Whence is it derived that the ministering angels do not mention the name of the blessed Holy One from above until Israel make mention from below?
Since it says: "Hear O Israel YHWH our God, YHWH is One" (Deut. 6:4) and
also "When the morning stars rejoiced together," followed by "Then all the sons of
God raised a shout" (Job 38:7).
"The morning stars" refers to Israel, who are likened to stars, as in "I will surely multiply your seed like the stars of heaven" (Gen. 22:17).
"Then all the sons of God raised a shout"—these are the ministering angels,
as Scripture says, "All the sons of God came to stand before YHWH" (Job 1:6).
