Verse 1

(1) In the reign of Ahaz son of Jotham son of Uzziah, king of Judah, King Rezin of Aram and King Pekah son of Remaliah of Israel marched upon Jerusalem to attack it; but they were not able to attack it.

The northern kingdom of Israel is correlated tightly with the kingdom of Damascus

(10) all the towns of the Tableland and the whole of Gilead and Bashan as far as Salcah and Edrei, the towns of Og’s kingdom in Bashan.

(33) east of the Jordan, all the land of Gilead—the Gadites, the Reubenites, and the Manassites—from Aroer, by the Wadi Arnon, up to Gilead and Bashan.

ISAIAH PASSAGES

(1) The “Damascus” Pronouncement. Behold, Damascus shall cease to be a city; It shall become a heap of ruins. (2) The towns of Aroer shall be deserted; They shall be a place for flocks To lie down, with none disturbing. (3) Fortresses shall cease from Ephraim, And sovereignty from Damascus; The remnant of Aram shall become Like the mass[/glory/amount] of Israelites —declares the LORD of Hosts.

Verse 2

(2) Now, when it was reported to the House of David that Aram had allied itself with Ephraim, their hearts and the hearts of their people trembled as trees of the forest sway before a wind.

Let's take a look at the lemma:נוע and see how it operates in Isaiah itself and in other key passages (particularly as a concept in Deuteronomy)

ISAIAH PASSAGES

(4) The doorposts would shake at the sound of the one who called, and the House kept filling with smoke.

(1) The “Egypt” Pronouncement. Mounted on a swift cloud, The LORD will come to Egypt; Egypt’s idols shall tremble before Him, And the heart of the Egyptians shall sink within them.

(20) The earth is swaying [swaying swaying <intensive> i.e. back and forth ] like a drunkard; It is rocking to and fro like a hut. Its iniquity shall weigh it down, And it shall fall, to rise no more.

the visual of staggering LIKE A DRUNKARD, or one who has drunk too much is an entendre that simulates the staggering that someone to weak to bear up under a physical load on their shoulders would stagger and eventually fall under.

(9) Act stupid and be stupefied! [astonished and amazed]Act blind and be blinded! (They are drunk, but not from wine, They stagger, but not from liquor.)

the substance that intoxicates them in this visual metaphor and riddle is a deep sleep and lethargy that amounts to a prophetic waning, diminishing, lethgargy and sleep. it is the in between process of having eyes but not being able to see, having ears but not being able to hear. here sleep is the mechanistic mereological step in between death/sleeping. here sleeping is also comparable to becoming an idol.

that Yahweh will do this is a just reprisal, reciprocal and fair response to the drunkenness of the prophets. a parabolic, signs ministry of a prophet will occur that will be likened to a sealed document that not even the spiritual men can discern or make sense out of.

(21) Then Isaiah son of Amoz sent this message to Hezekiah: “Thus said the LORD, the God of Israel, to whom you have prayed, concerning King Sennacherib of Assyria— (22) this is the word that the LORD has spoken concerning him: Fair Maiden Zion despises you, She mocks at you; Fair Jerusalem shakes Her head at you. (23) Whom have you blasphemed and reviled? Against whom made loud your voice And haughtily raised your eyes? Against the Holy One of Israel!

DEUTERONOMY PASSAGES

(63) And as the LORD once delighted in making you prosperous and many, so will the LORD now delight in causing you to perish and in wiping you out; you shall be torn from the land that you are about to enter and possess. (64) The LORD will scatter you among all the peoples from one end of the earth to the other, and there you shall serve other gods, wood and stone, whom neither you nor your ancestors have experienced. (65) Yet even among those nations you shall find no peace, nor shall your foot find a place to rest. The LORD will give you there an anguished heart and eyes that pine and a despondent spirit. (66) The life you face shall be precarious; you shall be in terror, night and day, with no assurance of survival. (67) In the morning you shall say, “If only it were evening!” and in the evening you shall say, “If only it were morning!”—because of what your heart shall dread and your eyes shall see.

The sound of a driven leaf...

(36) As for those of you who survive, I will cast a faintness into their hearts in the land of their enemies. The sound of a driven leaf shall put them to flight. Fleeing as though from the sword, they shall fall though none pursues.

Verse 3

(3) But the LORD said to Isaiah, “Go out with your son Shear-jashub to meet Ahaz at the end of the conduit of the Upper Pool, by the road of the Fuller’s Field.
