What are the guiding values when we make decisions for ourselves, our families, and our communities in terms of public health? What does Judaism say about personal and communal responsibility?
דְּאָמַר רַב אַחָא: הַנִּכְנָס לְהַקִּיז דָּם, אוֹמֵר: ״יְהִי רָצוֹן מִלְּפָנֶיךָ ה׳ אֱלֹהַי שֶׁיְּהֵא עֵסֶק זֶה לִי לִרְפוּאָה, וּתְרַפְּאֵנִי. כִּי אֵל רוֹפֵא נֶאֱמָן אָתָּה וּרְפוּאָתְךָ אֱמֶת, לְפִי שֶׁאֵין דַּרְכָּן שֶׁל בְּנֵי אָדָם לְרַפּאוֹת אֶלָּא שֶׁנָּהֲגוּ״.
אָמַר אַבָּיֵי: לָא לֵימָא אִינָשׁ הָכִי, דְּתָנֵי דְּבֵי רַבִּי יִשְׁמָעֵאל: ״וְרַפֹּא יְרַפֵּא״ — מִכָּאן שֶׁנִּיתְּנָה רְשׁוּת לָרוֹפֵא לְרַפּאוֹת.
As Rav Aḥa said: One who enters to let blood says:
May it be Your will, O Lord my God,
that this enterprise be for healing and that You should heal me.
As You are a faithful God of healing and Your healing is truth.
Because it is not the way of people to heal, but they have become accustomed.
Rav Aḥa is saying that people should not practice medicine as they lack the ability to heal; rather, healing should be left to God.
Abaye responded and said: One should not say this, as it was taught in the school of Rabbi Yishmael that from the verse, “And shall cause him to be thoroughly healed” (Exodus 21:19), from here we derive that permission is granted to a doctor to heal. The practice of medicine is in accordance with the will of God.
What does it mean for God to grant permission to doctors to heal?
The following things require washing the hands in water [after them]: One who rises from bed, goes out of the bathroom, or of the bath house, one who cuts his nails, takes off his shoes, touches his feet, or washes his head, some say: also one who goes among the dead, or touched the dead, one who cleanses his clothes of lice, has sexual intercourse, touches a louse, or touches his body with his hand. Anyone doing any of these and not washing his hands, if he is a scholar, his studies are forgotten, and if he is not a scholar, he goes out of his mind.
§ The Sages taught: If there is plague in the city, gather your feet, i.e., limit the time you spend out of the house, as it is stated in the verse: “And none of you shall go out of the opening of his house until the morning.” And it says in another verse: “Come, my people, enter into your chambers, and shut your doors behind you; hide yourself for a little moment, until the anger has passed by” (Isaiah 26:20). And it says: “Outside the sword will bereave, and in the chambers terror” (Deuteronomy 32:25).
According to these sources, how does one behave during a plague?
Unlike other plagues that don't impact the Israelites, why must they now stay inside to be protected?

ת"ר דבר בעיר אל יכנס אדם יחיד לבית הכנסת שמלאך המות מפקיד שם כליו וה"מ היכא דלא קרו ביה דרדקי ולא מצלו ביה עשרה
The Sages taught: If there is a plague in the city, a person should not walk in the middle of the road, due to the fact that the Angel of Death walks in the middle of the road, as, since in Heaven they have given him permission to kill within the city, he goes openly in the middle of the road. By contrast, if there is peace and quiet in the city, do not walk on the sides of the road, as, since the Angel of Death does not have permission to kill within the city, he hides himself and walks on the side of the road.
The Sages taught: If there is a plague in the city, a person should not enter the synagogue alone, as the Angel of Death leaves his utensils there, and for this reason it is a dangerous place. And this matter, the danger in the synagogue, applies only when there are no children learning in the synagogue, and there are not ten men praying in it. But if there are children learning or ten men praying there, it is not a dangerous place.
Why do children learning or people praying mean the synagogue is safe? Is this a sign the plague is over? What are the signs we're waiting for to know it's safe?
What are the idols (the 'golden calves') of today that we are vulnerable to place our faith in? Where do we find support and comfort that can carry us through this moment instead?
והחושך חזק מאוד במצרים שלושת ימים ויהי כל העומד בבוא החושך, עודנו עומד במקומו. והיושב עודנו יושב ונשובה עודנו שוכב כאשר הוא וההולך ישב לו בארץ במקומו, ויהי הדבר הזה לכל מצרים עד עבור החושך.
and the darkness was so intense in Egypt for three days, that any man who stood up when the darkness came had to remain standing in his place, and he that was sitting had to remain sitting, and he that was lying had to keep on lying, and he that was walking remained fixed to the ground, and thus it was with all the Egyptians until the darkness had subsided.
How do we cultivate hope to maintain this light?
כל פיקוח נפש דוחה שבת והזריז הרי זה משובח אפילו נפלה דליקה בחצר אחרת וירא שתעבור לחצר זו ויבא לידי סכנה מכבין כדי שלא תעבור:
1. All cases of saving a life supersede Shabbat, and he who hurries in these matters is praised. Even if there is a fire in a different yard and there is concern that it will move to this yard and cause danger, we put it out to ensure that it does not spread.
לְפִיכָךְ נִבְרָא אָדָם יְחִידִי, לְלַמֶּדְךָ, שֶׁכָּל הַמְאַבֵּד נֶפֶשׁ אַחַת מִיִּשְׂרָאֵל, מַעֲלֶה עָלָיו הַכָּתוּב כְּאִלּוּ אִבֵּד עוֹלָם מָלֵא. וְכָל הַמְקַיֵּם נֶפֶשׁ אַחַת מִיִּשְׂרָאֵל, מַעֲלֶה עָלָיו הַכָּתוּב כְּאִלּוּ קִיֵּם עוֹלָם מָלֵא.
Therefore but a single person was created in the world, to teach that if any man has caused a single life to perish from Israel, he is deemed by Scripture as if he had caused a whole world to perish; and anyone who saves a single soul from Israel, he is deemed by Scripture as if he had saved a whole world.
שאין לך דבר שעומד בפני פקוח נפש חוץ מע"ז וגילוי עריות ושפיכות דמים
as there is no halakha that stands in the way of saving a life except for the prohibitions against idol worship, and forbidden sexual relationships, and bloodshed.
