Binyan Mikdash over Limud Torah
(ב) כֹּה אָמַר יְהוָה צְבָאוֹת לֵאמֹר הָעָם הַזֶּה אָמְרוּ לֹא עֶת בֹּא עֶת בֵּית יְהוָה לְהִבָּנוֹת. (ג) וַיְהִי דְּבַר יְהוָה בְּיַד חַגַּי הַנָּבִיא לֵאמֹר. (ד) הַעֵת לָכֶם אַתֶּם לָשֶׁבֶת בְּבָתֵּיכֶם סְפוּנִים וְהַבַּיִת הַזֶּה חָרֵב. (ה) וְעַתָּה כֹּה אָמַר יְהוָה צְבָאוֹת שִׂימוּ לְבַבְכֶם עַל דַּרְכֵיכֶם.

(2) ’Thus speaketh the LORD of hosts, saying: This people say: The time is not come, the time that the LORD’S house should be built.’ (3) Then came the word of the LORD by Haggai the prophet, saying: (4) ’Is it a time for you yourselves to dwell in your cieled houses, while this house lieth waste? (5) Now therefore thus saith the LORD of hosts: Consider your ways.

At the end of galut bavel, bnei yisrael return to their land but fail to rebuild the beit hamikdash. Chagai, a prophet, receives the word of G-d on the subject: Should we be living in new, furnished houses while Hashem's house lies barren?

Nowadays, we don't have nevi'im to give us this message. However, our situation is better than in the days of Chagai. We have complete political independence in Israel, and we dwell securely in beautiful communities. Kal va'chomer, it's the time to build the beit hamikdash.

(ב) בֵּאדַיִן קָמוּ זְרֻבָּבֶל בַּר שְׁאַלְתִּיאֵל וְיֵשׁוּעַ בַּר יוֹצָדָק וְשָׁרִיו לְמִבְנֵא בֵּית אֱלָהָא דִּי בִירוּשְׁלֶם וְעִמְּהוֹן נביאיא [נְבִיַּיָּא] דִי אֱלָהָא מְסָעֲדִין לְהוֹן.
(2) Then rose up Zerubbabel the son of Shealtiel, and Jeshua the son of Jozadak, and began to build the house of God which is at Jerusalem; and with them were the prophets of God, helping them.

Notice who's doing the building. Yeshua ben Yotzadak, one of the names mentioned here, is the kohen gadol, and kohanim were the ones who taught torah in the times of the mikdash. If the head of all Jewish education stopped teaching to build the beit hemikdash, than surely we should follow his lead.
