ושאלתי לו קטן שהולך בדרך לא טובה כגון משכב זכר ועובר על לאו לא תגנוב אם מותר ללמדו תורה ואמר הן.
I asked him, “Is it permissible to teach Torah to a child that does things that are not good, such as lying with men and stealing?” He responded, “Yes.” [Translation by Rabbi Steven Greenberg]

2. Note: The question of the Rabbi Joseph ben Moshe may well have been whether a boy involved with same-sex relations is an ordinary sinner or a wicked person who should not be taught Torah. This might suggest that there was already a sense among rabbis in Ashkenaz that for some people this behavior was constitutional rather than something subject to repentance.
