(12) On the third day Abraham lifted up his eyes (ibid., v. 4). Since the distance was extremely short, what delayed them three days? When Satan realized that they would not pay any attention to him, he went ahead and created a river in their path. When Abraham stepped into the river, it reached his knees. He ordered his young men to follow him, and they did so. But in the middle of the river the water reached his neck. Thereupon, Abraham lifted his eyes heavenward and cried out: Master of the Universe, You have chosen me; You have instructed me; You revealed Yourself to me; You have declared: I am one and You are one, and through You shall my name be made known in My world. You have ordered me: Offer, Isaac, thy son, as a sacrifice, and I did not refuse; but now, as I am about to fulfill Thy command, these waters endanger my life. If either I or my son, Isaac, should drown, who will fulfill Your decrees, and who will proclaim the Unity of Your Name? The Holy One, blessed be He, responded: Be assured that through you the Unity of My Name will be made known through the world. Thereupon the Holy One, blessed be He, rebuked the source of the water, and caused the river to dry up. Once again, they stood on dry land.

And the custom of Israel is law. And in that in which you go towards water and say Tashlich on the edge of the sea for all of our sins, because at the edge of the sea you recall the creation of the world... The deeps of the sea allude to the existence of a single Creator that created the world and that controls the world by, for example, not letting the seas flood the earth. Thus, we go to the sea and reflect upon that on New-Year's Day, the anniversary of Creation. We reflect upon proof of the Creator's creation and of His control, so as to repent of our sins to the Creator, and so he will figuratively "cast our sins into the depths of the sea"

The natural order demands that water should cover the entire planet and it is only through the chesed of God that He allowed us to have portions of land on which to live. Therefore, we go to the water to see that idea first hand and through that we coronate God as King of the World and it causes us to repent. We don't throw our iniquities into the water- they are figuratively thrown in the river when we are inspired to repent.

It was normal to go to place that had live fish. To remember that we are like these live fish, who are ensnared suddenly in a net. So are we ensnared in the abyss of death and judgement. And in doing so, we will contemplate repentance more.
וְאוֹמְרִים הַפְּסוּקִים מִי אֵל כָּמוֹךָ וְכוּ' כַּכָּתוּב בַּסִּדּוּרִים בְּסֵדֶר תַּשְׁלִיךְ. וּמְנַעֲרִים שׁוּלֵי הַבְּגָדִים, וְהוּא לְרֶמֶז בְּעָלְמָא, לִתֵּן לֵב לְהַשְׁלִיךְ אֶת הַחֲטָאִים וּלְחַפֵּשׂ וְלַחֲקֹר דְּרָכָיו מֵהַיּוֹם וָהָלְאָה, שֶׁיִּהְיוּ בְּגָדָיו לְבָנִים וּנְקִיִּים מִכָּל חֵטְא.

And you should say the verses, "who is like you, Oh God" and others which are written in the Siddur for the Tashlich service. And we shake out our clothes, and this is a symbol, in that we are intended to shake off our sins and to search out and research the correct way from this day forward. Thus our clothes will be white and clean from all sins.

Because there is a Midrash that Abraham crossed the river up to his neck when he went to go sacrifice his son Isaac. He then said, (from Psalms 69:2): Save me, O God, for water has come up to my soul. So we do Tashlich as a way of remembering the Akeidah/binding of Isaac. And it is good if it is a place that has living fish as a sign that the evil eye should not fall upon us and we should be able to multiply like fish, as fish are incapable of being affected by the evil eye. And in the writings it says at a river or well, and it is good if it is outside the city.

From the narrowness [of distress] I called [to] God; He answered me with the breadth of Divine relief. Adonoy is with me, I will not fear, what can man do to me? Adonoy is with me, to help me, and I will see my enemies’ [defeat]. It is better to take refuge in Adonoy than to trust in man. It is better to take refuge in Adonoy than to trust in nobles. Joyfully exult in Adonoy, [you] righteous ones, for the upright, praise is fitting. Thank Adonoy with the harp, with the ten-stringed lyre sing to Him. Sing Him a new song, play skillfully with jubilation.
For upright is the word of Adonoy, and all His deeds [are done] with faithfulness. He loves righteousness and justice, the kindliness of Adonoy fills the earth. By the word of God, the heavens were made, and by the breath of His mouth, all their hosts. He gathers like a mound the waters of the sea, He places in vaults the deep waters.

