An intriguing question that arises in the study of Mishnayos Challah is whether a Kohein himself must separate Challah from his dough. On the one hand, the Torah's command seemingly encompasses the entire nation, including the Koahnim. The Torah is not explicit as to what one should do with the separated Challah so perhaps everyone must separate Challah from their dough. On the other hand, like Terumah, the rule is just like we give the Kohein Terumah we also give him Challah. It would not make sense for a Kohein to separate Challah just to give it to himself. On the other, as we will see below, a Kohein is obligated to separate Terumah even though he ostensibly gives it to himself. While both a running assumption and normative practice is for a Kohein (or the wife of a Kohein) to separate Challah, the source for this is not abundantly clear.
Our study will begin with the Pesukim in the Torah and work our way down to current Halachik decisors.
In describing the Mitzvah of Challah the Torah emphasizes that the separating of Challah is similar to the obligation to separate Terumah from the produce of the fields (see the red highlighted portion below). As we will see, the Chachomim utilize this comparison to rule that many (if not all) of the Rules applicable to Terumah apply to Challah. See Mishnah Challah 1:8

In the following source, the Parsha of Terumas Ma'aser, the Midrash Halacha uses the green highlighted excerpt, as a basis to rule that even a Kohein must separate Terumah from his produce.

The Sifri on the above Parsha notes a dispute as to how we know that a Kohein must separate Terumah. The anonymous Tanna, learns from the inclusive words "Kein Tarimu Gam Atem" that the Kohein himself must separate Terumah.
Rabi Yeshmael, on the other hand, says there is no need for this Derash inasmuch as it is obvious to him that just like a Kohein is obligated in Challah how much more so should he be obligated in Terumah. The underlying premise of Rabi Yeshmael's teaching is that a Kohein must separate Challah--a premise for which he does not not provide a basis but deems obvious.
This then means, according to the Tana Kama (perhaps Rabi Akiva) we don't know one way or the other his view on a Kohein separating Challah. However, according to Rabi Yeshmael it is clear that a Kohein must separate Challah. This just begs the questions itself, how did he know?
(א) ... כן תרימו גם אתם תרומת יי. למה נאמר? לפי שהוא אומר "ואל הלוים תדבר ואמרת אליהם", ישראל נותנים תרומה ללוים, אבל כהנים אין נותנים מעשר ללוים. הואיל ואין נותנים מעשר ללוים, שומע אני יהיו אוכלים אותו בטיבולו? ת"ל "כן תרימו גם אתם תרומת יי". ר' ישמעאל אומר: אין צריך: מה חלה, שאינה נוהגת בכל הפירות, נוהגת בפירות כהנים – מעשר, שנוהגת בכל הפירות, אינו דין שינהוג בכל הפירות כהנים? ומה ת"ל כן תרימו גם אתם... מכל מעשרותיכם? – בא הכתוב ולימד על מעשר, שהוא נוהג בכל. ...
(1) (Bamidbar 18:27) "And your terumah will be accounted for you as corn from the threshing floor and as the fullness of the pit": R. Yishmael says: When is your terumah accounted for you as corn from the threshing floor? When you have taken it as prescribed (i.e., a kind for its kind, new for new, etc. [see above]). If you have not taken it as prescribed, it is not thus accounted for you. Variantly: "And your (the Levites') terumah (terumath ma'aser) will be accounted for you as corn from the threshing floor" (terumah gedolah). Now what do we learn from terumah (gedolah) to terumath ma'aser? It (terumah gedolah) comes (apparently) to teach (something), and it ends up being learned (i.e.,) Just as terumath ma'aser is obligatory, so, terumah (gedolah) is obligatory. Abba Eliezer b. Gomel says: Scripture comes to teach you that just as terumah (gedolah) may be taken by estimate and by thought (i.e., without actually handling it), so, terumath ma'aser may be taken by estimate and by thought. "as corn from the threshing floor and as the fullness of the pit": Why is this stated? From (26) "then you shall separate from it," I might think that he could take ears (of grain as terumah) for grain; grapes, for wine; and olives, for oil; it is, therefore, written "as corn from the threshing floor," i.e., (he may take) from what is processed — whence they ruled; (He may take terumah:) from grain, from the time that it (i.e., its pile) has been evened; from wine, from the time that it is skimmed; from oil, from the time that it has dripped down into the trough. (Ibid. 28) "Thus shall you, too, separate the terumah of the L-rd": Why is this written? From (26) "And to the Levites shall you speak, and you shall say to them: When you take from the children of Israel, etc.", (I would say:) The children of Israel give ma'aser to the Levites, but the Cohanim do not give ma'aser to the Levites. And since they do not give ma'aser to the Levites, I might think that they could eat it (the produce) tevel (i.e., untithed); it is, therefore, written: "thus shall you separate, you (the Cohanim), too, the terumah of the L-rd." (i.e., the Cohanim separate terumah, and ma'aser, and