And say to him, ‘יהוה, the God of the Hebrews, sent me to you to say, “Let My people go that they may worship Me in the wilderness.” But you have paid no heed until now. Thus says יהוה, “By this you shall know that I am יהוה.” See, I shall strike the water in the Nile with the rod that is in my hand, and it will be turned into blood; and the fish in the Nile will die. The Nile will stink so that the Egyptians will find it impossible to drink the water of the Nile.’” And יהוה said to Moses, “Say to Aaron: Take your rod and hold out your arm over the waters of Egypt—its rivers, its canals, its ponds, all its bodies of water—that they may turn to blood; there shall be blood throughout the land of Egypt, even in vessels of wood and stone.” Moses and Aaron did just as יהוה commanded: he lifted up the rod and struck the water in the Nile in the sight of Pharaoh and his courtiers, and all the water in the Nile was turned into blood and the fish in the Nile died. The Nile stank so that the Egyptians could not drink water from the Nile; and there was blood throughout the land of Egypt. But when the Egyptian magician-priests did the same with their spells, Pharaoh’s heart stiffened and he did not heed them—as יהוה had spoken. Pharaoh turned and went into his palace, paying no regard even to this. And all the Egyptians had to dig round about the Nile for drinking water, because they could not drink the water of the Nile. When seven days had passed after יהוה struck the Nile,
בלטיהם. לַחַשׁ שֶׁאוֹמְרִין אוֹתוֹ בַּלָּט וּבַחֲשַׁאי; וְרַבּוֹתֵינוּ אָמְרוּ, "בְּלָטֵיהֶם" מַעֲשֵׂה שֵׁדִים, "בְּלַהֲטֵיהֶם" מַעֲשֵׂה כְשָׁפִים (סנהדרין ס"ז):
בלטיהם SECRET ARTS — magic formulas which they utter secretly and in a whisper. Our Rabbis stated that בלטיהם refers to the work of demons, בלהטיהם to witchcraft (Sanhedrin 67b; Exodus Rabbah 9:11).
ויעשו כן. מהיכן לקחו המים ממקום אחר הביאו אי נמי ממים שחפרו ומיהו קשיא לי שהרי חפרו כתיב אחר כן ובחד פרש' לא שייך למימר אין מוקדם ומאוחר בתורה אם לא מכח דבר אחר כדפרי' לעיל:
ויעשו כן, “and the sorcerers of Pharaoh did something similar (with the aid of their witchcraft)” Where did they take water from to duplicate such a feat? Either they brought the water from outside Egypt, or they must have dug for it. Also, the fact that the Egyptians are reported to have dug for water, something reported in verse 24 also seems out of place. We do not apply the principle of the Torah reversing historical sequences within the same paragraph.

ויעשו כן חרטומי מצרים, The Egyptian sorcerers did likewise, etc. If we follow the sages in Shemot Rabbah 9,11 according to whom all the waters in Egypt were struck, where did the Egyptian sorcerers practice their art and convert water into blood? Perhaps only visible sources of water had been turned into blood, whereas subterranean water had remained in its original state. This would explain why the Torah described the Egyptians as digging for water in verse 24. It is also possible that the sorcerers used the water which the Israelites had sold to the Egyptians according to Shemot Rabbah 9,10. Although we have explained that the average Egyptian had already realised that the miracle performed by Moses and Aaron was real, Pharaoh's attitude remained obstinate and he refused to see a qualitative difference between the magic of his own magicians and that of Moses and Aaron. This is why he did not examine if what his magicians had done was more than make-believe.

And יהוה said to Moses, “Say to Aaron: Hold out your arm with the rod over the rivers, the canals, and the ponds, and bring up the frogs on the land of Egypt.” Aaron held out his arm over the waters of Egypt, and the frogs came up and covered the land of Egypt. But the magician-priests did the same with their spells, and brought frogs upon the land of Egypt.
בלטיהם פי׳ רש״י (לעיל ז כב) בלחש שאומרים אותו בלט ובחשאי. חז״ק לעיל (ז יא) פי׳ רש״י עצמו בלהטיהם בלחשיהם וכו'.
בלטיהם, “with their spells.” According to Rashi, these “spells” are called such as the word means “silently,” they employed whispers to produce such illusions. Rashi had given this interpretation already on 7,11 where the spelling of the word had been slightly different.

