(א) וְהָיָ֣ה אַֽחֲרֵי־כֵ֗ן אֶשְׁפּ֤וֹךְ אֶת־רוּחִי֙ עַל־כָּל־בָּשָׂ֔ר וְנִבְּא֖וּ בְּנֵיכֶ֣ם וּבְנֽוֹתֵיכֶ֑ם זִקְנֵיכֶם֙ חֲלֹמ֣וֹת יַחֲלֹמ֔וּן בַּח֣וּרֵיכֶ֔ם חֶזְיֹנ֖וֹת יִרְאֽוּ׃ (ב) וְגַ֥ם עַל־הָֽעֲבָדִ֖ים וְעַל־הַשְּׁפָח֑וֹת בַּיָּמִ֣ים הָהֵ֔מָּה אֶשְׁפּ֖וֹךְ אֶת־רוּחִֽי׃ (ג) וְנָֽתַתִּי֙ מֽוֹפְתִ֔ים בַּשָּׁמַ֖יִם וּבָאָ֑רֶץ דָּ֣ם וָאֵ֔שׁ וְתִֽימֲר֖וֹת עָשָֽׁן׃ (ד) הַשֶּׁ֙מֶשׁ֙ יֵהָפֵ֣ךְ לְחֹ֔שֶׁךְ וְהַיָּרֵ֖חַ לְדָ֑ם לִפְנֵ֗י בּ֚וֹא י֣וֹם יְהוָ֔ה הַגָּד֖וֹל וְהַנּוֹרָֽא׃ (ה) וְהָיָ֗ה כֹּ֧ל אֲשֶׁר־יִקְרָ֛א בְּשֵׁ֥ם יְהוָ֖ה יִמָּלֵ֑ט כִּ֠י בְּהַר־צִיּ֨וֹן וּבִירוּשָׁלִַ֜ם תִּֽהְיֶ֣ה פְלֵיטָ֗ה כַּֽאֲשֶׁר֙ אָמַ֣ר יְהוָ֔ה וּבַ֨שְּׂרִידִ֔ים אֲשֶׁ֥ר יְהוָ֖ה קֹרֵֽא׃

(1) After that, I will pour out My spirit on all flesh; Your sons and daughters shall prophesy; Your old men shall dream dreams, And your young men shall see visions. (2) I will even pour out My spirit Upon male and female slaves in those days. (3) Before the great and terrible day of the LORD comes, I will set portents in the sky and on earth: Blood and fire and pillars of smoke; (4) The sun shall turn into darkness And the moon into blood. (5) But everyone who invokes the name of the LORD shall escape; for there shall be a remnant on Mount Zion and in Jerusalem, as the LORD promised. Anyone who invokes the LORD will be among the survivors.

Summary of the Book of Joel
The name "Joel" means "Jehovah is God." Other than his name and the fact that he was the son of Pethuel, there is little known about this man Joel, other than the fact that he wrote a very short yet powerful book. Although it is not certain, it seems that he prophesied around 800 BCE during a time when Judah was experiencing prosperity and security. God was kind enough to give ample warning before such a devastating judgment.
When the plague of locusts came, the land of Judah suffered dramatically, and what followed after was a time of famine and drought. The plague was described by Joel in four stages, and Joel pointed to the greater judgment that was to swarm upon the nation if they did not turn from their ways and seek the Lord with their whole heart. He called them to fast, and to repent, and to weep over their sins (Joel 2:12). Joel also gave a promise of hope and spoke of the great blessings that would follow in the world to come.