It is a custom, on the afternoon of the first day of Rosh HaShana (or second, if the first is Shabbat) to go to the shore of the sea, the bank of a river, or other running stream of water, as a symbolic enactment of the words of the prophet Micah: "He God] will cast (tashlikh) into the depths of the sea all their sins" (Micah 7:19)...The first mention of the custom is in Sefer Maharil of Rabbi Jacob Moellin (d. 1425)...Many folk customs have become associated with Tashlikh, among them the custom of throwing crumbs into water as a symbolic gesture to accompany the process of repentance, begun on Rosh HaShana, as if we were "casting away" our sins. This practice was dismissed by some halakhic authorities and ridiculed by gentiles. However it is less ridiculous than it seems. Maimonides writers about the scapegoat on Yom Kippur over which the High priest confessed the sins of the people and which was then sent out into the wilderness:
"There is no doubt that sins cannot be carried like a burden, and taken off the shoulder of one being and laid on that of another. But these ceremonies are of a symbolic character, and serve to impress people with a certain idea, and to induce them to repent, as if to say: we have freed ourselves of our previous deeds, have cast them behind our backs and removed them frum us as far as possible (Guide III:46)."
On the first day of Rosh Hashana [or on the second day if the first day is Shabbos], after the Mincha Services, before sunset, it is customary to go to a body of water [the ocean, river, lake, etc.] but preferably one which contains fish, and recite the following prayers. The opening verses are taken from Micah 7:18-20 and they correspond to the thirteen Divine Attributes mentioned in Shemos 34:6,7. The closing verses are from Psalms 118:5-9 which correspond to the nine attributes mentioned in Bamidbar 14:18.
According to Maharam Yaffe the custom of the Tashlich ritual is based on the Midrash. “As Avraham was about to sacrifice Yitzchak, the Satan disguised himself as a raging river. Upon approaching the river, Avraham went in wading up to his waist. Thinking he would be able to ford the river, he summoned Yitzchak and they had taken but a few steps when the water surged up to their necks. Avraham cried out, “Deliver us Adonoy, for the water is drowning us,” and they were saved. Others say that water is the symbol of kindness, and fish symbolize an ever-open eye. Thus we ask God to bestow His benevolent kindness on us and protect us with His watchful eye.

