(א) אִ֛ישׁ הָיָ֥ה בְאֶֽרֶץ־ע֖וּץ אִיּ֣וֹב שְׁמ֑וֹ וְהָיָ֣ה ׀ הָאִ֣ישׁ הַה֗וּא תָּ֧ם וְיָשָׁ֛ר וִירֵ֥א אֱלֹהִ֖ים וְסָ֥ר מֵרָֽע.... (ח) וַיֹּ֤אמֶר יְהֹוָה֙ אֶל־הַשָּׂטָ֔ן הֲשַׂ֥מְתָּ לִבְּךָ֖ עַל־עַבְדִּ֣י אִיּ֑וֹב כִּ֣י אֵ֤ין כָּמֹ֙הוּ֙ בָּאָ֔רֶץ אִ֣ישׁ תָּ֧ם וְיָשָׁ֛ר יְרֵ֥א אֱלֹהִ֖ים וְסָ֥ר מֵרָֽע׃
(1) There was a man in the land of Uz named Job. That man was blameless and upright; he feared God and shunned evil. (8) The LORD said to the Adversary, “Have you noticed My servant Job? There is no one like him on earth, a blameless and upright man who fears God and shuns evil!”
(יד) גַּ֞ם מִיּ֣וֹם ׀ אֲשֶׁר־צִוָּ֣ה אוֹתִ֗י לִהְי֣וֹת פֶּחָם֮ בְּאֶ֣רֶץ יְהוּדָה֒...אֲנִ֣י וְאַחַ֔י לֶ֥חֶם הַפֶּחָ֖ה לֹ֥א אָכַֽלְתִּי׃ (טו) וְהַפַּחוֹת֩ הָרִאשֹׁנִ֨ים אֲשֶׁר־לְפָנַ֜י הִכְבִּ֣ידוּ עַל־הָעָ֗ם וַיִּקְח֨וּ מֵהֶ֜ם בְּלֶ֤חֶם וָיַ֙יִן֙ אַחַר֙ כֶּֽסֶף־שְׁקָלִ֣ים אַרְבָּעִ֔ים גַּ֥ם נַעֲרֵיהֶ֖ם שָׁלְט֣וּ עַל־הָעָ֑ם וַאֲנִי֙ לֹא־עָשִׂ֣יתִי כֵ֔ן מִפְּנֵ֖י יִרְאַ֥ת אֱלֹהִֽים׃
(14) Furthermore, from the day I was commissioned to be governor in the land of Judah...neither I nor my brothers ever ate of the governor’s food allowance. (15) The former governors who preceded me laid heavy burdens on the people, and took from them for bread and wine more than forty shekels of silver. Their servants also tyrannized over the people. But I, out of the fear of God, did not do so.
(יז) זָכ֕וֹר אֵ֛ת אֲשֶׁר־עָשָׂ֥ה לְךָ֖ עֲמָלֵ֑ק בַּדֶּ֖רֶךְ בְּצֵאתְכֶ֥ם מִמִּצְרָֽיִם׃ (יח) אֲשֶׁ֨ר קָֽרְךָ֜ בַּדֶּ֗רֶךְ וַיְזַנֵּ֤ב בְּךָ֙ כׇּל־הַנֶּחֱשָׁלִ֣ים אַֽחֲרֶ֔יךָ וְאַתָּ֖ה עָיֵ֣ף וְיָגֵ֑עַ וְלֹ֥א יָרֵ֖א אֱלֹהִֽים׃ (יט) וְהָיָ֡ה בְּהָנִ֣יחַ יְהֹוָ֣ה אֱלֹהֶ֣יךָ ׀ לְ֠ךָ֠ מִכׇּל־אֹ֨יְבֶ֜יךָ מִסָּבִ֗יב בָּאָ֙רֶץ֙ אֲשֶׁ֣ר יְהֹוָה־אֱ֠לֹהֶ֠יךָ נֹתֵ֨ן לְךָ֤ נַחֲלָה֙ לְרִשְׁתָּ֔הּ תִּמְחֶה֙ אֶת־זֵ֣כֶר עֲמָלֵ֔ק מִתַּ֖חַת הַשָּׁמָ֑יִם לֹ֖א תִּשְׁכָּֽח׃ {פ}

Nahum Sarna (JPS Commentary) wrote: "Faced with a conflict between the laws of God and those of the pharaoh, the midwives followed the dictates of conscience. Their defiance of tyranny constitutes history's first recorded act of civil disobedience in defense of a moral imperative.... "Fear of God" constitutes a conception of God as One who makes moral demands on humankind, it functions as the ultimate restraint on evil and the supreme stimulus for good."
Two uses of the term, "God-fearing":
1) the "God-fearer" holds values which guide behavior and inhibit wrong behaviors; the values are essential, generic virtues which protect society and its members.
2) a second usage implies that a "god-fearing" individual will protect the defenseless or the unaware. He will avoid or deter harm from occurring to the unprotected or those ignorant of the potential harm. Fear of God means the individual views God as knowing what might occur or what is in the heart of the offending or controlling party.
Interestingly, the early appearances of "God-fearing" in Tanakh entail acts on behalf of the unprotected or innocent. The cases of Abimelech, Joseph, midwives, stumbling block and Amalek are all such instances.
In later sources, the term seems to be more of a generic attribute without this distinctive aspect.
