Difference between Field and City, refers to parts of our souls that are developed and thriving and you can see G-D lives here my soul is expressed here.
Other parts of our Soul, are undeveloped and ordinary, have not yet been developed.. Yet HERE is where Hashem meets us in Elul. We don't need to do a single Mitzvah for Hashem to come out to meet us.
THAT is why Elul is not a Yom Tov.
