Hakhel: gathering to plan a better future

What is Hakhel?
Hakhel is a verb meaning assemble; its root is the same as kehila (congregation).
Mostly a lost tradition, it is a gathering to close the Shmita (7-yearly sabbatical) year and begin the next cycle. (The end is the beginning.) The previous Jewish year (5782) was a Shmita year.
Shmita is complex and potentially problematic, including current reclamation of it by extremists. However, environmentalist and other Jewish leftist groups have also been working all year on reclaiming it (e.g., here, here, and here). In Biblical terms, it involved letting the land lie fallow, releasing debts, and freeing slaves. Here are some Torah sources on Shmita:
(י) וְשֵׁ֥שׁ שָׁנִ֖ים תִּזְרַ֣ע אֶת־אַרְצֶ֑ךָ וְאָסַפְתָּ֖ אֶת־תְּבוּאָתָֽהּ׃(יא) וְהַשְּׁבִיעִ֞ת תִּשְׁמְטֶ֣נָּה וּנְטַשְׁתָּ֗הּ וְאָֽכְלוּ֙ אֶבְיֹנֵ֣י עַמֶּ֔ךָ וְיִתְרָ֕ם תֹּאכַ֖ל חַיַּ֣ת הַשָּׂדֶ֑ה כֵּֽן־תַּעֲשֶׂ֥ה לְכַרְמְךָ֖ לְזֵיתֶֽךָ׃

(1) Every seventh year you shall practice remission of debts.(2) This shall be the nature of the remission: all creditors shall remit the due that they claim from their fellow [Israelites]; they shall not dun their fellow [Israelites] or kin, for the remission proclaimed is of יהוה.(3) You may dun the foreigner; but you must remit whatever is due you from your kin.(4) There shall be no needy among you—since your God יהוה will bless you in the land that your God יהוה is giving you as a hereditary portion—(5) if only you heed your God יהוה and take care to keep all this Instruction that I enjoin upon you this day.(6) For your God יהוה will bless you as promised: you will extend loans to many nations, but require none yourself; you will dominate many nations, but they will not dominate you.

Hakhel is/was held on Sukkot, the festival of booths.

(10) And Moses instructed them as follows: Every seventh year, the year set for remission, at the Feast of Booths,(11) when all Israel comes to appear before your God יהוה in the place that [God] will choose, you shall read this Teaching aloud in the presence of all Israel.(12) Gather the people—men, women, children, and the strangers in your communities—that they may hear and so learn to revere your God יהוה and to observe faithfully every word of this Teaching.(13) Their children, too, who have not had the experience, shall hear and learn to revere your God יהוה as long as they live in the land that you are about to cross the Jordan to possess.

(14) If, after you have entered the land that your God יהוה has assigned to you, and taken possession of it and settled in it, you decide, “I will set a king over me, as do all the nations about me,”(15) you shall be free to set a king over yourself, one chosen by your God יהוה. Be sure to set as king over yourself one of your own people; you must not set a foreigner over you, one who is not your kin.(16) Moreover, he shall not keep many horses or send people back to Egypt to add to his horses, since יהוה has warned you, “You must not go back that way again.”(17) And he shall not have many wives, lest his heart go astray; nor shall he amass silver and gold to excess.(18) When he is seated on his royal throne, he shall have a copy of this Teaching written for him on a scroll by the levitical priests.(19) Let it remain with him and let him read in it all his life, so that he may learn to revere his God יהוה, to observe faithfully every word of this Teaching as well as these laws.(20) Thus he will not act haughtily toward his fellows or deviate from the Instruction to the right or to the left, to the end that he and his descendants may reign long in the midst of Israel.
