(21) [The spies] went up and scouted the land, from the wilderness of Zin to Rehob, at Lebo-hamath. (22) They went up into the Negeb and he came to Hebron, where lived Ahiman, Sheshai, and Talmai, the Anakites.—Now Hebron was founded seven years before Zoan of Egypt.—
וְחֶבְרוֹן שֶׁבַע שָׁנִים נִבְנְתָה, לְהוֹדִיעֲךָ שִׁבְחָהּ שֶׁל אֶרֶץ יִשְׂרָאֵל, שֶׁהַפְּסֹלֶת שֶׁלָּהּ מְשֻׁבָּח הַרְבֵּה יוֹתֵר מִן הַמְשֻׁבָּח שֶׁל מִצְרַיִם, שֶׁבְּשָׁעָה שֶׁיָּצְאוּ וְנָחֲלוּ בְּנֵי נֹחַ אֶת הָעוֹלָם אַחַר הַמַּבּוּל, הֵם בָּנוּ עֲיָרוֹת תְּחִלָּה, וְלֹא בִּמְקוֹם הַשֶּׁבַח אֶלָּא בִּמְקוֹם הַפְּסֹלֶת שֶׁל אֶרֶץ יִשְׂרָאֵל, וְצֹעַן מִצְרַיִם הִיא הַטּוֹבָה שֶׁבְּאֶרֶץ מִצְרַיִם, וְזוֹ קָדְמָה לָהּ שֶׁבַע שָׁנִים. וְאִם תֹּאמַר לֹא מִי שֶׁבָּנָה זוֹ לֹא בָּנָה זוֹ, הוּא הַדּוֹר הִיא הַמִּשְׁפָּחָה (בראשית י, ו): וּבְנֵי חָם כּוּשׁ וּמִצְרַיִם וּפוּט וּכְנָעַן, וְעָמְדוּ וּבָנוּ זוֹ לִפְנֵי זוֹ. וְחֶבְרוֹן שֶׁבַע שָׁנִים נִבְנְתָה לִפְנֵי צֹעַן מִצְרָיִם.
(13) “Now Hebron was built seven years before Zoan in Egypt”: [This verse is] to make known the excellence of the Land [of Israel], that its worst soil is better than the land of Egypt. Thus when the children of Noah took possession of the world after the flood, they first built cities, but not in the best place. Instead they chose the worst of the Land of Israel; for Hebron is the worst [place] in the Land of Israel. But Zoan is the best which is in the land of Egypt, and this [city of Hebron] preceded it by seven years. If you should say, “No, the one who built the former did not build the other”; [then I can answer,] “It was the [same] generation; it was the [same] family (according to Gen. 10:6), ‘And the sons of Ham were Cush, Mizraim, Put, and Canaan.’” Now they arose and built the one before the other. (Numb. 13:22,) “Now Hebron was built seven years before Zoan in Egypt.”
As chief Levite during the time of the construction of the first Bet Ha'Mikdash, Assaf recognizes the spiritual potential of his time period. For the first time since the Exodus, Am Yisrael has finally attained national unity, economic prosperity, and security from its enemies. As Chazal explain, this was truly a messianic era. As their spiritual leader, Assaf wants to make sure that this time, Am Yisrael will not allow this momentous opportunity to slip by (as had happened before). In Sefer Bamidbar, Am Yisrael had almost achieved this ideal level as they left on their journey from Har Sinai towards Eretz Canaan. However, due to their sins, that original dream never reached fruition. Now, some five hundred years later, Assaf is worried that this pattern may repeat itself once again. Therefore, he calls upon Am Yisrael to learn from their history: "Listen my people... I will expound a theme, lessons from the past, things we have heard and known, that our fathers have told us... He established a decree... charging our fathers to make them known to their children, that a future generation might know, and in turn tell their children that they put confidence in God and not forget His great deeds, but observe His commandments..." (78:1-7)

(13) In accordance with the LORD’s command to Joshua, Caleb son of Jephunneh was given a portion among the Judites, namely, Kiriath-arba—that is, Hebron. ([Arba] was the father of Anak.) (14) Caleb dislodged from there the three Anakites: Sheshai, Ahiman, and Talmai, descendants of Anak.
(1) The heads of the ancestral houses of the Levites approached the priest Eleazer, Joshua son of Nun, and the heads of the ancestral houses of the Israelite tribes, (2) and spoke to them at Shiloh in the land of Canaan, as follows: “The LORD commanded through Moses that we be given towns to live in, along with their pastures for our livestock.” (3) So the Israelites, in accordance with the LORD’s command, assigned to the Levites, out of their own portions, the following towns with their pastures
(9) From the tribe of the Judites and the tribe of the Simeonites were assigned the following towns, which will be listed by name; (10) they went to the descendants of Aaron among the Kohathite clans of the Levites, for the first lot had fallen to them. (11) To them were assigned in the hill country of Judah Kiriath-arba—that is, Hebron—together with the pastures around it. [Arba was] the father of the Anokites. (12) They gave the fields and the villages of the town to Caleb son of Jephunneh as his holding. (13) But to the descendants of Aaron the priest they assigned Hebron—the city of refuge for manslayers—together with its pastures, Libnah with its pastures...
