this refers to the eleven days we mourn the destruction of the Temple each year. Nine days of the month of Av, the seventeenth of Tammuz, and the tenth of Tevet

The explanation of the matter is that all of Israel's sins that they transgressed had their roots in the very beginning of their entry into nationhood. It is the effect of the removal of Moshe, when they appointed the different leaders. That lead to the people saying-let us send spies, and from there all of the other sins.
Therefore Moshe so arranged the verses accordingly. He also included himself in the rebuke to the Jews….

You decided the matter for your own benefit. You should have responded- Moshe our master, from whom is it better to learn from- you or your pupil, is it not [better] from you thathat suffered over it ?
you weakened my strength as a female. I was sorry for you and you loosened my hand because I saw that you are not anxious to approach Him [G-D] with love. would it not better for you to learn from the Almighty and not learn from me ?

All of Israel’s sins had a bit of them from the root of the earlier generations. Just as all the merits of Bnei Yisrael are from their
forefathers. So too had there been complete rectification at the root there would not be any growth of sins afterwards. And this is what is
written: our fathers have sinned and are no
longer, and we bear the burden of their sins. Meaning because '"chet" is less than "avon" as it is written: unintentional Sins are "chataim" and sins with intent
are called Avon. By the unintentional
sins of our
forefathers subsequently would there be in later
generations Avonos. For just as one offense
begets another and begins like a thread and finishes thick like a cart. So too in general- if the first generations committed unintentional
sins and
minor offenses –that causes afterwards great sins. Likewise when
moshe said: how can I alone carry
them. At that point their sin was not evident in practice, just
that they
were not drawn to
follow the
leadership of Moshe. But that subsequently resulted in the
statement Eichah, how did she become like a prostitute