terumath ma'aser which reverts to them.) R. Yishmael says: This (derivation) is not needed, for if challah, which does not obtain with all produce (i.e., with all the varieties of grain), obtains with the produce of Cohanim, then ma'aser, which does obtain with all produce, how much more so should it obtain with all the produce of Cohanim! What, then, is the intent of "Thus shall you separate, you, too"? I might think that only the ma'aser of an Israelite (is subject to terumath ma'aser). Whence do I derive the (same for) their (the Levites') own tithe (i.e., the tithe that they separate from what is theirs)? It is, therefore, written "Thus shall you separate, you, (the Levites,) too." (Ibid. 29) "From all of your gifts, etc." Scripture hereby teaches that ma'aser obtains with all (produce [see above]) — whence you rule to terumah (i.e., terumath ma'aser), viz.: If ma'aser, the "lighter," (not being subject to the death penalty), obtains with all produce), then terumah, the "graver," (being subject to the death penalty, [viz. Vayikra 22:9]), how much more so does it obtain with all (produce [of first tithe])! Variantly: If ma'aser (second tithe), which does not obtain in the third and sixth year (of shemitah, [being replaced by poor-tithe]), obtains with all (produce), then terumah, the graver, how much more so should it obtain with all (produce [of second tithe])! Issi b. Menachem says: If ma'aser (second tithe), which comes only as an incentive to fear and to learning (viz. Devarim 14:23), obtains with all (produce), how much more so does it obtain with the "graver," terumah! (Bamidbar, Ibid.) "And you shall give of it the terumah of the L-rd to Aaron the Cohein": Just as Aaron was a chaver (a Torah scholar, so the (other) Cohanim (to receive the priestly gifts, should be chaverim) — whence it was ruled: Priestly gifts should be given only to a chaver. (Ibid. 29) "From all of your gifts shall you separate all the terumah of the L-rd. From all of its best (shall you separate) its hallowed part from it." Is Scripture here speaking of terumah gedolah or of terumath ma'aser? "from all of your tithes" (28) speaks of terumath ma'aser. How, then, is "From all of your gifts shall you separate all the terumah of the L-rd" to be understood? As referring to terumath gedolah. (Devarim 18:4) "The first of your corn, your wine, and your oil … shall you give to him": This is obligatory. You say it is obligatory, but perhaps it is optional! It is, therefore, written (Bamidbar 11:29) "shall you separate all the terumah of the L-rd" — It is obligatory and not optional. These are the words of R. Yonathan. "from all of its best, its hallowed part from it.": So that if it (terumath ma'aser) fell (back) into it (what it was taken from), it "hallows" it — whence they ruled: Terumah is "neutralized" (from its hallowed state) if it fell into one hundred parts of non-terumah when (it is) one to (that) one hundred. This tells me only of terumah that is (ritually) clean. Whence do I derive (the same for) terumah that is tamei, (that if it fell into a hundred of clean terumah, it is neutralized in such a mixture?) It follows a fortiori, viz.: [Note: The translator, with all his consultation of the commentaries, has not been able to render meaningfully what follows (from here until #122)]
The Sefer Yeraim in his discussion of the obligation for a Kohein to separate Terumah discusses the Sifrei and suggests that Rabi Yeshmael derives his understanding that a Kohein is certainly obligated in Challah from the word "עריסותיכם"--which connotes a broad-based obligation on all dough, including dough belonging to a Kohein, with the only limitation being the dough of a convert.
More importantly, he suggests that even according to the Tana Kama--whose view is not stated in the Sifrei--a Kohein is obligated in separating Challah relying on the notion that Challah is also called Terumah. Presumably the Yereim is interpreting the Tana Kama as implying that because Challah is also called Terumah, it necessarily means that the rules applicable to Terumah are likewise applicable to Challah.
However, why should this be? According to the Tana Kama the whole notion that a Kohein himself must separate Terumah requires a specific Limud from the Pasuk, "Gam Atem." Who is to say this Limud is expandable beyond its core meaning and encompasses the obligation of Challah as well. For instance, and we will return to this notion later, does this also mean that a Kohein must bring Bikkurim (also called Terumah)? I do not believe we find this notion anywhere in Halachah.
...וכשם שמוזהרין ישראל להפריש ושלא לאוכלה בלא טבילה כך מוזהרים הכהנים. דתניא (בספרי) בפ' ויקח קרח כן תרימו גם אתם תרומת יי להזהיר כהנים על שלהם. ר' שמעון אומר אינו צריך ומה חלה שאינה נוהגת בכל הפירות נוהגת בפירות כהנים וכו' ובחלה אעפ"י שהיא ניתנת לכהן פשיט ליה לר' שמעון שהכהנים מוזהרים על שלהם יותר מהתרומה וכתיב עריסותיכם אבל ישראל ומעריסותיכם לא ממעטינן אלא עיסת נר אבל כהנים חייבים אף בשלהם ולת"ק דר"ש מנין י"ל דנפקא ליה מדנקראת חלה תרומה.
