Deuteronomy 22:8

(8) When you build a new house, you shall make a parapet for your roof, so that you do not bring bloodguilt on your house if anyone should fall from it.

(ח) ולא תשים דמים בביתך כי יפול הנופל. כאשר יקרה שיפול איזה נופל משם לא תהיה אתה הגורם באופן שיהיה עונש הדם בביתך:

(8) ולא תשים דמים בביתך כי יפול הנופל, if it were to happen that someone falls off that roof you could not have been the indirect cause, seeing you had put up a protective railing. Had you not done so, your family might bear part of the guilt for such a mishap.

(ח) כי תבנה בית חדש. אם קימת מצות שלוח הקן סופך לבנות בית חדש ותקיים מצות מעקה, שמצוה גוררת מצוה, ותגיע לכרם ושדה ולבגדים נאים לכך נסמכו פרשיות הללו:

(8) כי תבנה בית חדש WHEN THOU BUILDEST A NEW HOUSE, [THEN THOU SHALT MAKE A BATTLEMENT FOR THY ROOF] — If thou hast fulfilled the command of שלוח הקן (of letting a mother bird go when the nest is rifled), you will in the end be privileged to build a new house and to fulfill the command of “making a guard-rail”, for one good deed brings another good deed in its train, and you will attain to a vineyard (v. 9), fields (v. 10) and fine garments (vv. 11—12). It is for this reason (to suggest this) that these sections are put in juxtaposition (Midrash Tanchuma 5:6:1).

(ח) מעקה. גדר סביב לגג, ואונקלוס תרגם תיקא כעין תיק שמשמר מה שבתוכו:

(8) מעקה means, a fence around the roof. Onkelos renders it by תיקא; the fencing is like a casing (תיק) which guards things that are within it.

(ח) כי יפל הנפל. ראוי זה לפול ואף על פי כן לא תתגלגל מיתתו על ידך, שמגלגלין זכות על ידי זכאי וחובה על ידי חיב:

(8) כי יפל הנפל [THAT THOU BRING NOT BLOOD UPON THY HOUSE] IF ANY MAN FALL FROM THENCE — (The words may be taken to mean: if he that is to fall (הנוטל) falls from it). This suggests: this man deserved to fall to his death (on account of some crime he had committed), nevertheless his death should not be occasioned by your agency, for meritorious things are brought about through the agency of good men and bad things only through the agency of evil men (Sifrei Devarim 229:7).

(א) שלא להניח מכשול - שלא להניח המכשולים והמוקשים בארצותינו ובבתינו, כדי שלא ימותו (רמב''ם הל' רוצח פי''א) ולא יזוקו בם בני אדם, ועל זה נאמר (דברים כב ח) ולא תשים דמים בביתך, ואמרו בספרי ועשית מעקה לגגך, עשה, ולא תשים דמים בביתך, לא תעשה.

Sefer HaChinukh 547:1

(1) To not leave a stumbling block: To not leave stumbling blocks and snares in our land and in our homes, so that people not die or get injured from them (see Mishneh Torah, Murderer and the Preservation of Life 11). And about this is it stated (Deuteronomy 22:8), "and you shall not place blood in your house." And they said in Sifrei [that] "and you shall make a parapet for your roof" is a positive commandment and [that] "and you shall not place blood in your house" is a negative commandment.

(א) מצות מעקה - להסיר המכשולים והנגפים מכל משכנותינו, ועל זה נאמר (דברים כב ח) ועשית מעקה לגגך. והענין הוא שנבנה קיר סביב הגגות וסביב הבורות והשיחין ודומיהן, כדי שלא תכשל בריה לפל בהם או מהם, ובכלל מצוה זו, לבנות ולתקן כל כתל וכל גדר שיהיה קרוב לבוא תקלה ממנו, וזה שהזכיר הכתוב לגגך דבר הכתוב בהווה ולשון ספרי ועשית מעקה מצות עשה (עי' ספהמ''צ להרמב''ם עשה קפד).

Sefer HaChinukh 546:1

(1) The commandment of a parapet: To remove stumbling blocks and obstacles from our dwelling places, and about this is it stated (Deuteronomy 22:8), "and you shall make a parapet for your roof." And the matter is that we should build a wall around the roofs and around the pits and the ditches and that which is similar to them, so that no creature should stumble to fall in them or from them. And included in this commandment is to build and fix every wall and fence from which it is likely that there come an accident from it. And that which verse mentioned "for your roof," is [because] the verse spoke in the present (using the most common example). And the language of Sifrei is "'And you shall make a parapet' is a positive commandment" (see Sefer HaMitzvot LaRambam, Mitzvot Ase 184).

1.The first connection is to the the mitzvah from the 10 commandments is don't kill.

2.If you can save someone from falling and getting hurt you must do everything you can to save him in order for that person to live and you won't charged with spilling blood in your house.
