loved you, and because He would keep the oath which He swore unto your fathers, the LORD brought you out with a mighty hand, and redeemed you out of the house of bondage, from the hand of Pharaoh king of Egypt.

At that time [when Moshe went up the mountain] the angels asked if they would be allowed to injure Moshe. God made Moshe's face look like Abraham, and God said to the angels are you embarrassed, here is he that you went down to and you ate at his house. God then said to Moshe, I only have given you the Torah from the merit of Abraham...
דרש ר' חנינא בר פפא, ואיתימא ר' שמלאי: לעתיד לבא מביא הקדוש ברוך הוא ס"ת [ומניחו] בחיקו, ואומר: למי שעסק בה יבא ויטול שכרו. מיד מתקבצין ובאין עובדי כוכבים בערבוביא...

R’Chanina bar Papa, and some say R’Simlai taught: In the world to come, God will take the Torah in His embrace and say: “All who occupied himself with this come and collect your reward.” Immediately all of the nations came around Him…immediately the nation of Rome entered…
God to Rome: “How did you occupy yourself with the Torah?”
Rome: “Lord of the Universe, we built many markets and bath houses and collected a lot of money, and we did all of this so that the Children of Israel could learn Torah.”
God: “You foolish people, you did it all just for yourself! You built the markets for prostitution, the bath houses were for you to enjoy, and gold and silver are mine, as it is written –Chagi 3- Mine is the silver and Mine is the Gold says the Lord of Hosts. Rome left, and Persia entered… God asked Persia: “How did you occupy yourself with the Torah?”
Persia: “Lord of the Universe, we built bridges and roads, and had many wars- all so the Jews could study Torah.”
God: “You foolish people, you did this all for yourself! You build the bridges to collect taxes, you build roads to get cheap labourers, and wars I did, as it is written- Shemot 15- The Lord is a man of War… immediately they left.
Nations to God: “Lord of the Universe, is there something that was given to us that we did not keep?” … R’Yochanan teaches: this teaches that God went to each nation in their language, and they did not want to accept the Torah, until He got to the Children of Israel who did accept.

וכן לכל אומה ואומה שאל להם אם מקבלים את התורה... לא דיים שלא שמעו אלא אפילו שבע מצוות שקיבלו עליהם בני נח לא יכלו לעמוד בהם, עד שפרקום.
כיון שראה הקדוש ברוך הוא כך, נתנם לישראל.
Sefri on Devarim, Parshat V'Zot HaBracha 343
When the Holy One blessed be He revealed Himself to give the Torah to Israel, He did not only reveal himself to Israel, rather he revealed to all the nations. First He went to the children of Esau and said to them, "Will you receive the Torah?" They said, "What is written in it?" He said, "You shall not murder." They replied, "This is the inheritance which our father left us ..." He then revealed Himself to the children of Amon and of Moab and asked them, "Will you accept the Torah?" They responded, "What is written in it?" He said, "You shall not commit adultery." They replied, "We all spring from an adulterer ... "Then He revealed Himself to the children of Ishmael and said, "Will you receive the Torah?" They responded, "What is written in it? He said, "You shall not steal." They demurred saying, "Our father was destined to be a robber ... " Finally, when God came to Israel they all proclaimed together, "All that the Lord has said we will do whatever we are commanded." תלמוד בבלי מסכת שבת דף פח ע"ב
ואריב"ל בשעה שעלה משה למרום אמרו מלאכי השרת לפני הקב"ה 'רבש"ע מה לילוד אשה בינינו?' אמר להן 'לקבל תורה בא.' אמרו לפניו 'חמודה גנוזה שגנוזה לך תשע מאות ושבעים וארבעה דורות קודם שנברא העולם אתה מבקש ליתנה לבשר ודם, (תהלים ח, ה) 'מה אנוש כי תזכרנו ובן אדם כי תפקדנו ה' אדונינו מה אדיר שמך בכל הארץ אשר תנה הודך על השמים'?'
אמר לו הקב"ה למשה 'החזיר להן תשובה.' אמר לפניו 'רבש"ע מתיירא אני שמא ישרפוני בהבל שבפיהם.' אמר לו 'אחוז בכסא כבודי וחזור להן תשובה.' שנאמר (איוב כו, ט) "מאחז פני כסא פרשז עליו עננו." ואמר ר' נחום מלמד שפירש שדי מזיו שכינתו ועננו עליו.
אמר לפניו 'רבונו של עולם תורה שאתה נותן לי מה כתיב בה? (שמות כ, ב) "אנכי ה' אלהיך אשר הוצאתיך מארץ מצרים." אמר להן 'למצרים ירדתם? לפרעה השתעבדתם? תורה למה תהא לכם?
שוב, מה כתיב בה? "לא יהיה לך אלהים אחרים," בין עמים אתם שרויין שעובדין עבודת גלולים?
שוב מה כתיב בה? "זכור את יום השבת לקדשו" כלום אתם עושים מלאכה שאתם צריכין שבות?
שוב מה כתיב בה? "לא תשא" משא ומתן יש ביניכם?
שוב מה כתיב בה? "כבד את אביך ואת אמך" אב ואם יש לכם?
שוב מה כתיב בה? "לא תרצח לא תנאף לא תגנוב" קנאה יש ביניכם? יצר הרע יש ביניכם?
מיד הודו לו להקב"ה שנאמר (תהלים ח, ב) "ה' אדונינו מה אדיר שמך" וגו' ואילו "תנה הודך על השמים" לא כתיב.
מיד כל אחד ואחד נעשה לו אוהב ומסר לו דבר שנאמר (תהלים סח, יט) "עלית למרום שבית שבי לקחת מתנות באדם." בשכר שקראוך אדם לקחת מתנות.
TB Shabbat 88b
And R'Yehoshua ben Levi said: When Moses ascended to the Heavenly heights the ministering angels said before God, "Master of the Universe, what is someone born of a woman doing among us?" God said to them: "He has come to receive the Torah."
Angels: "The coveted and treasured Torah that was stored by You as a treasure for nine hundred and seventy-four generations before the world was created! You intend to give that to flesh and blood?! (Tehilim 8:5) What is mortal that You should remember Him or the son of man that You should recall Him? Hashem, our Lord, how grand is Your Name in all the earth, that you should bestow Your glory upon the Heavens."
God says to Moses: Give them and answer.
Moshe (to God): I fear to reply to them for they might burn me with their breath.
God (to Moshe): Take hold of the throne of My Glory and give them an answer
Moshe (to God): Master of the Universe, the Torah that You are giving me, what is written in it? "I am Hashem Your God Who has taken you out of the land of Egypt" (Shmot 20:2)
Moshe (to the angels): Did you descend to Egypt? Were you enslaved by Pharaoh? Why should the Torah be yours?
What else is written in the Torah? "There shall be not be unto you gods of others." (Shmot 20:3) Do you live among nations who worship idols?
What else is written in it? "Remember the Sabbath day to sanctify it" (Shmot 20:8). Do you engage in any labor from which you would need to rest?
What else is written in it? "You shall not take the name of God in vain" (Shmot 20:7) Are there any business transactions among you that might lead to oaths taken in vain?
What else is written? "Honor your father and mother" (Shmot 20:12). Do you have a father or a mother?
What else is written? "You shall not murder; you shall not commit adultery; you shall not steal" (Shmot 20:13). Is there envy among you? Is there an Evil inclination among you?
Immediately the angels conceded to God...and became friends with Moshe
מפני מה נתנה תורה לישראל מפני שהן עזין תנא דבי ר' ישמעאל (דברים לג, ב) מימינו אש דת למו אמר הקב"ה ראויין הללו שתנתן להם דת אש איכא דאמרי דתיהם של אלו אש שאלמלא (לא) נתנה תורה לישראל אין כל אומה ולשון יכולין לעמוד בפניהם
A Tanna taught in the name of R. Meir: Why was the Torah given to Israel? Because they are headstrong. The School of R. Ishmael taught: ‘At His right hand was a fiery law unto them’; the Holy One, blessed be He, said: These are worthy to be given the fiery law. Some say: The laws of these are like fire, for had not the Law been given to Israel no nation or tongue could withstand
them.
