Sifra B'Chukotai 8:13
"These are the statues and the ordinances and the Torahs..." "the statutes"--these are the midrash "and the ordinances"--these are the judgements. "And theTorahs"- this teaches that two Torahs were given to Israel- one wirtten and one oral.

And Rabbi Levi Bar Chama said that Rabbi Shimon Ben Lakish said: Why does it say 'And I will give you the tablets of stone and the Torah and the Mitzvah that I have written to teach them.' (Exodus 24;12) The tablets- these are the ten utterances. Torah- this is the chumash. And the Mitzvah- this is the Mishna. That I have written- these are the Prophets and the Writings. To teach them--This is the Gemara This teaches you that all of them were given to Moses on Sinai.

The Gemara returns to discuss the previously mentioned dispute. Rabbi Yoḥanan says in the name of Rabbi Bana’a: The Torah was given from the outset scroll by scroll, as it is stated: “Then I said, behold, I come with the scroll of the book that is written for me” (Psalms 40:8). [King David is saying about himself that there is a section of the Torah, “the scroll of the book,” that alludes to him, i.e., “that is written for me.” This indicates that each portion of the Torah, which includes Tanakh, constitutes a separate scroll. RASHI goes the direction of saying that when Moshe experienced or was told a parsha - a section of scripture - it was then written down, and so on, for 40 years of their wandering in the desert. When all the parashiyot (sections) were said and written Moshe sewed them together with sinew.] Rabbi Shimon ben Lakish says: The Torah was given as a complete book, as it is stated: “Take this scroll of the Torah” (Deuteronomy 31:26), which teaches that from the outset the Torah was given as a complete unit. [Rashi - it was written only after 40 years of wandering in the desert after all the sections were spoken - the ones spoken at earlier times, the first year and the second year, for instance, were kept track of and organized by memory (orally) until they were committed to written form.