Then יהוה said to Moses, “Say to Aaron: Hold out your rod and strike the dust of the earth, and it shall turn to lice throughout the land of Egypt.” And they did so. Aaron held out his arm with the rod and struck the dust of the earth, and vermin came upon human and beast; all the dust of the earth turned to lice throughout the land of Egypt. The magician-priests did the like with their spells to produce lice, but they could not. The vermin remained upon human and beast; and the magician-priests said to Pharaoh, “This is the finger of God!” But Pharaoh’s heart stiffened and he would not heed them, as יהוה had spoken.
ולא יכלו. שֶׁאֵין הַשֵּׁד שׁוֹלֵט עַל בְּרִיָּה פְּחוּתָה מִכַּשְּׂעוֹרָה (סנהדרין ס"ז): אצבע אלהים הוא. מַכָּה זוֹ אֵינָהּ עַל יְדֵי כְשָׁפִים, מֵאֵת הַמָּקוֹם הִיא (שמות רבה):
ולא יכלו BUT THEY COULD NOT — for the demon (through whose agency this was to be done) is powerless in the case of a creature smaller than a barley corn) (Sanhedrin 67b). Therefore they had to admit, אצבע אלהים הוא THIS IS THE FINGER OF GOD — This plague is not caused by sorcery: it is of the Omnipresent God!
וְלֹא יָכֹלוּ. מִבְּלִי אֵין לְאֵל יָדָם לְהַמְצִיא דָּבָר מִתְנוֹעֵעַ בֶּאֱמֶת.
ולא יכולו. They were unable to produce anything which could truly move on its own.
ולא יכלו. שהרי כל העפר היה כנים. ומאין באים להם כנים. וי״מ להוציא את הכנם לבטל, ולכך נסו לבטלם כי בכך ירגישו הבריות, אבל להביא אותם כמו שעשה אהרן לא נסו שהרי כבר היה כל עפר הארץ כנים. ד״א ולא יכלו לא יכלו לעמוד איש לפני אחיו מפני הבושה שהיו מלאים כנים, כיוצא בו מפני השחין שהיו מלאים שחין. ד״א ולא יכלו לפי שכל עפר הארץ היה כנים ולא היו רגליהם נוגעות לארץ וכל זמן שרגליו של מכשף אין נוגעות אין כשופו מצליח. ולא יכלו אעפ״י שבדם וצפרדעים עשו כמשה ואהרן ומ״מ לא בטלום, בשלישית לא נתן בהם כח לא לעשות ולא לבטל כדי שלא יהיו מוחזקים בדבר, וכשראו שלא יכלו אמרו אצבע אלהים היא ולא עשו כשוף. ואין הטעם לפי שאין השד שולט בפחות מכשעורה דאם כן מפני מה לא יכלו להוציא את הערוב.
ולא יכלו, “but they were unable.” Seeing that all the dust had turned into vermin from where would they produce similar kinds of vermin?A different explanation: seeing that the sorcerers could not duplicate the plague, they tried to get rid of it. But they failed. There would not have been any point in adding to the disaster, anyways. If they had succeeded in getting rid of the vermin, their fellow Egyptians would have been grateful to them and they would have risen in their esteem. Still another exegesis of the words: ולא יכלו; the sorcerers were unable to remain in the proximity of Pharaoh as they had been smitten with vermin also, and they were ashamed of their impotence and withdrew. The same thing happened again when they were struck by the 6th plague, infectious boils on the skin. [It is interesting that both the third and the sixth plague occurred without Moses having forewarned Pharaoh, so that the Egyptians could have denied that it was a plague sent by the G-d of the Israelites. Ed.] According to some opinions, when the sorcerers’ feet were not planted directly on the earth, their power disappeared. If so, this would explain why the Torah wrote “they were powerless,” as the entire surface of the earth was covered with vermin preventing them from standing on the ground. When the sorcerers perceived their inability to get rid of the vermin, they admitted that this must indeed be plague orchestrated by heavenly forces and they said: אצבע אלוהים היא that “this was a finger of G-d.” The reason of their inability could not have been that that their power was limited to creatures larger than a grain of barley as claimed by some, for if it were so, why were they not able to get rid of the fourth plague, the wild beasts roaming and destroying in urban areas at will?
