Curse of Jericho
"Oh." Seguv closed the saddlebag, his hands fumbling with the straps. "I forgot you don't know." His breath seeped out of him. "We lost Aviram a few months ago, and now Onan is too sick to travel."
Aviram's laughing face rose in my mind. Gone? I couldn't help but ask, "What happened?"
Seguv's teary eyes rose to meet mine, "It's the waters in Jericho." His chest swelled and collapsed in short bursts. "Many have died from, but my father says it won't stop the rebuilding."

(כו) וַיַּשְׁבַּ֣ע יְהוֹשֻׁ֔עַ בָּעֵ֥ת הַהִ֖יא לֵאמֹ֑ר אָר֨וּר הָאִ֜ישׁ לִפְנֵ֣י יְהוָ֗ה אֲשֶׁ֤ר יָקוּם֙ וּבָנָ֞ה אֶת־הָעִ֤יר הַזֹּאת֙ אֶת־יְרִיח֔וֹ בִּבְכֹר֣וֹ יְיַסְּדֶ֔נָּה וּבִצְעִיר֖וֹ יַצִּ֥יב דְּלָתֶֽיהָ׃ (כז) וַיְהִ֥י יְהוָ֖ה אֶת־יְהוֹשֻׁ֑עַ וַיְהִ֥י שָׁמְע֖וֹ בְּכָל־הָאָֽרֶץ׃
(26) At that time Joshua pronounced this oath: “Cursed of the LORD be the man who shall undertake to fortify this city of Jericho: he shall lay its foundations at the cost of his first-born, and set up its gates at the cost of his youngest.” (27) The LORD was with Joshua, and his fame spread throughout the land.
בִּבְכֹרוֹ יְיַסְּדֶנָּה וּבִצְעִירוֹ בִּתְחִלַּת יְסוֹד שֶׁיִּבְנֶה בָּהּ יָמוּת בְּנוֹ הַבְּכוֹר, וְיִקְבְּרֶנוּ וְיֵלֵךְ עַד שֶׁיָּמוּת הַצָּעִיר בִּגְמַר הַמְּלָאכָה, הִיא הַצָּבַת הַדְּלָתוֹת.
[The death of] his first born etc. [the death of] his youngest son etc. When he begins laying the foundation upon which he is building it [the city], his first born son will die and he will bury him, and he will continue doing so6He will continue burning his sons. until the youngest son dies at the completion of the work which is the setting of its portals.
בְּיָמָ֞יו בָּנָ֥ה חִיאֵ֛ל בֵּ֥ית הָאֱלִ֖י אֶת־יְרִיחֹ֑ה בַּאֲבִירָ֨ם בְּכֹר֜וֹ יִסְּדָ֗הּ ובשגיב [וּבִשְׂג֤וּב] צְעִירוֹ֙ הִצִּ֣יב דְּלָתֶ֔יהָ כִּדְבַ֣ר יְהוָ֔ה אֲשֶׁ֣ר דִּבֶּ֔ר בְּיַ֖ד יְהוֹשֻׁ֥עַ בִּן־נֽוּן׃ (ס)
During his reign, Hiel the Bethelite fortified Jericho. He laid its foundations at the cost of Abiram his first-born, and set its gates in place at the cost of Segub his youngest, in accordance with the words that the LORD had spoken through Joshua son of Nun.
בַּאֲבִירָם בְּכֹרוֹ יִסְּדָהּ. כְּשֶׁיִּסְדָהּ, מֵת בְּנוֹ בְּכוֹרוֹ, וְקָבַר וְהָלַךְ וְקָבַר כָּל בָּנָיו, עַד שֶׁמֵּת הָאַחֲרוֹן בְּהַצָּבַת דְּלָתוֹת, וְכֵן הוּא קְלָלוֹת שֶׁל יְהוֹשֻׁעַ: בִּבְכוֹרוֹ יְיַסְּדֶנָּה וּבִצְעִירוֹ יַצִּיב דְּלָתֶיהָ.
With Avirom his first born he laid the foundation. When he laid its foundation, his firstborn son died, and he buried [him] and continued to bury all his sons until the last one died when he was installing its doors. And, these were Yehoshua’s curses, “With [the loss of] his firstborn shall he lay its foundation, and with [the loss of] his youngest child he will set up its gates.”13Yehoshua 6:26.

