Aharon is ahead of Moses because he is older. And also because he had prophesied in Israel before Moses came.

YOU WILL SPEAK—to Aharon, and Aharon, your brother, will speak to Pharaoh. Although Aharon is not mentioned every time Moshe approached Pharaoh, we know from here that they always appeared together.