ויעשו כן החרטומים בלטיהם להוציא את הכנים. הזכיר ויעשו כן כי כן הכו הארץ ואמרו השבעת השדים כמנהגן בשאר המכות וזה כדי להוציא את הכנים ולא יכולו וזהו יורה כי מה שהזכיר למעלה ויעשו כן החרטומים באות התנין ובמכת הדם שהכל עשייה מזוייפת והכל דמיון, ואין להבין ויעשו כן שעשו, והכתוב הזה מעיד עליהם כן, שהרי אומר ולא יכלו. ומה שהזכירם למעלה בשם חרטומי מצרים ויזכירם עתה בשם חרטומים סתם, יתכן לפרש כי לפי שהיו החרטומים חכמים גדולים בעיני מצרים הזכירם הכתוב למעלה שני פעמים בשם הידיעה באות התנין ובמכת הדם הוא שכתוב באות התנין, חרטומי מצרים בלהטיהם, ובמכת הדם. חרטומי מצרים בלטיהם, והגיד בזה חכמתם שהיא חכמת הכשפים וחכמת השדים ולכך הזכירם כן ב' פעמים בשם הידיעה והכבוד כי היו ידועים ואנשי השם בחכמות ההם, ואחר כך במכת הצפרדעים נתמעטה חכמתם ומעלתם אצל מצרים ואבדו השם ההוא וקראם הכתוב חרטומים סתם לא חרטומי מצרים כבתחלה וזהו שאמר ויעשו כן החרטומים בלטיהם ויעלו את הצפרדעים, ואחר כן במכת הכנים בטלה חכמתם ונתמעטה מעלתם יותר ויותר כשהוצרכו להודות על כרחם אצבע אלהים היא אמרו כי היא מכה מאת יהוה יתעלה הזכירם בחסרון השם ובחסרון היכולת הוא שאמר ויעשו כן החרטומים בלטיהם להוציא את הכנים ולא יכלו, החרטמים כתיב, וממכת הכנים ואילך נאבדו מן הכתוב ולא נזכרו בשם חרטומי מצרים ולא חרטומים סתם (בחסרון השם וחסרון היכולת) הוא שכתוב במכת השחין ולא יכלו החרטומים לעמוד לפני משה כי נתביישו ולא יכלו להציל את עצמם.
ויעשו כן החרטמם בלטיהם להוציא את הכנים, “the sorcerers did so with their secret art in order to remove the lice.” Seeing the Torah testifies that they did not succeed, why did the Torah first write ויעשו כן, “they did likewise?” The words refer to the manner in which they wanted to reproduce the plague, i.e. they too struck the dust of the earth with their staffs, similar to what Moses had done (verse 12). Now that we know that ויעשו כן, “they did likewise,” does not necessarily mean that the sorcerers succeeded in duplicating Moses’ and Aaron’s miracles, we may presume that in the previous instance when the Torah wrote this expression (concerning the snake and the blood) the sorcerers also did nothing more than create an allusion. The words ולא יכולו, “they were unable,” applies to all their efforts.
Whereas prior to this the Egyptian sorcerers had been accorded the title חרטומי מצרים, here the word מצרים is missing. It is possible that up until now these sorcerers had been held in high esteem by all the Egyptians. Now, however, they had already lost some of their image in the eyes of the people. By the time the third plague occurred and the sorcerers had to make a public admission that a higher power than they had caused this plague, i.e. אצבע אלו-הים היא, their esteem amongst the people declined further and is reflected In the missing letter י when we encounter the word חרטומם again in 8,16. When someone’s name is spelled defectively this is an allusion to that person’s lack of ability, of power. We find these sorcerers at the nadir of their erstwhile reputation in 9,11 during the plague of “infectious boils” when they are reported as “unable” to make an appearance in the presence of Pharaoh. They were simply ashamed of their impotence. Not only were they unable to protect their fellow citizens but they could not even protect themselves.
"Magic is the equivalent in an era of myth to technology in an age of science. A civilisation that believes it can manipulate the gods, believes likewise that it can exercise coercion over human beings. In such a culture, the concept of freedom is unknown. . . .
What is at stake in this confrontation is the difference between myth – in which the gods are mere powers, to be tamed, propitiated or manipulated – and biblical monotheism in which ethics (justice, compassion, human dignity) constitute the meeting-point of God and humankind. That is the key to the first two plagues, both of which refer back to the beginning of Egyptian persecution of the Israelites: the killing of male children at birth, first through the midwives (though, thanks to Shifra and Puah’s moral sense, this was foiled) then by throwing them into the Nile to drown.
What the Egyptian magicians (and their latter-day successors) did not understand is that power over nature is not an end in and of itself, but solely the means to ethical ends. The lice were God’s joke at the expense of the magicians who believed that because they controlled the forces of nature, they were the masters of human destiny. They were wrong. Faith is not merely belief in the supernatural. It is the ability to hear the call of the Author of Being, to be free in such a way as to respect the freedom and dignity of others.
