We see on the heals of the verdict and psak with the two women that Shlomo became so excepted and was thus called מלך על כל הארץ
(א) על כל ישראל . רוצה לומר : מעתה קבלוהו כולם באהבה , בראותם בחכמתו :
Now everyone excepted Shlomo with love ( after witnessing his wisdom)
Everyone was happy with Shlomo, not a single heart had any contemplation of rebelling

It is not clear what his position was, the ABARBANEL suggests he is one of the scribes. the METZUDOS suggest that he may be the כהן משוח the cohen who travels with the army.
A Mazkir was an appointments secretary who recorder the cases that came to Shlomo and arranged the royal calendar. The MAHARI KARA suggests that maybe the Mazkir was in charge of keeping an army record, of all those eligable to serve
המזכיר . ממונה על ספר הזכרונות
RASHI says that the sofrim where in charge of keeping record of the day to day happenings with the king. ABARBANEL suggests that the sofrim where in charge of recording things such as taxes and fiscal records, laws and legal decisions or official events.
(ד) וּבְנָיָ֥הוּ בֶן־יְהוֹיָדָ֖ע עַל־הַצָּבָ֑א וְצָד֥וֹק וְאֶבְיָתָ֖ר כֹּהֲנִֽים׃ (ס)

There were 12 Nitzavim -ministers- and AZARIYAHU was in charge of all of them- in charge of sustaining the royal court. Each had a month to collect for and a region to collect from.

he whole world would flock to see Shlomo, as such Shlomo always had a trememendously large banquet to sustain all the guest

RASHI brings down a machloket as to the meaning of this one NETZIV 1)this was Azarya who was mentioned as the head minister or 2) this was a 13th NETZIV in charge of collecting for when there was a second Adar.
This is the first time since entering the land that they lived in such tranquility.
