(ט) אַתֶּ֨ם נִצָּבִ֤ים הַיּוֹם֙ כֻּלְּכֶ֔ם לִפְנֵ֖י יְהוָ֣ה אֱלֹהֵיכֶ֑ם רָאשֵׁיכֶ֣ם שִׁבְטֵיכֶ֗ם זִקְנֵיכֶם֙ וְשֹׁ֣טְרֵיכֶ֔ם כֹּ֖ל אִ֥ישׁ יִשְׂרָאֵֽל׃ (י) טַפְּכֶ֣ם נְשֵׁיכֶ֔ם וְגֵ֣רְךָ֔ אֲשֶׁ֖ר בְּקֶ֣רֶב מַחֲנֶ֑יךָ מֵחֹטֵ֣ב עֵצֶ֔יךָ עַ֖ד שֹׁאֵ֥ב מֵימֶֽיךָ׃ (יא) לְעָבְרְךָ֗ בִּבְרִ֛ית יְהוָ֥ה אֱלֹהֶ֖יךָ וּבְאָלָת֑וֹ אֲשֶׁר֙ יְהוָ֣ה אֱלֹהֶ֔יךָ כֹּרֵ֥ת עִמְּךָ֖ הַיּֽוֹם׃ (יב) לְמַ֣עַן הָקִֽים־אֹתְךָ֩ הַיּ֨וֹם ׀ ל֜וֹ לְעָ֗ם וְה֤וּא יִֽהְיֶה־לְּךָ֙ לֵֽאלֹהִ֔ים כַּאֲשֶׁ֖ר דִּבֶּר־לָ֑ךְ וְכַאֲשֶׁ֤ר נִשְׁבַּע֙ לַאֲבֹתֶ֔יךָ לְאַבְרָהָ֥ם לְיִצְחָ֖ק וּֽלְיַעֲקֹֽב׃ (יג) וְלֹ֥א אִתְּכֶ֖ם לְבַדְּכֶ֑ם אָנֹכִ֗י כֹּרֵת֙ אֶת־הַבְּרִ֣ית הַזֹּ֔את וְאֶת־הָאָלָ֖ה הַזֹּֽאת׃ (יד) כִּי֩ אֶת־אֲשֶׁ֨ר יֶשְׁנ֜וֹ פֹּ֗ה עִמָּ֙נוּ֙ עֹמֵ֣ד הַיּ֔וֹם לִפְנֵ֖י יְהוָ֣ה אֱלֹהֵ֑ינוּ וְאֵ֨ת אֲשֶׁ֥ר אֵינֶ֛נּוּ פֹּ֖ה עִמָּ֥נוּ הַיּֽוֹם׃

(9) You stand this day, all of you, before the LORD your God—your tribal heads, your elders and your officials, all the men of Israel, (10) your children, your wives, even the stranger within your camp, from woodchopper to water drawer— (11) to enter into the covenant of the LORD your God, which the LORD your God is concluding with you this day, with its sanctions; (12) to the end that God may establish you this day as God's people and be your God, as God promised you and as God swore to your fathers, Abraham, Isaac, and Jacob. (13) I make this covenant, with its sanctions, not with you alone, (14) but both with those who are standing here with us this day before the LORD our God and with those who are not with us here this day.

Sifre Devarim 48:

All of you standing today... Lest one might say: Torah is only learned by the elders, or only by the greats, or only by the prophets. It says, "If you guard it," (Deut 11:22) tells us that all are equal in Torah. And thus it says, "Torah was commanded to us by Moses, the inheritance of the congregation of Jacob," (Deut 33:4). Priests, Levites, and Israelites, is not written here, rather, "the congregation of Jacob" And thus it says here, "All of you standing today"

Tanchuma Parshat Nitzavim 8:

In order that God may establish you as God's nation... That I should not go back on what I promised to their ancestors. "And not just with you," (Deut 29:13) rather also with the future generations who were there, as it says, "Those that are with us here and those who are not here with us today." (Deut 29:14) And why does it say, "Those that are with us," and why does it say, "those that are not with us"? Because all of the souls were there, but their bodies still had not been created, thus it didn't say they existed here.

Devarim Rabbah 8:2

For this commandment... Why did Moses Our Teacher say these things to them? Rather, it was because the ministering angels desired Torah and it was hidden from them, as it says, "She has been hidden from the eyes of all living," (Job 28:21) these are the animals, "and from the birds of the sky it has been hidden," these are the angels. How do we know this? As it says, "One of the serafim (type of angel) flew to me," (Isaiah 6:6) God said to Israel: My children! From the ministering angels this thing is out of reach, but from you it is not.

Eliyahu Zuta 14:

In your mouth and in your heart to do it... Once, I was travelling around and I found a man who liked to jest and ridicule and he came to me, and I said to him: My son! What will you say to God in heaven on the day of judgement? He said: Understanding and knowledge were not given to me from the heavens, and thus I didn't learn Torah.

I said to him: My son! What is your occupation? He said to me: I am a fisherman! I said to him: My son! Who taught you to bring string and to make a net out of it and to throw it into the water and to bring forth fish from the sea? He said to me: My rabbi! This knowledge was given to me from the heavens. I said to him: My son! So the ability to draw fish from the water was given to you by heaven, but words of Torah, about which it is written, " the words are very close to you," you were not given understanding and knowledge!?

Immediately he became depressed, his voice became bitter and he cried. I said to him: My son! Don't let this be bad for you, rather know that most of the world answers this question with reference to what they busy themselves with. But, their answer proves the point!

Midrash Tanchuma Pikudei 3:

Another thing, The Holy Blessed One makes a decree upon a person before they are created what they will be, if one will be weak or strong, poor or rich, short or tall, ugly or good looking, thick or thin, despised or rough, thus all of one's attributes are decided. But, whether one is a righteous person or an evil one, that is placed into a person's hands alone, as it says, "Look that I give before you this day the good life and the death and evil." And it says later in verse 19, "Choose life!"
