To refine the righteousness of Israel and the truth of their Torah, one must advocate with words and with arguments. This is why the verse says, "For Zion's sake, I will not be silent." על חומתיך, אחר שאמר למען ציון לא אחשה, שהוא בעצמו לא ישתוק מלהושיעם, אומר כי חוץ מזה הפקיד ג"כ שומרים בעבור חומות ירושלים המזומנים לשמור יום המועד, ולא תאמר שהם יחשו עד שיבא יום המועד, כי גם באמצע הזמן כל היום וכל הלילה תמיד לא יחשו הזהרתי את השומרים האלה לאמר אתם המזכירים את שם ה' אל דמי לכם, אל תשתקו רגע רק תצעקו ותזכירו אותו
On your walls - After it says "For Zion's sake, I will not be silent," (62:1) that G-d G-dself will not quiet from working for Israel's salvation, it further says that G-d will also appoint guardians to guard the walls of Jerusalem, which are themselves meant to protect for the sake of the "appointed time" (Messianic Age).