לְהַמְתִּיק הַדִּינִים תַּקִּיפִים
to sweeten the severe judgments.
וְתַשְׁלִיךְ בִּמְצוּלוֹת יָם
And so, cast into the depths of the sea
כָּל־חַטֹּאתֵֽינוּ.
all our sins.
וְאַתָּה בְּטוּבְךָ
And You, with Your goodness,
תְּעוֹרֵר רַחֲמֶֽיךָ
arouse Your mercy,
וְנִהְיֶה נְקִיִּים
that we may be cleansed
מִכָּל־טֻמְאָה וְחֶלְאָה וְזוּהֲמָא.
from all forms of impurity.
וְיַעֲלוּ
And may there ascend [before You]
כָּל־נִצּוֹצֵי הַקְּדֻשָּׁה
all the sparks of holiness
אֲשֶׁר נִתְפַּזְרוּ,
which have been scattered.
וְיִתְבַּרְרוּ וְיִתְלַבְּנוּ
And may we be refined and purified
בְּמִדַּת טוּבְךָ,
through Your goodness.
אַתָּה אֵל יְשׁוּעָתֵֽנוּ
You Almighty, are our deliverance,
נוֹצֵר חֶֽסֶד
the Keeper of kindness
לָאֲלָפִים,
for thousands [of generations.]
וּבְרֹב רַחֲמֶֽיךָ
And with Your abundant compassion
תִּתֵּן לָֽנוּ חַיִים אֲרוּכִים.
grant us long life,
חַיִּים שֶׁל שָׁלוֹם,
a life of peace,
חַיִּים שֶׁל טוֹבָה,
a life of goodness,
חַיִּים שֶׁל בְּרָכָה,
a life of blessing,
חַיִּים שֶׁל פַּרְנָסָה טוֹבָה,
a life of good sustenance,
חַיִּים שֶׁל חִלּוּץ עֲצָמוֹת,
a life of bodily vigor,
חַיִּים שֶׁיֵּשׁ בָּהֶם
a life in which there is
יִרְאַת שָׁמַֽיִם וְיִרְאַת חֵטְא,
fear of Heaven and fear of sin,
חַיִּים שֶׁאֵין בָּהֶם
a life in which there is no
בּוּשָׁה וּכְלִמָּה,
shame or disgrace,
חַיִּים שֶׁל עֽשֶׁר וְכָבוֹד
a life of prosperity and honor,
לַעֲבוֹדָתֶֽךָ,
in order that we may serve You,
חַיִּים שֶׁתְּהֵא בָֽנוּ
a life in which there will be within us
אַהֲבַת תּוֹרָה וְיִרְאַת שָׁמַֽיִם,
love of Torah and fear of Heaven,
חַיִּים
a life [in which]
שֶׁתְמַלֵּא כָּל מִשְׁאֲלוֹת לִבֵּֽנוּ
You will fulfill the wishes of our hearts
לְטוֹבָה.
for goodness.
וְזָכְרֵֽנוּ לְחַיִּים
And remember us for life
מֶֽלֶךְ חָפֵץ בַּחַיִּים,
O King, Who desires life,
וְכָּתְבֵֽנוּ בְּסֵֽפֶר הַחַיִּים.
and inscribe us in the Book of Life,
לְמַעֲנְךָ אֱלֹהִים חַיִּים,
for Your sake, Living God.
וּקְרַע רֹֽעַ גְּזַר דִּינֵנוּ,
And tear up the evil [parts] of our sentence,
וְיִקָּרְאוּ לְפָנֶֽיךָ זָכִיּוֹתֵֽינוּ:
and may our merits be stated before You.
אֱלֹהֵינוּ וֵאלֹהֵי אֲבוֹתֵינוּ מֶלֶךְ רַחֲמָן רַחֵם עָלֵינוּ, טוֹב וּמֵטִיב הִדָּרֵשׁ לָנוּ, שׁוּבָה אֵלֵינוּ בַּהֲמוֹן רַחֲמֶיךָ בִּגְלַל אָבוֹת שֶׁעָשׂוּ רְצוֹנֶךָ, בְּנֵה בֵיתְךָ כְּבַתְּחִילָה וְכוֹנֵן בֵּית מִקְדָּשְׁךָ עַל מְכוֹנוֹ, וְהַרְאֵנוּ בְּבִנְיָנוֹ וְשַּׂמְּחֵנוּ בְּתִקּוּנוֹ, וְהָשֵׁב שְׁכִינָתְךָ לְתוֹכוֹ, וְהָשֵׁב כֹּהֲנִים לַעֲבוֹדָתָם וּלְוִיִּים לְשִׁירָם וּלְזִמְרָם, וְהָשֵׁב יִשְּׂרָאֵל לִנְוֵיהֶם, וּמָלְאָה הָאָרֶץ דֵּעָה אֶת יְהֹוָה לְיִרְאָה וּלְאַהֲבָה אֶת שִׁמְךָ הַגָּדוֹל הַגִבּוֹר וְהַנּוֹרָא אָמֵן כֵּן יְהִי רָצוֹן, כָּל כְּלִי יוּצַר עָלַיִךְ לֹא יִצְלָח, וְכָל לָשׁוֹן תָּקוּם אִתָּךְ לַמִּשְׁפָּט תַּרְשִׁיעִי, זֹאת נַחֲלַת עַבְדֵי יְהֹוָה וְצִדְקָתָם מֵאִתִּי נְאֻם יְהֹוָה:
לֹא יָרֵעוּ וְלֹא יַשְׁחִיתוּ בְּכָל הַר קָדְשִׁי, כִּי מָלְאָה הָאָרֶץ דֵּעָה אֶת יְהֹוָה כַּמַּיִם לַיָּם מְכַסִּים:
יְהִי רָצוֹן מִלְּפָנֶיךָ עַל יְדֵי הֲאָרַת תִּיקּוּנִים עַתִּיקָא קַדִּישָׁא דְעַתִּיקִין שֶׁבֶּאָרִיךְ דִזְעֵיר יִכְבְּשׁוּ רַחֲמֶיךָ אֶת כַּעֲסְךָ, וְיָגֹּלוּ רַחֲמֶיךָ עַל מִדּוֹתֶיךָ, וְתִתְנַהֵג עִמָּנוּ בְּמִדַּת הָרַחֲמִים, וְתִתֶּן לָנוּ חַיִּים אֲרוּכִים וְטוֹבִים בְּעִסְקֵי תּוֹרָתֶךָ וְקִיּוּם מִצְוֹתֶיךָ לַעֲשׂוֹת רְצוֹנְךָ, אָמֵן וְכֵן יְהִי רָצוֹן:
שִׁיר הַמַּעֲלוֹת מִמַּעֲמַקִּים קְרָאתִיךָ יְהֹוָה: אֲדֹנָי שִׁמְעָה בְּקוֹלִי תִּהְיֶינָה אָזְנֶיךָ קַשֻּׁבוֹת לְקוֹל תַּחֲנוּנָי: אִם עֲוֹנוֹת תִּשְׁמָר יָהּ אֲדֹנָי מִי יַעֲמֹד: כִּי עִמְּךָ הַסְּלִיחָה לְמַעַן תִּוָרֵא: קִוִּיתִי יְהֹוָה קִוְּתָה נַפְשִׁי וְלִדְבָרוֹ הוֹחָלְתִּי: נַפְשִׁי לַאדֹנָי מִשֹּׁמְרִים לַבֹּקֶר שֹׁמְרִים לַבֹּקֶר: יַחֵל יִשְּׂרָאֵל אֶל יְהֹוָה כִּי עִם יְהֹוָה הַחֶסֶד וְהַרְבֵּה עִמּוֹ פְדוּת: וְהוּא יִפְדֶּה אֶת יִשְּׂרָאֵל מִכֹּל עֲוֹנוֹתָיו:
לְעוֹלָם יְהֹוָה דְּבָרְךָ נִצָּב בַּשָּׁמַיִם:
