משנה מכות א׳:ב׳

(ב) מְעִידִין אָנוּ בְאִישׁ פְּלוֹנִי שֶׁחַיָּב לַחֲבֵרוֹ מָאתַיִם זוּז, וְנִמְצְאוּ זוֹמְמִין, לוֹקִין וּמְשַׁלְּמִין, שֶׁלֹּא הַשֵּׁם הַמְבִיאוֹ לִידֵי מַכּוֹת, מְבִיאוֹ לִידֵי תַשְׁלוּמִין, דִּבְרֵי רַבִּי מֵאִיר. וַחֲכָמִים אוֹמְרִים, כָּל הַמְשַׁלֵּם אֵינוֹ לוֹקֶה:

Mishnah Makkot 1:2

(2) [If they say]: “We testify that so and so owes his friend two hundred zuz”, and they are found to be perjurers, they are flogged and ordered to make restitution, because the count which brings upon them the flogging is not the count that brings upon them the necessity to make restitution, these are the words of Rabbi Meir. But the Sages say: “Anyone who makes restitution is not flogged.”

Exodus 20:12-14

(12) Honor your father and your mother, that you may long endure on the land that the LORD your God is assigning to you. (13) You shall not murder. You shall not commit adultery. You shall not steal. You shall not bear false witness against your neighbor. (14) You shall not covet your neighbor’s house: you shall not covet your neighbor’s wife, or his male or female slave, or his ox or his ass, or anything that is your neighbor’s.

Deuteronomy 19:16-20

(16) If a man appears against another to testify maliciously and gives false testimony against him, (17) the two parties to the dispute shall appear before the LORD, before the priests or magistrates in authority at the time, (18) and the magistrates shall make a thorough investigation. If the man who testified is a false witness, if he has testified falsely against his fellow, (19) you shall do to him as he schemed to do to his fellow. Thus you will sweep out evil from your midst; (20) others will hear and be afraid, and such evil things will not again be done in your midst.

מכות ד׳ א:י״א

מתני׳ מעידין אנו באיש פלוני שחייב לחבירו מאתים זוז ונמצאו זוממין לוקין ומשלמין שלא השם המביאן לידי מכות מביאן לידי תשלומין דברי ר' מאיר וחכ"א כל המשלם אינו לוקה

Makkot 4a:11

MISHNA: If witnesses said: We testify with regard to a man called so-and-so that he is liable to pay another person two hundred dinars, and they were found to be conspiring witnesses, they are flogged, and they pay the money they sought to render him liable to pay. Why do they receive two punishments? It is due to the fact that the source that brings them to liability to receive lashes is not the source that brings them to liability for payment; this is the statement of Rabbi Meir. And the Rabbis say: Anyone who pays as punishment for a transgression is not flogged for that same transgression.

מכות ד׳ א:י״ב

מעידין אנו באיש פלוני שהוא חייב מלקות ארבעים ונמצאו זוממין לוקין שמונים משום (שמות כ, יב) לא תענה ברעך עד שקר ומשום (דברים יט, יט) ועשיתם לו כאשר זמם דברי ר' מאיר וחכ"א אין לוקין אלא ארבעים: גמ׳

Makkot 4a:12

Likewise, if witnesses said: We testify with regard to a man called so-and-so that he is liable to receive forty lashes, and they were discovered to be conspiring witnesses, they are flogged with eighty lashes; one set of lashes due to violation of the prohibition: “You shall not bear false witness against your neighbor” (Exodus 20:13), and one set of lashes due to the verse: “And you shall do to him as he conspired” (Deuteronomy 19:19), which is the punishment for conspiring witnesses; this is the statement of Rabbi Meir. And the Rabbis say: They are flogged with only forty lashes, due to the verse “And you shall do to him as he conspired.”
