(13) And it came to pass on the morrow, that Moses sat to judge the people; and the people stood about Moses from the morning unto the evening. (14) And when Moses’father-in-law saw all that he did to the people, he said: ‘What is this thing that thou doest to the people? why sittest thou thyself alone, and all the people stand about thee from morning unto even?’ (15) And Moses said unto his father-in-law: ‘Because the people come unto me to inquire of God; (16) when they have a matter, it cometh unto me; and I judge between a man and his neighbour, and I make them know the statutes of God, and His laws.’ (17) And Moses’father-in-law said unto him: ‘The thing that thou doest is not good. (18) Thou wilt surely wear away, both thou, and this people that is with thee; for the thing is too heavy for thee; thou art not able to perform it thyself alone. (19) Hearken now unto my voice, I will give thee counsel, and God be with thee: be thou for the people before God, and bring thou the causes unto God. (20) And thou shalt teach them the statutes and the laws, and shalt show them the way wherein they must walk, and the work that they must do. (21) Moreover thou shalt provide out of all the people able men, such as fear God, men of truth, hating unjust gain; and place such over them, to be rulers of thousands, rulers of hundreds, rulers of fifties, and rulers of tens. (22) And let them judge the people at all seasons; and it shall be, that every great matter they shall bring unto thee, but every small matter they shall judge themselves; so shall they make it easier for thee and bear the burden with thee. (23) If thou shalt do this thing, and God command thee so, then thou shalt be able to endure, and all this people also shall go to their place in peace.’

(1) And when the people saw that Moses delayed to come down from the mount, the people gathered themselves together unto Aaron, and said unto him: ‘Up, make us a god who shall go before us; for as for this Moses, the man that brought us up out of the land of Egypt, we know not what is become of him.’

(6) Be strong and resolute, be not in fear or in dread of them; for the LORD your God marches with you: He will not fail you or forsake you. (7) Then Moses called Joshua and said to him in the sight of all Israel: "Be strong and resolute, for it is you who shall go with this people into the land that the LORD swore to their fathers to give them, and it is you who shall apportion it to them...."

(23) And He charged Joshua son of Nun: "Be strong and resolute; for you shall bring the Israelites into the land that I promised them on oath, and I will be with you."

Rashi on Deuteronomy 31:7

for you shall come with this people: “For you shall come with this people,” [hence, the אֶת here means “with.” Accordingly, Moses’ statement of leadership role to Joshua can be understood as follows]: Moses said to Joshua, “The elders of the generation will be with you, [for] everything should be done according to their opinion and counsel.” In contrast, however, the Holy One, Blessed is He, said to Joshua,“For you shall bring (תָּבִיא) the children of Israel to the land which I have sworn to them” (verse 23). [God’s statement of leadership role to Joshua here means:] “You shall bring them [even if it is] against their will! Everything depends [only] upon you; [if necessary,] you must take a rod and beat them over their heads! ...”- [Sanhedrin 8a]

"At the end of his life, Moses recognized one great failure of his leadership. He had taken the Israelites out of Egypt, but he hadn’t taken Egypt out of the Israelites. He had changed his people’s fate, but he hadn’t changed their character. He now realized that for this to happen there would have to be a different kind of leadership, one that handed back responsibility to the people as a whole, and to the elders in particular. So long as there is a Moses performing miracles, the people do not have to accept responsibility for themselves. In order for them to grow, Joshua would have to engage in participative leadership, encouraging diverse views and listening to them, even if that meant going more slowly." - Rabbi Lord Jonathan Sacks

"Both God and Moses wanted Joshua to know that true leadership cannot be a one-sided affair, be it the pursuit of consensus or command-and-control. It must be a deft balance of both....In short, leadership is not simple. It is complex because it involves people and people are complex. You have to listen, and you have to lead. You have to strive for consensus but ultimately, if there is none, you must take the risk of deciding...." - Rabbi Lord Jonathan Sacks