וכן הדין השני שיגזור הרב למנות מה שלוקח הכהן חלק מן המצוה איננו דין שוה לי בכולן אבל יש בהן חלוק, כי בדברים הטובלים הן שתי מצות בודאי, והמשל בזה החלה שכל העיסה אסורה עלינו עד שנפריש אותה ונצטוינו בה מצוה נפרדת שנאמר חלה תרימו תרומה, ושלא יעלה בלבנו שנרים אותה להוציא העיסה מאיסור ונעזבנה או נשליך אותה באש צוה אותנו יתעלה בנתינתה לכהן שנאמר מראשית עריסותיכם תתנו ליי תרומה. וכן נצטוינו בנתינת התרומה ראשית דגנך תירושך ויצהרך תתן לו, ונצטוינו תחלה בהרמתה מן המצוה הבאה בחלה שנאמר והיה באכלכם מלחם הארץ תרימו תרומה ליי ראשית עריסותיכם חלה תרימו תרומה כתרומת גורן כן תרימו אותה הרי שהשוה הרמת שתיהן ועשאן שתי מצות....והראיה עוד שהיא מצוה חיובם לברך על הפרשתם ...ועוד שהכהנים עצמם מפרישין תרומה ומעשרות ומברכים ג"כ עליהן כמו שדרשו מפסוק כן תרימו אלו לוים גם אתם אלו כהנים ואילו לא היה מצוה אלא הנתינה בלבד היו הם פטורין מזה, ועוד שהרי בחלה טמאה מברך בהפרשתה ואינה ניתנת לכהן אלא משליכה באור כמו שמוזכר בגמרא בכורות, א"כ ראוי שנמנה שתי מצות בתרומה הפרשתה מפסוק תרימו תרומה ליי ונתינה לכהן מפסוק תתן לו, וכן נמנה בחלה הפרשתה מפסוק חלה תרימו תרומה ונתינה לכהן מצוה אחרת מפסוק מראשית עריסותיכם תתנו ליי תרומה. ....
חלת חוצה לארץ שמותרת לכהן טהור מקרי רשאי לאכלה עם זר על שלחן אחד לפי שאינה מדמעת (פירוש ענין דמוע הוא תרומה שנפלה בחולין) ואפילו נתערבה שוה בשוה: הגה ויש חולקין וסבירא להו דאוסרת תערובתה עד מאה ואחד אם הוא במינה ושלא במינה עד ס' (טור בשם ר"י וספר התרומה ורא"ש ורוקח סי' שנ"ט ומהרי"ו סמ"ח ור' שמשון) ואם חזרה ונתערבה בעיסה ואין ק"א לבטלה אם לא אכל העיסה ישאל לחכם עליה ויתיר לו כנדר דנשאלין על ההקדשות ויחזור ויטול חלה אחרת (תשובת מיימוני סוף הלכות זרעים וב"ה בשם א"ח) : ומותר לבטלה ברוב ואוכלה בימי טומאתו ויכולין ליתנה לכהן עם הארץ ואין בה משום כהן המסייע במתנותיו שהוא אסור ואם רצה לאכול תחילה ואחר כך יפריש החלה בח"ל מותר מפני שאין עיקרה אלא מדבריהם: הגה וצריך לשייר מעט יותר משיעור חלה שמפריש כדי שיהא שיריים בשעה שמפריש (ב"י בשם הרא"ש וסמ"ג ובהר"ן דביצה) ודוקא לעיסה שנתחייב עם חלה זו יכול לפטור שלא מן המוקף אבל עיסה שנילושה בפני עצמה אין מפרישין חלה מעיסה אחרת שלא מן המוקף (ב"י בשם סמ"ק וכל בו) : אבל חלת ארץ ישראל לא יאכל עד שיפריש ואינה ניטלת אלא מן המוקף (פי' ממה שהוא קרוב וסמוך) כתרומה ואינה ניטלת מן הטהור על הטמא לכתחלה וכל שבתרומה לא יתרום ואם תרם אינה תרומה כך בחלה וכל שבתרומה לא יתרום מזה על זה כך בחלה וכל שאינו אוכל תרומה אינו אוכל חלה וכל האוכל תרומה אוכל חלה:
מצוה עשה להפריש תרומה מהעיסה וליתנה לכהן שנאמר ראשית עריסותיכם תרימו תרומה וראשית זה אין לו שיעור מן התורה אפילו הפריש כשעורה פטר את העיסה והעושה כל עיסתו חלה לא עשה כלום עד שישייר מקצת ומדברי סופרים מפרישין אחד מכ"ד מן העיסה והנחתום העושה למכור בשוק מפריש א' ממ"ח ואם נטמאה העיסה בשוגג או באונס אף בעל הבית מפריש אחד ממ"ח:
