(ז) וַיְדַבֵּר יְהוָה אֶל מֹשֶׁה לֶךְ רֵד כִּי שִׁחֵת עַמְּךָ אֲשֶׁר הֶעֱלֵיתָ מֵאֶרֶץ מִצְרָיִם. (ח) סָרוּ מַהֵר מִן הַדֶּרֶךְ אֲשֶׁר צִוִּיתִם עָשׂוּ לָהֶם עֵגֶל מַסֵּכָה וַיִּשְׁתַּחֲווּ לוֹ וַיִּזְבְּחוּ לוֹ וַיֹּאמְרוּ אֵלֶּה אֱלֹהֶיךָ יִשְׂרָאֵל אֲשֶׁר הֶעֱלוּךָ מֵאֶרֶץ מִצְרָיִם. (ט) וַיֹּאמֶר יְהוָה אֶל מֹשֶׁה רָאִיתִי אֶת הָעָם הַזֶּה וְהִנֵּה עַם קְשֵׁה עֹרֶף הוּא. (י) וְעַתָּה הַנִּיחָה לִּי וְיִחַר אַפִּי בָהֶם וַאֲכַלֵּם וְאֶעֱשֶׂה אוֹתְךָ לְגוֹי גָּדוֹל. יא) וַיְחַל מֹשֶׁה אֶת פְּנֵי יְהוָה אֱלֹהָיו וַיֹּאמֶר לָמָה יְהוָה יֶחֱרֶה אַפְּךָ בְּעַמֶּךָ אֲשֶׁר הוֹצֵאתָ מֵאֶרֶץ מִצְרַיִם בְּכֹחַ גָּדוֹל וּבְיָד חֲזָקָה. (יב) לָמָּה יֹאמְרוּ מִצְרַיִם לֵאמֹר בְּרָעָה הוֹצִיאָם לַהֲרֹג אֹתָ(ם בֶּהָרִים וּלְכַלֹּתָם מֵעַל פְּנֵי הָאֲדָמָה שׁוּב מֵחֲרוֹן אַפֶּךָ וְהִנָּחֵם עַל הָרָעָה לְעַמֶּךָ. (יג) זְכֹר לְאַבְרָהָם לְיִצְחָק וּלְיִשְׂרָאֵל עֲבָדֶיךָ אֲשֶׁר נִשְׁבַּעְתָּ לָהֶם בָּךְ וַתְּדַבֵּר אֲלֵהֶם אַרְבֶּה אֶת זַרְעֲכֶם כְּכוֹכְבֵי הַשָּׁמָיִם וְכָל הָאָרֶץ הַזֹּאת אֲשֶׁר אָמַרְתִּי אֶתֵּן לְזַרְעֲכֶם וְנָחֲלוּ לְעֹלָם. (יד) וַיִּנָּחֶם יְהוָה עַל הָרָעָה אֲשֶׁר דִּבֶּר לַעֲשׂוֹת לְעַמּוֹ.
(19) And it came to pass, as soon as he came unto the camp, that he saw the calf and the dancing; and Moses’anger waxed hot, and he cast the tables out of his hands, and broke them beneath the mount.
שנשאו לבו לשבור הלוחות לעיניהם שנאמר ואשברם לעיניכם והסכימה דעת הקב"ה לדעתו שנאמר אשר שברת יישר כחך ששברת
He lifted his heart to break the luchot in front of their eyes, as it says, "and I will break them in front of their eyes," and God agreed with his actions, as it says "that which you broke," you did the right thing by breaking them.
לא נמנע משה בכל זה מלשבר אותם, כי חרה לו בראותו המעשה הרע ההוא, ולא יכול להתאפק
Nevertheless, Moshe did not prevent himself from breaking the luchot for he was enraged upon seeing this evil spectacle, and he could not bear it.
Approach #2 - Breaking of Luchot Unintentional (Pireki D'Rebbe Eliezer 45)
לקח משה את הלוחות והיה יורד, והיו הכתובין סובלין את עצמן ואת משה עמן, וכשראו את התופים ואת המחולות ואת העגל ברחו הכתובים ופרחו מן הלוחות, ונמצאו כבדין על ידי משה, ולא יכול משה לסבול את עצמו ולא את הלוחות, והשליכן מידיו ונשתברו, שנאמר וישבר אותם תחת ההר
Moshe took the luchot and went down (the mountain), and the letters were carrying themselves and Moshe... and when the (letters) saw the instruments and the golden calf, they flew off the luchot, and became heavy. Moshe could no longer carry them, so he threw them out of his hands, as it says, "and he broke them under the mountain."
Approach #3 (Meshech Chokhmah, Shemot 32:19): Faith in the Wrong Places
כאשר ראו כי "בושש משה", נפלו מאמונתם ובקשו לעשות להם עגל ולהוריד על הצורה ההיא רוח ממעל ולשפוט על זה כי הוא מרכבה לאלקות...ועל זה צווח משה ככרוכיא: האם תדמו כי אני ענין ואיזו קדושה בלתי מצות ה', עד כי בהעדר כבוד עשיתם לכם עגל! חלילה, גם אני איש כמוכם,והתורה אינה תלויה בי, ואף אם לא באתי היתה התורה במציאותה בלי שינוי חלילה
When they saw that Moshe delayed (from coming down the mountain) they lost their faith, and sought out a foreign god to use as a conduit for god... and this is why Moshe was enraged: "Do you think that I am important? What holiness is there other than God? To the extent that in my absence you make a calf! Heaven forbid, I am a person just like you, and the Torah does not rely on me, and even if I were not to have come, the Torah would not change.
