(10) Speak to the Israelite people and say to them: When you enter the land that I am giving to you and you reap its harvest, you shall bring the first sheaf of your harvest to the priest. (11) He shall elevate the sheaf before the LORD for acceptance in your behalf; the priest shall elevate it on the day after the sabbath. .... (14) Until that very day, until you have brought the offering of your God, you shall eat no bread or parched grain or fresh ears; it is a law for all time throughout the ages in all your settlements. (15) And from the day on which you bring the sheaf of elevation offering—the day after the sabbath—you shall count off seven weeks. They must be complete: (16) you must count until the day after the seventh week—fifty days; then you shall bring an offering of new grain to the LORD. (17) You shall bring from your settlements two loaves of bread as an elevation offering; each shall be made of two-tenths of a measure of choice flour, baked after leavening, as first fruits to the LORD.

One who provides for his wife through a third party, he may not [provide] her with less than two kav [a specific unit of volume] of wheat or four kav of barley [a week]. Rabbi Yossi said, "Only Rabbi Yishmael, who resided near Edom, apportioned [this double allowance of] barley. And he must give her half a kav of beans, half a log [a specific unit of volume] of oil, a kav of dried figs, or a maneh [the weight of 100 dinar] pressed figs. And if he doesn't have [these], he apportions a corresponding amount of fruits of another type. And he must provide her with a bed, a mattress, and a reed mat. He must also give her a kerchief for her head, a girdle for her loins, and shoes every festival, and clothing [valued] at fifty zuz [a secific unit of money] every year. He must not give her new garments in the summer season nor worn-out ones in the rainy season; rather, he must give her clothing [valued] at fifty zuz in the rainy season, so that she wears the worn-out ones in the summer season. And the worn-out ones [from the previous year] belong to her.

Rabba said: Come and hear: “And if you bring a meal offering of first fruits [to the LORD, bring new ears parched with fire, grits of the fresh grain]" to the Lord, you shall bring for the meal offering of your first fruits grain in the ear parched with fire, even groats of the fresh ear” (Leviticus 2:14). is referring to omer meal offering [on Pesach]. Which grain is brought? Barley. Why not from wheat? Rabbi Eliezer says just as it states “aviv-in the ear” with regard to the hail in Egypt, referring to barley, so too the use of “aviv-in the ear” in reference to the meal offering for all generations.
And Rabbi Akiva says: just as there are required offerings for individuals of wheat (guilt offering) and barley (sota), so too for public offerings are of wheat (two loaves on shavuot) and barley (omer). Moreover, if the omer was wheat, then the two loaves would not be a "first fruit."

Once someone asked me why it states that Ruth had gathered an Eifah of barley, I responded that, "there is no "reason," the verse recounts the amount of barley she gathered." The questioner didn't think much of me and insisted that he had a reason, but I didn't ask. He returned with multiple answers: (1) Ruth prophesied that she'd have a child (Solomon) who would set up a memorial column to honor her husband (Boaz) and the column in the temple (named Boaz had 96 (gematria of Eifah) decorative pomegranates; (2) etc.
