Judgment on nations of exile
כִּֽי־אִתְּךָ֥ אֲנִ֛י נְאֻם־יהוה לְהֽוֹשִׁיעֶ֑ךָ כִּי֩ אֶעֱשֶׂ֨ה כָלָ֜ה בְּכׇֽל־הַגּוֹיִ֣ם ׀ אֲשֶׁ֧ר הֲפִצוֹתִ֣יךָ שָּׁ֗ם אַ֤ךְ אֹֽתְךָ֙ לֹֽא־אֶעֱשֶׂ֣ה כָלָ֔ה וְיִסַּרְתִּ֙יךָ֙ לַמִּשְׁפָּ֔ט וְנַקֵּ֖ה לֹ֥א אֲנַקֶּֽךָּ׃ {ס}
For I am with thee, saith the LORD, to save thee; For I will make a full end of all the nations whither I have scattered thee, But I will not make a full end of thee; For I will correct thee in measure, And will not utterly destroy thee.
I WILL MAKE A FULL END OF ALL THE NATIONS WHERE I SCATTER YOU - The sufferings of Israel's righteous remnant or as a whole did not and does not bring healing to those nations in which they were scattered, but judgment on those nations. Every example of large-scale persecution of Israel within foreign nations has led to the end of said nations.
I WILL CORRECT (OR CHASTISE) YOU IN MEASURE - How could Israel possibly suffer for the sins of others when Israel is already suffering for their own sin? Was this not the very reason for their exile on multiple occasions? Even after the nations are made an end of, they require further correction (Exodus 32:9).
(ה) ה֥וֹי אַשּׁ֖וּר שֵׁ֣בֶט אַפִּ֑י וּמַטֶּה־ה֥וּא בְיָדָ֖ם זַעְמִֽי׃
(5) O Asshur, the rod of Mine anger, In whose hand as a staff is Mine indignation!
THE ROD OF MY ANGER - G-d always uses sinful nations to punish Israel. And subsequently, judges those nations for their own sin, as per the passage in Jeremiah.
AS A STAFF IS MY INDIGNATION - Victory in the ancient world was often associated with the superiority of one's god. YHWH is thereby presented as truly superior in this passage-He, not Assyria's god, is behind their victory. Foreign nations are simply tools in the hands of YHWH.
(יב) וְהָיָ֗ה כִּֽי־יְבַצַּ֤ע אדני אֶת־כׇּל־מַֽעֲשֵׂ֔הוּ בְּהַ֥ר צִיּ֖וֹן וּבִירוּשָׁלָ֑͏ִם אֶפְקֹ֗ד עַל־פְּרִֽי־גֹ֙דֶל֙ לְבַ֣ב מֶלֶךְ־אַשּׁ֔וּר וְעַל־תִּפְאֶ֖רֶת ר֥וּם עֵינָֽיו׃
(12) Wherefore it shall come to pass, that when the Lord hath performed His whole work upon mount Zion and on Jerusalem, I will punish the fruit of the arrogant heart of the king of Assyria, and the glory of his haughty looks.
WHEN THE LORD HAS PERFORMED HIS WORK UPON ZION AND JERUSALEM - After such judgment has been done upon Israel, which is the result of Israel's own sin
I WILL PUNISH THE ARROGANT HEART OF THE KING OF ASSYRIA - G-d punishes Assyria for the people's haughtiness against Israel, and for the king's haughtiness as well.
(ב) וְקִבַּצְתִּי֙ אֶת־כׇּל־הַגּוֹיִ֔ם וְה֣וֹרַדְתִּ֔ים אֶל־עֵ֖מֶק יְהוֹשָׁפָ֑ט וְנִשְׁפַּטְתִּ֨י עִמָּ֜ם שָׁ֗ם עַל־עַמִּ֨י וְנַחֲלָתִ֤י יִשְׂרָאֵל֙ אֲשֶׁ֣ר פִּזְּר֣וּ בַגּוֹיִ֔ם וְאֶת־אַרְצִ֖י חִלֵּֽקוּ׃
(2) I will gather all the nationsAnd bring them down to the Valley of Jehoshaphat. There I will contend with themOver My very own people, Israel,Which they scattered among the nations.For they divided My land among themselves
I WILL GATHER ALL NATIONS AND ENTER INTO JUDGMENT - Depicting G-d gathering the nations for His judgment because of their mistreatment of Israel & their division of the land
MY PEOPLE AND HERITAGE ISRAEL - From which the promises of the forefathers come, and through them, but the passage refers more to the ingathering after being held by Assyria
(יב) כִּ֣י כֹ֣ה אָמַר֮ יהוה צְבָאוֹת֒ אַחַ֣ר כָּב֔וֹד שְׁלָחַ֕נִי אֶל־הַגּוֹיִ֖ם הַשֹּׁלְלִ֣ים אֶתְכֶ֑ם כִּ֚י הַנֹּגֵ֣עַ בָּכֶ֔ם נֹגֵ֖עַ בְּבָבַ֥ת עֵינֽוֹ׃
(12) For thus saith the LORD of hosts who sent me after glory unto the nations which spoiled you: ‘Surely, he that toucheth you toucheth the apple of his eye.
HE WHO TOUCHES YOU TOUCHES THE APPLE OF HIS EYE - Again this passage emphasizes G-ds very protective stance towards Israel, which implies judgment upon the nations that harm them. It's reminiscent as to how a father speaks of a prized and loved child, protection, and at times, discipline.

It is a consistent biblical theme that G-d punishes the nations that he exiles Israel to or gives Israel over to for being harsh on them & for their own sin, they're commonly used as a tool of judgment against G-ds firstborn nation, after the fact is when said nations are made a complete end of, as per the writings of the Prophet Jeremiah of the words of the Lord. Never at any point do the sufferings of Israel lead to the healing of the nations that they're exiled to. What happened to the ancient Kingdom of Assyria? Gone. What happened to the ancient Kingdom of Babylon? Gone. What happened to the Nazi regime in Germany? Gone. In every case, each of these nations are judged and destroyed.
