I. Who or what is a Ger? Some definitions.

(13) And He said to Abram, “Know well that your offspring shall be strangers in a land not theirs, and they shall be enslaved and oppressed four hundred years;

(כ) וְגֵ֥ר לֹא־תוֹנֶ֖ה וְלֹ֣א תִלְחָצֶ֑נּוּ כִּֽי־גֵרִ֥ים הֱיִיתֶ֖ם בְּאֶ֥רֶץ מִצְרָֽיִם׃
(20) And a stranger shalt thou not wrong, neither shalt thou oppress him; for ye were strangers in the land of Egypt.

(כ) כי גרים הייתם. ... כָּל לְשׁוֹן גֵּר אָדָם שֶׁלֹּא נוֹלַד בְּאוֹתָהּ מְדִינָה, אֶלָּא בָּא מִמְּדִינָה אַחֶרֶת לָגוּר שָׁם:
(20) כי גרים הייתם FOR YE WERE STRANGERS — ...Wherever גר occurs in Scriptures it signifies a person who has not been born in that land (where he is living) but has come from another country to sojourn there.

(כג) גֵּר שֶׁנָּשָׂא בַּת יִשְׂרָאֵל, אוֹ יִשְׂרָאֵל שֶׁנָּשָׂא גִּיּוֹרֶת, הַוָּלָד יִשְׂרָאֵל לְכָל דָּבָר וְאָסוּר בְּמַמְזֶרֶת:
A male convert that marries a Jewish woman, or a female convert that marries a male Jew: their child is considered fully Jewish regarding all things, and cannot marry a mamzer.

II. How must we treat the outsider?

(ט) וְגֵ֖ר לֹ֣א תִלְחָ֑ץ וְאַתֶּ֗ם יְדַעְתֶּם֙ אֶת־נֶ֣פֶשׁ הַגֵּ֔ר כִּֽי־גֵרִ֥ים הֱיִיתֶ֖ם בְּאֶ֥רֶץ מִצְרָֽיִם׃
(9) And a stranger shalt thou not oppress; for ye know the heart of a stranger, seeing ye were strangers in the land of Egypt.

(ט) וּֽבְקֻצְרְכֶם֙ אֶת־קְצִ֣יר אַרְצְכֶ֔ם לֹ֧א תְכַלֶּ֛ה פְּאַ֥ת שָׂדְךָ֖ לִקְצֹ֑ר וְלֶ֥קֶט קְצִֽירְךָ֖ לֹ֥א תְלַקֵּֽט׃ (י) וְכַרְמְךָ֙ לֹ֣א תְעוֹלֵ֔ל וּפֶ֥רֶט כַּרְמְךָ֖ לֹ֣א תְלַקֵּ֑ט לֶֽעָנִ֤י וְלַגֵּר֙ תַּעֲזֹ֣ב אֹתָ֔ם אֲנִ֖י יְהוָ֥ה אֱלֹהֵיכֶֽם׃(9) When you reap the harvest of your land, you shall not reap all the way to the edges of your field, or gather the gleanings of your harvest. (10) You shall not pick your vineyard bare, or gather the fallen fruit of your vineyard; you shall leave them for the poor and the stranger: I the LORD am your God.

מִצְוַת עֲשֵׂה לִתֵּן צְדָקָה כְּפִי הַשָּׂגַת יָד, וְכַמָּה פְּעָמִים נִצְטַוֵּינוּ בָּהּ בְּמִצְוַת עֲשֵׂה. וְיֵשׁ לֹא תַּעֲשֶׂה בַּמַּעֲלִים עֵינָיו מִמֶּנָּהּ, שֶׁנֶּאֱמַר: לֹא תְאַמֵּץ אֶת לְבָבְךָ וְלֹא תִקְפֹּץ אֶת יָדְךָ (דְּבָרִים טו, ז). וְכָל הַמַּעֲלִים עֵינָיו מִמֶּנָּהּ נִקְרָא בְּלִיַּעַל, וּכְאִלּוּ עוֹבֵד עֲבוֹדַת כּוֹכָבִים. וּמְאֹד יֵשׁ לִזָּהֵר בָּהּ, כִּי אֶפְשָׁר שֶׁיָּבֹא לִידֵי שְׁפִיכוּת דָּמִים, שֶׁיָּמוּת הֶעָנִי הַמְבַקֵּשׁ אִם לֹא יִתֵּן לוֹ מִיָּד...
It is a positive commandment to give tzedakah ...And there is a negative commandment in one who turns his eyes away, as it is said: “You shall not harden your heart nor shut your hand” (Devarim 15:7). And all who avert their eyes are called wicked, and it’s as if their worship is idol worship. And one must be punctilious about this, because it is may lead to bloodshed, that the poor person who asks will die if none give to him...

(טז) לֹא־תַסְגִּ֥יר עֶ֖בֶד אֶל־אֲדֹנָ֑יו אֲשֶׁר־יִנָּצֵ֥ל אֵלֶ֖יךָ מֵעִ֥ם אֲדֹנָֽיו׃
(16) Thou shalt not deliver unto his master a bondman that is escaped from his master unto thee;

III. Other Considerations

אם בא להורגך השכם להורגוIf he comes to kill you, rise up and kill him.

(א) מצות מעקה - להסיר המכשולים והנגפים מכל משכנותינו, ועל זה נאמר (דברים כב ח) ועשית מעקה לגגך. והענין הוא שנבנה קיר סביב הגגות וסביב הבורות והשיחין ודומיהן, כדי שלא תכשל בריה לפל בהם או מהם, ובכלל מצוה זו, לבנות ולתקן כל כתל וכל גדר שיהיה קרוב לבוא תקלה ממנו...
We should build a wall around the roofs and around the pits and the ditches and that which is similar to them, so that no creature should stumble to fall in them or from them. And included in this commandment is to build and fix every wall and fence from which it is likely that there come an accident from it ...a person must guard himself from the accidents that are customary in the world.
