This is one of many instances of this kind of event. In this book, there is actually a cycle: Bnei complains and doesn't trust God, then God punishes them, and then they try to get forgiveness (usually Moshe), and repeat.
This statement was made by god was in the context of the aftermath of the spies story. The people believed that they wouldn't be able to capture the land; they didn't have faith in God.
In makkot 24b, it quotes Habakuk, who says that the mitzvot in the torah can be distilled to one thing: faith. faith is an extremely prevelant theme in the torah. Avraham had the covenant with god because he was extremely faithful to god (shown by עקדת יצחק). Also, there are a lot of instances where Bnei doesn't have faith in God and got punished for it. one prominant example of that was the spies. The spies were killed because they didn't have faith that god would help them conquer the land. And none of the people from Egypt would make it to Israel just because they didn't have faith! From all of this, we can learn just how important faith is. And this helps explain why someone would distill all of the mitzvot to faith and faith alone.
