(לט) אַ֡ךְ בַּחֲמִשָּׁה֩ עָשָׂ֨ר י֜וֹם לַחֹ֣דֶשׁ הַשְּׁבִיעִ֗י בְּאָסְפְּכֶם֙ אֶת־תְּבוּאַ֣ת הָאָ֔רֶץ תָּחֹ֥גּוּ אֶת־חַג־יְהוָ֖ה שִׁבְעַ֣ת יָמִ֑ים בַּיּ֤וֹם הָֽרִאשׁוֹן֙ שַׁבָּת֔וֹן וּבַיּ֥וֹם הַשְּׁמִינִ֖י שַׁבָּתֽוֹן׃

Leviticus 23:39

(39) Mark, on the fifteenth day of the seventh month, when you have gathered in the yield of your land, you shall observe the festival of the LORD [to last] seven days: a complete rest on the first day, and a complete rest on the eighth day.

Deuteronomy 31:10-13

(10) And Moses instructed them as follows: Every seventh year, the year set for remission, at the Feast of Booths, (11) when all Israel comes to appear before the LORD your God in the place that He will choose, you shall read this Teaching aloud in the presence of all Israel. (12) Gather the people—men, women, children, and the strangers in your communities—that they may hear and so learn to revere the LORD your God and to observe faithfully every word of this Teaching. (13) Their children, too, who have not had the experience, shall hear and learn to revere the LORD your God as long as they live in the land that you are about to cross the Jordan to possess.

Megillah 29b:20

However, according to the one who said that the portion of “Command the children of Israel, and say to them, My offering” is read as Shekalim, does that portion ever occur at that time of the year? That portion usually occurs much later in the year, in the summer. The Gemara answers: Yes, it sometimes occurs that this portion is read during the beginning of Adar, for the people of the West, i.e., Eretz Yisrael, who complete the cycle of reading the Torah not in one year but in three years.

(א) הַמִּנְהָג הַפָּשׁוּט בְּכָל יִשְׂרָאל שֶׁמַּשְׁלִימִין אֶת הַתּוֹרָה בְּשָׁנָה אַחַת. מַתְחִילִין בְּשַׁבָּת שֶׁאַחַר חַג הַסֻּכּוֹת וְקוֹרִין בְּסֵדֶר (בראשית א א) ״בְּרֵאשִׁית״. בַּשְּׁנִיָּה (בראשית ו ט) ״אֵלֶּה תּוֹלְדֹת״. בַּשְּׁלִישִׁית (בראשית יב א) ״וַיֹּאמֶר יְיָ׳‎ אֶל אַבְרָם״. וְקוֹרְאִין וְהוֹלְכִין עַל הַסֵּדֶר הַזֶּה עַד שֶׁגּוֹמְרִין אֶת הַתּוֹרָה בְּחַג הַסֻּכּוֹת. וְיֵשׁ מִי שֶׁמַּשְׁלִים אֶת הַתּוֹרָה בְּשָׁלֹשׁ שָׁנִים וְאֵינוֹ מִנְהָג פָּשׁוּט:

Mishneh Torah, Prayer and the Priestly Blessing 13:1

(1) The custom prevailing through Israel is [that the reading of the Pentateuch is completed in one year]^*The passage in brackets is omitted in the manuscript, apparently erased.. It is begun on the Sabbath after the feast of Tabernacles, when the portion commencing Bereshith "In the Beginning" (Genesis 1:1) is read. On the second Sabbath, that beginning, "These are the generations of Noah" (Genesis 6:9) is read; on the third, that beginning, "And the Lord said to Abraham" (ibid. 12:1), and so on in regular order till the last portion is read on the feast of Tabernacles. Some complete the reading of the Pentateuch in three years, but this is not a prevalent custom.
