מפני מה לא ניתנה תורה בארץ ישראל? שלא ליתן פתחון פה לאומות העולם, לומר לפי שנתנה בארצו לפיכך לא קבלנו. דבר אחר: שלא להטיל מחלוקת בין השבטים, שלא יהא זה אומר בארצי נתנה וזה אומר בארצי נתנה, לפיכך נתנה במדבר, דימוס פרהסיא במקום הפקר.
Why was the Torah not given in Eretz Yisrael? So as not to provide a pretext to the nations of the world, viz.: Because it was not given in our land, that is why we did not accept it. Variantly: So as not to rouse contention among the tribes, one saying, it was given in my land; the other: it was given in my land. That is why it was given in the open desert. In three settings was the Torah given — desert, fire, and water. Just as these are free for all, so, Torah.
ומה שהוסיף מאד כי הדרך הישרה שיבור לו האדם בכל שאר המדות הוא המצוע, אבל במדה זו ראוי שיטה מן המצוע ושיתרחק אל הקצה האחרון, ומזה אמרו רז"ל מאד מאד הוי שפל רוח.
Why did the Torah add the adverb מאד, “very” to the description of Moses’ humility? We have been taught concerning all other virtues, attributes, that we must not practice them excessively but must strive to tread the path called דרך הממוצע, striving not to veer to the right or to the left. The attribute of humility, modesty, by contrast is one which one should practice in the extreme. The Torah alludes to this by complimenting Moses on doing just that (Compare Maimonides Hilchot Deiot 2,3). This consideration prompted the sages in Avot 4,4 to say מאד מאד הוה שפל רוח, “be exceedingly humble in spirit.”
על כנפי נשרים UPON EAGLES’ WINGS — as an eagle which bears its fledglings upon its wings. Scripture uses this metaphor because all other birds place their young between their feet since they are afraid of another bird that flies above them, but the eagle fears none except man — apprehending that perhaps he may cast an arrow at it — since no bird can fly above it; therefore he places it (its young) upon its wings, saying, “Better that the arrow should pierce me than my young!” (Mekhilta d'Rabbi Yishmael 18:4:3). — “I, too”, said God, “did thus”: (Exodus 14:19, 20) “And the angel of God … journeyed etc…. And he came between the camp of Egypt etc.” … and the Egyptians were casting arrows and stone missiles and the cloud caught these (cf. Rashi on these verses).
