תלמוד ירושלמי מסכת פאה פרק ח דף כא טור ב /ה"ז
אמר רבי יונה אשרי נותן לדל אין כתיב כאן אלא אשרי משכיל אל דל והוא שמסתכל במצוה היאך לעשותה
Rabbi Yoni said, “Happy is the one who gives to the person in need” is not what the verse (Psalms 41:2) says, but rather, “Happy is the one who is thoughtful of the person in need,” namely, one must examine the tzedakah situation thoroughly in order to find the best way possible to perform the mitzvah.
