Brief summary of the story of the two sets of spies (Moses and Joshua) using the quote below.
(1) The LORD spoke to Moses, saying, (2) “Send men to scout the land of Canaan, which I am giving to the Israelite people; send one man from each of their ancestral tribes, each one a chieftain among them.” (3) So Moses, by the LORD’s command, sent them out from the wilderness of Paran, all the men being leaders of the Israelites.
Story of Joshua's spies:
- Two men sent to "go and see the land and Jericho"
- They come to house of Rahab, an innkeeper (or lady of dubious reputation) - she was privy to secrets either way
- She tells spies that all inhabitants of country are terrified of Israel
- They are discovered by the authorities who want them handed in
- She hides them
- They guarantee she and her family will be spared
- She lowers them out of window over wall of Jericho and tells them to hide for three days
- They return to Joshua and give an optimistic report
Quote the a number of differences between the men that Moshe sent and those of Joshua (from Ervin's book - "The Haftorah of the Week" taken from the Malbim (Rabbi Meir Lebush Wisser d.1879)
1. Who is the sender in each case?
In Devarim and Shelach Lecha, the people approached Moshe, who spoke to Hashem - the peopel therefore determined that they wanted the report and then reacted badly when they received it.
In Joshua's case, he was the sole sender and reciepient
(א) וַיְדַבֵּ֥ר ה' אֶל־מֹשֶׁ֥ה לֵּאמֹֽר׃ (ב) שְׁלַח־לְךָ֣ אֲנָשִׁ֗ים וְיָתֻ֙רוּ֙ אֶת־אֶ֣רֶץ כְּנַ֔עַן אֲשֶׁר־אֲנִ֥י נֹתֵ֖ן לִבְנֵ֣י יִשְׂרָאֵ֑ל

2. Where were the spies sent from?
In this sidra, it was the Paran Desert, far awy from the land of Israel - what was the strategic purpose of sending them? The answer is that the people had a lack of trust in Gd that he would protect them in conquering the land
In Joshua's case, they are in Shittim, on the borders of the land. A reconnaissance mission therefore shows that they knew and accepted that they were about to enter the land but had to work out at which location - not an issue of trust, but strategy.
3. What was the purpose of each mission?
The first set of spies scouted the land without any discernable purpose - (explain "latur")
[The verb tur appears no less than twelve times in this sequence, the very number of the members of the delegation itself. ]

4. Moses sent the spies publicly and Joshua sent them secretly
How did Moshe get forgiveness for the spies?
(יח) ה' אֶ֤רֶךְ אַפַּ֙יִם֙ וְרַב־חֶ֔סֶד נֹשֵׂ֥א עָוֺ֖ן וָפָ֑שַׁע וְנַקֵּה֙ לֹ֣א יְנַקֶּ֔ה פֹּקֵ֞ד עֲוֺ֤ן אָבוֹת֙ עַל־בָּנִ֔ים עַל־שִׁלֵּשִׁ֖ים וְעַל־רִבֵּעִֽים׃ (יט) סְלַֽח־נָ֗א לַעֲוֺ֛ן הָעָ֥ם הַזֶּ֖ה כְּגֹ֣דֶל חַסְדֶּ֑ךָ וְכַאֲשֶׁ֤ר נָשָׂ֙אתָה֙ לָעָ֣ם הַזֶּ֔ה מִמִּצְרַ֖יִם וְעַד־הֵֽנָּה׃ (כ) וַיֹּ֣אמֶר ה' סָלַ֖חְתִּי כִּדְבָרֶֽךָ׃

What could Joshua do to ensure that full teshuvah had taken place and the same fate would not befall the second set of spies? He needed to do some takanah to mend the sin of the spies
(א) אֵי זוֹ הִיא תְּשׁוּבָה גְּמוּרָה. זֶה שֶׁבָּא לְיָדוֹ דָּבָר שֶׁעָבַר בּוֹ וְאֶפְשָׁר בְּיָדוֹ לַעֲשׂוֹתוֹ וּפֵרַשׁ וְלֹא עָשָׂה מִפְּנֵי הַתְּשׁוּבָה. לֹא מִיִּרְאָה וְלֹא מִכִּשְׁלוֹן כֹּחַ. כֵּיצַד. הֲרֵי שֶׁבָּא עַל אִשָּׁה בַּעֲבֵרָה וּלְאַחַר זְמַן נִתְיַחֵד עִמָּהּ וְהוּא עוֹמֵד בְּאַהֲבָתוֹ בָּהּ וּבְכֹחַ גּוּפוֹ וּבַמְּדִינָה שֶׁעָבַר בָּהּ וּפָרַשׁ וְלֹא עָבַר זֶהוּ בַּעַל תְּשׁוּבָה גְּמוּרָה. הוּא שֶׁשְּׁלֹמֹה אָמַר (קהלת יב א) "וּזְכֹר אֶת בּוֹרְאֶיךָ בִּימֵי בְּחוּרֹתֶיךָ"
(1) What is complete teshuvah? When a person has the opportunity to commit the same sin, and he possess the ability to do it, but he separates and does not do it because of teshuvah and not out of fear or lack of strength. What is an example? A person who had illicit sex with a woman, and after some time he is alone with her, and he still loves her and possesses his physical power and is in the same country where he committed the sin, but he separates and does not sin – that person is a complete ba’al teshuvah, about whom [King] Solomon said, Remember your Creator in the days of your youth (Ecclesiastes 12:1).