(1) Now Korah, the son of Izhar, the son of Kohath, the son of Levi, with Dathan and Abiram, the sons of Eliab, and On, the son of Peleth, sons of Reuben, took men; (2) and they rose up in face of Moses, with certain of the children of Israel, two hundred and fifty men; they were princes of the congregation, the elect men of the assembly, men of renown; (3) and they assembled themselves together against Moses and against Aaron, and said unto them: ‘Ye take too much upon you, seeing all the congregation are holy, every one of them, and the LORD is among them; wherefore then lift ye up yourselves above the assembly of the LORD?’ (4) And when Moses heard it, he fell upon his face. (5) And he spoke unto Korah and unto all his company, saying: ‘In the morning the LORD will show who are His, and who is holy, and will cause him to come near unto Him; even him whom He may choose will He cause to come near unto Him. . (6) This do: take you censers, Korah, and all his company; (7) and put fire therein, and put incense upon them before the LORD to-morrow; and it shall be that the man whom the LORD doth choose, he shall be holy; ye take too much upon you, ye sons of Levi.’ (8) And Moses said unto Korah: ‘Hear now, ye sons of Levi: (9) is it but a small thing unto you, that the God of Israel hath separated you from the congregation of Israel, to bring you near to Himself, to do the service of the tabernacle of the LORD, and to stand before the congregation to minister unto them; (10) and that He hath brought thee near, and all thy brethren the sons of Levi with thee? and will ye seek the priesthood also? (11) Therefore thou and all thy company that are gathered together against the LORD—; and as to Aaron, what is he that ye murmur against him?’ (12) And Moses sent to call Dathan and Abiram, the sons of Eliab; and they said: ‘We will not come up; (13) is it a small thing that thou hast brought us up out of a land flowing with milk and honey, to kill us in the wilderness, but thou must needs make thyself also a prince over us? (14) Moreover thou hast not brought us into a land flowing with milk and honey, nor given us inheritance of fields and vineyards; wilt thou put out the eyes of these men? we will not come up.’ (15) And Moses was very wroth, and said unto the LORD: ‘Respect not thou their offering; I have not taken one ass from them, neither have I hurt one of them.’ (16) And Moses said unto Korah: ‘Be thou and all thy congregation before the LORD, thou, and they, and Aaron, to-morrow; (17) and take ye every man his fire-pan, and put incense upon them, and bring ye before the LORD every man his fire-pan, two hundred and fifty fire-pans; thou also, and Aaron, each his fire-pan.’ (18) And they took every man his fire-pan, and put fire in them, and laid incense thereon, and stood at the door of the tent of meeting with Moses and Aaron. (19) And Korah assembled all the congregation against them unto the door of the tent of meeting; and the glory of the LORD appeared unto all the congregation.

(1) And the people were as murmurers, speaking evil in the ears of the LORD; and when the LORD heard it, His anger was kindled; and the fire of the LORD burnt among them, and devoured in the uttermost part of the camp. (2) And the people cried unto Moses; and Moses prayed unto the LORD, and the fire abated. (3) And the name of that place was called Taberah, because the fire of the LORD burnt among them. (4) And the mixed multitude that was among them fell a lusting; and the children of Israel also wept on their part, and said: ‘Would that we were given flesh to eat! (5) We remember the fish, which we were wont to eat in Egypt for nought; the cucumbers, and the melons, and the leeks, and the onions, and the garlic; (6) but now our soul is dried away; there is nothing at all; we have nought save this manna to look to.’—

(10) And Moses heard the people weeping, family by family, every man at the door of his tent; and the anger of the LORD was kindled greatly; and Moses was displeased. (11) And Moses said unto the LORD: ‘Wherefore hast Thou dealt ill with Thy servant? and wherefore have I not found favour in Thy sight, that Thou layest the burden of all this people upon me? (12) Have I conceived all this people? have I brought them forth, that Thou shouldest say unto me: Carry them in thy bosom, as a nursing-father carrieth the sucking child, unto the land which Thou didst swear unto their fathers? (13) Whence should I have flesh to give unto all this people? for they trouble me with their weeping, saying: Give us flesh, that we may eat. (14) I am not able to bear all this people myself alone, because it is too heavy for me. (15) And if Thou deal thus with me, kill me, I pray Thee, out of hand, if I have found favour in Thy sight; and let me not look upon my wretchedness.’ (16) And the LORD said unto Moses: ‘Gather unto Me seventy men of the elders of Israel, whom thou knowest to be the elders of the people, and officers over them; and bring them unto the tent of meeting, that they may stand there with thee. (17) And I will come down and speak with thee there; and I will take of the spirit which is upon thee, and will put it upon them; and they shall bear the burden of the people with thee, that thou bear it not thyself alone. (18) And say thou unto the people: Sanctify yourselves against to-morrow, and ye shall eat flesh; for ye have wept in the ears of the LORD, saying: Would that we were given flesh to eat! for it was well with us in Egypt; therefore the LORD will give you flesh, and ye shall eat. (19) Ye shall not eat one day, nor two days, nor five days, neither ten days, nor twenty days;

(5) There shall not any man be able to stand before thee all the days of thy life; as I was with Moses, so I will be with thee; I will not fail thee, nor forsake thee. (6) Be strong and of good courage; for thou shalt cause this people to inherit the land which I swore unto their fathers to give them. (7) Only be strong and very courageous, to observe to do according to all the law, which Moses My servant commanded thee; turn not from it to the right hand or to the left, that thou mayest have good success whithersoever thou goest.