וַיֹּאמֶר֩ אֵלִיָּ֨הוּ הַתִּשְׁבִּ֜י מִתֹּשָׁבֵ֣י גִלְעָד֮ אֶל־אַחְאָב֒ חַי־יְהוָ֞ה אֱלֹהֵ֤י יִשְׂרָאֵל֙ אֲשֶׁ֣ר עָמַ֣דְתִּי לְפָנָ֔יו אִם־יִהְיֶ֛ה הַשָּׁנִ֥ים הָאֵ֖לֶּה טַ֣ל וּמָטָ֑ר כִּ֖י אִם־לְפִ֥י דְבָרִֽי׃ (ס)
Elijah the Tishbite, an inhabitant of Gilead, said to Ahab, “As the LORD lives, the God of Israel whom I serve, there will be no dew or rain except at my bidding.”
חַי ה'. לָמָּה סְמָכוֹ כָּאן, אֶלָּא שֶׁהָלְכוּ אֵלִיָּהוּ וְאַחְאָב לְנַחֵם אֶת חִיאֵל בְּאֶבְלוֹ, אָמַר אַחְאָב לְאֵלִיָּהוּ: אֶפְשָׁר שֶׁקִּלְלַת הַתַּלְמִיד נִתְקַיְּמָה, וְקִלְלַת משֶׁה רַבֵּנוּ לֹא נִתְקַיְּמָה, שֶׁנֶּאֱמַר: וְסַרְתֶּם וַעֲבַדְתֶּם אֱלֹהִים אֲחֵרִים וְהִשְׁתַּחֲוִיתֶם לָהֶם, וְחָרָה אַף ה' בָּכֶם וְעָצַר אֶת הַשָּׁמָיִם, וַהֲרֵי כָּל יִשְׂרָאֵל עוֹבְדִין עֲבוֹדָה זָרָה, וְאֵין גְּשָׁמִים נֶעֱצָרִים, מִיָּד וַיֹּאמֶר אֵלִיָּהוּ וְגוֹ'.
As Adonoy lives. Why was this placed here? For Eliyahu and Achov went to console Chieil in his mourning. Achov said to Eliyahu, “Is it possible that the student’s curse was fulfilled while Moshe our teacher’s curse was not fulfilled, as it is stated, “And you turn away and serve other gods, and bow down to them, Adonoy’s wrath will be aroused against you, and He will restrain the skies [and there will be no rain].”1Devarim 11:17,18. Now, all Yisroel are worshiping idols, yet, the rains are not being withheld. Immediately, Eliyahu said, etc.2Maseches Sanhedrin 113a. 3Eliyahu intended that by withholding the rain and dew, some or all of the people would repent from their idol worship.—Radak
(יט) וַיֹּ֨אמְר֜וּ אַנְשֵׁ֤י הָעִיר֙ אֶל־אֱלִישָׁ֔ע הִנֵּה־נָ֞א מוֹשַׁ֤ב הָעִיר֙ ט֔וֹב כַּאֲשֶׁ֥ר אֲדֹנִ֖י רֹאֶ֑ה וְהַמַּ֥יִם רָעִ֖ים וְהָאָ֥רֶץ מְשַׁכָּֽלֶת׃ (כ) וַיֹּ֗אמֶר קְחוּ־לִי֙ צְלֹחִ֣ית חֲדָשָׁ֔ה וְשִׂ֥ימוּ שָׁ֖ם מֶ֑לַח וַיִּקְח֖וּ אֵלָֽיו׃ (כא) וַיֵּצֵא֙ אֶל־מוֹצָ֣א הַמַּ֔יִם וַיַּשְׁלֶךְ־שָׁ֖ם מֶ֑לַח וַיֹּ֜אמֶר כֹּֽה־אָמַ֣ר יְהוָ֗ה רִפִּ֙אתִי֙ לַמַּ֣יִם הָאֵ֔לֶּה לֹֽא־יִהְיֶ֥ה מִשָּׁ֛ם ע֖וֹד מָ֥וֶת וּמְשַׁכָּֽלֶת׃ (כב) וַיֵּרָפ֣וּ הַמַּ֔יִם עַ֖ד הַיּ֣וֹם הַזֶּ֑ה כִּדְבַ֥ר אֱלִישָׁ֖ע אֲשֶׁ֥ר דִּבֵּֽר׃ (פ)

(19) The men of the town (Jericho) said to Elisha, “Look, the town is a pleasant place to live in, as my lord can see; but the water is bad and the land causes bereavement.” (20) He responded, “Bring me a new dish and put salt in it.” They brought it to him; (21) he went to the spring and threw salt into it. And he said, “Thus said the LORD: I heal this water; no longer shall death and bereavement come from it!” (22) The water has remained wholesome to this day, in accordance with the word spoken by Elisha.

הנה נא מושב העיר טוב. עד עתה לא ראינו כי יריחו היו בה מים רעים ולא שהיתה העיר משכלת שאם כן לא היו חומדים אותה ולא היו עוברים על החרם לבנות אותה ואליהו ג"כ היאך לא רפא אותה ואם היתה משכלת מכמה שנים שישבו בה היו מניחים אותה ולא היו יושבין בה אלא נראה שמקרוב היה זה הרע למים מרעת יושבי בה ומפני רוע המים היתה גם כן הארץ משכלת שהיו האנשים שותים המים והיו מתים ברוב, ובדרש אמר יריחו היתה משכלת ומקוללת על שם שאררה יהושע ובא אליהו והוסיף לקללה ע"י מעשה של חיאל כשמתו בניו והלכו שניהם הוא ואחאב ובקרוהו וכל הענין נזכר למעלה ובדברי רז"ל מושב העיר טוב והמים רעים והארץ משכלת מאי טיבותיה אמר רבי יוחנן חן מקום על יושביו:
"Look, the town is a pleasant place to live..." Up to this point we have no indication that the waters of Jericho were bad, or that they caused bereavement. If it had been son, the people would not have loved it nor would they have transgressed the ban against rebuilding it. Furthermore, if the waters had been bad all along how is it that Eliyahu did not heal them? Finally, if they had caused bereavement for the many years they had been settled there the people would have given up and left. Therefore it appears that the evil had come to the waters recently due to the wickedness of the city's residents, and it was the bad waters which caused the ground to be a source of bereavement - killing many who drank from them. From an interpretive perspective, the verse is saying that Jericho was cursed and a source of bereavement because Joshua had cursed it. Then Eliyahu added his own curse in the when Hiel's two sons died and Eliyahu and King Ahav came to comfort him, as described above in I Kings 16:34 and the midrash. The Sages taught "Look, the town is a pleasant place to live in...but the water is bad and the land causes bereavement." What could be good about it?! R' Yochanan said: the inhabitants always see the grace of a place. (Sotah 47a)
