וַיְדַבֵּר יְהֹוָה אֶל־מֹשֶׁה לֵּאמֹר׃
And spoke The LORD to Moses, to say:
"Boilerplate" - standard text that you should recognize.
The "vav" in the beginning connects this sentence to what was happening before.
The tense of the verb is imperfect (G-d speaking to Moshe), but because it's connected to the previous verse, we know it is in the past - "then G-d was speaking to Moses"
Notice the 2 speech verbs are present: dabar and amar - "And G-d was sepaking to Moshe, saying..." or in nicer English, "Then G-d said this to Moses:"
דַּבֵּר אֶל־בְּנֵי יִשְׂרָאֵל וְיִקְחוּ־לִי תְּרוּמָה מֵאֵת כׇּל־אִישׁ אֲשֶׁר יִדְּבֶנּוּ לִבּוֹ תִּקְחוּ אֶת־תְּרוּמָתִי׃
Tell the Israelite people to bring Me gifts; you shall accept gifts for Me from every person whose heart so moves him.
דַּבֵּר Daber - imperative - "say" (Piel - intensive but meaning doesn't change)
אֶל־ El - as a prefix - "to"
בְּנֵי יִשְׂרָאֵל Bnei Israel:
Ben = son, banim = sons, bnei = sons of
(masculine plural "im" changes to "ei" when the word is the first of a "x of y" pair; this is called construct)

וְיִקְחוּ־לִי v-yiqhu-li:
vav - connecting
yiqhu - imperfect, imperative - bring
li = to me (or for me)
תְּרוּמָה terumah: an offering (singular) (pl would be terumot)
מֵאֵת me'et: (me = from, et = object marker)
כׇּל־אִישׁ col-Ish: every man (every one)
אֲשֶׁר asher: which (who)
יִדְּבֶנּוּ yidbhenu: incites him (not dbr, but נָדַב, to incite, to impel)

Terumah Gedolah (the great offering) - first part of the produce offering, which goes to the priests.
Since currently the priests are ritually impure, terumah has to be ritually discarded.
