Exodus 12:49
תּוֹרָה אַחַת יִהְיֶה לָאֶזְרָח וְלַגֵּר הַגָּר בְּתוֹכְכֶם:
There shall be one law for the citizen and for the stranger who dwells among you. [JPS translation]
