(יח) מִי־אֵ֣ל כָּמ֗וֹךָ נֹשֵׂ֤א עָוֺן֙ וְעֹבֵ֣ר עַל־פֶּ֔שַׁע לִשְׁאֵרִ֖ית נַחֲלָת֑וֹ לֹא־הֶחֱזִ֤יק לָעַד֙ אַפּ֔וֹ כִּֽי־חָפֵ֥ץ חֶ֖סֶד הֽוּא׃
Who, God, is like you, that pardons the iniquity, and passes over the transgression of the remnant of God's heritage? Not retaining God's anger forever, Because God desires loyal love.

מי אל כמוך - מוֹרֶה עַל הֱיוֹת הַקָּדוֹשׁ בָּרוּךְ הוּא מֶלֶךְ נֶעֱלַב, סוֹבֵל עֶלְבּוֹן מַה שֶׁלֹּא יְכִילֵהוּ רַעְיוֹן. הֲרֵי אֵין דָּבָר נִסְתָּר מֵהַשְׁגָּחָתוֹ בְּלִי סָפֵק, וְעוֹד אֵין רֶגַע שֶׁלֹּא יִהְיֶה הָאָדָם נִזּוֹן וּמִתְקַיֵּם מִכֹּחַ עֶלְיוֹן הַשּׁוֹפֵעַ עָלָיו, וַהֲרֵי תִּמְצָא שֶׁמֵּעוֹלָם לֹא חָטָא אָדָם נֶגְדּוֹ שֶׁלֹּא יִהְיֶה הוּא בְּאוֹתוֹ הָרֶגַע מַמָּשׁ שׁוֹפֵעַ שֶׁפַע קִיּוּמוֹ וּתְנוּעַת אֵבָרָיו, עִם הֱיוֹת שֶׁהָאָדָם חֹטֵא בַכֹּחַ הַהוּא לֹא מְנָעוֹ מִמֶּנּוּ כְּלָל אֶלָּא סוֹבֵל הַקָּדוֹשׁ בָּרוּךְ הוּא עֶלְבּוֹן כָּזֶה לִהְיוֹת מַשְׁפִּיעַ בּוֹ כֹּחַ תְּנוּעוֹת אֵבָרָיו, וְהוּא מוֹצִיא אוֹתוֹ כֹּחַ בְּאוֹתוֹ רֶגַע בְּחֵטְא וְעָוֹן וּמַכְעִיס וְהַקָּדוֹשׁ בָּרוּךְ הוּא סוֹבֵל.
The Palm Tree of Deborah, 1:2
"Who, God, is like you"--This teaches about the Holy Blessed One being an offended king, suffering offense that we cannot understand. Behold, there is nothing hidden from God's supervision, without a doubt, and further, there is no moment when humans are not sustained and not existing from the supreme power that flows onto them, and behold, you shall find that a person never sins against God without God, in the same moment, sending them the divine flow [enabling] their existence and moving their limbs. Even though the person sins with that power, God does not deny it from them at all, but rather, the Holy Blessed One suffers the insult and is [still] sending forth the power of moving their limbs, even though the person draws on that same power in the same moment for sin and iniquity and angering and the Holy Blessed One suffers.
(א) הג'- ועובר על פשע - זוֹ מִדָּה גְּדוֹלָה שֶׁהֲרֵי אֵין הַמְּחִילָה עַל יְדֵי שָׁלִיחַ אֶלָּא עַל יָדוֹ מַמָּשׁ שֶׁל הַקָּדוֹשׁ בָּרוּךְ הוּא כְּדִכְתִיב (תהלים קל, ד) כִּי עִמְּךָ הַסְּלִיחָה וְגוֹ' וּמַה הִיא הַסְּלִיחָה שֶׁהוּא רוֹחֵץ הֶעָוֹן כְּדִכְתִיב (ישעיה ד, ד) אִם רָחַץ אדושם אֵת צֹאַת בְּנוֹת צִיּוֹן וְגוֹ׳ וְכֵן כְּתִיב (יחזקאל לו, כה) וְזָרַקְתִּי עֲלֵיכֶם מַיִם טְהוֹרִים וְגוֹ' וְהָיִינוּ וְעוֹבֵר עַל פֶּשַׁע שׁוֹלֵחַ מֵימֵי רְחִיצָה וְעוֹבֵד וְרוֹחֵץ הַפֶּשַׁע.
(ב) וְהִנֵּה מַמָּשׁ כִּדְמוּת זֶה צָרִיךְ לִהְיוֹת הָאָדָם שֶׁלֹּא יֹאמַר וְכִי אֲנִי מְתַקֵּן מַה שֶׁפְּלוֹנִי חָטָא אוֹ הִשְׁחִית, לֹא יֹאמַר כָּךְ שֶׁהֲרֵי הָאָדָם חֹטֵא וְהַקָּדוֹשׁ בָּרוּךְ הוּא בְּעַצְמוֹ שֶׁלֹּא עַל יְדֵי שָׁלִיחַ מְתַקֵּן אֶת מְעֻוָּת וְרוֹחֵץ צֹאַת עֲוֹנוֹ.
(ג) וּמִכָּאן יִתְבַּיֵּשׁ הָאָדָם לָשׁוּב לַחֲטֹא שֶׁהֲרֵי הַמֶּלֶךְ בְּעַצְמוֹ רוֹחֵץ לִכְלוּךְ בְּגָדָיו:
(1) "And passes over transgression" (Micah 7:18) This is a great quality, for behold, forgiveness is not through an emissary but rather through the hand of the Holy Blessed One, as it is written, "For with you is forgiveness," (Psalm 130:4), forgiveness being that God washes away transgression, as it is written, "When my lord will have washed away the filth of the daughters of Judah" (Ezekiel 36:25), and so it is written, "I will sprinkle upon you ritually pure waters." This is the meaning of "And passes over transgression," sending forth from the waters of washing, and works, and washes away the sin.
(2) And behold, just like this, a human being needs to be, for they shall not say, "And shall I fix what Joe Shmoe sinned or corrupted?" They shall not say thus, for when someone sins, it is the Holy Blessed One, Godself--and not through an emissary--that God rights the transgression and washes away the filth of their transgression.
(3) And from here, the person will be too ashamed to sin again, for behold, the Ruler, Godself washes their filthy clothes.
