(ו) וַיֵּ֨לֶךְ הַמֶּ֤לֶךְ וַֽאֲנָשָׁיו֙ יְר֣וּשָׁלִַ֔ם אֶל־הַיְבֻסִ֖י יוֹשֵׁ֣ב הָאָ֑רֶץ וַיֹּ֨אמֶר לְדָוִ֤ד לֵאמֹר֙ לֹא־תָב֣וֹא הֵ֔נָּה כִּ֣י אִם־הֱסִֽירְךָ֗ הַעִוְרִ֤ים וְהַפִּסְחִים֙ לֵאמֹ֔ר לֹֽא־יָב֥וֹא דָוִ֖ד הֵֽנָּה׃ (ז) וַיִּלְכֹּ֣ד דָּוִ֔ד אֵ֖ת מְצֻדַ֣ת צִיּ֑וֹן הִ֖יא עִ֥יר דָּוִֽד׃ (ח) וַיֹּ֨אמֶר דָּוִ֜ד בַּיּ֣וֹם הַה֗וּא כָּל־מַכֵּ֤ה יְבֻסִי֙ וְיִגַּ֣ע בַּצִּנּ֔וֹר וְאֶת־הַפִּסְחִים֙ וְאֶת־הַ֣עִוְרִ֔ים שנאו [שְׂנֻאֵ֖י] נֶ֣פֶשׁ דָּוִ֑ד עַל־כֵּן֙ יֹֽאמְר֔וּ עִוֵּ֣ר וּפִסֵּ֔חַ לֹ֥א יָב֖וֹא אֶל־הַבָּֽיִת׃ (ט) וַיֵּ֤שֶׁב דָּוִד֙ בַּמְּצֻדָ֔ה וַיִּקְרָא־לָ֖הּ עִ֣יר דָּוִ֑ד וַיִּ֤בֶן דָּוִד֙ סָבִ֔יב מִן־הַמִּלּ֖וֹא וָבָֽיְתָה׃

II Samuel 5:6-9

(6) The king and his men set out for Jerusalem against the Jebusites who inhabited the region. David was told, “You will never get in here! Even the blind and the lame will turn you back.” (They meant: David will never enter here.) (7) But David captured the stronghold of Zion; it is now the City of David. (8) On that occasion David said, “Those who attack the Jebusites shall reach the water channel and [strike down] the lame and the blind, who are hateful to David.” That is why they say: “No one who is blind or lame may enter the House.” (9) David occupied the stronghold and renamed it the City of David; David also fortified the surrounding area, from the Millo inward.

(ח) וְעָלָ֨ה הַגְּב֜וּל גֵּ֣י בֶן־הִנֹּ֗ם אֶל־כֶּ֤תֶף הַיְבוּסִי֙ מִנֶּ֔גֶב הִ֖יא יְרֽוּשָׁלִָ֑ם וְעָלָ֨ה הַגְּב֜וּל אֶל־רֹ֣אשׁ הָהָ֗ר אֲ֠שֶׁר עַל־פְּנֵ֤י גֵֽי־הִנֹּם֙ יָ֔מָּה אֲשֶׁ֛ר בִּקְצֵ֥ה עֵֽמֶק־רְפָאִ֖ים צָפֹֽנָה׃

Joshua 15:8

(8) Then the boundary ascended into the Valley of Ben-hinnom, along the southern flank of the Jebusites—that is, Jerusalem. The boundary then ran up to the top of the hill which flanks the Valley of Hinnom on the west, at the northern end of the Valley of Rephaim.

Joshua 15:63

(63) But the Judites could not dispossess the Jebusites, the inhabitants of Jerusalem; so the Judites dwell with the Jebusites in Jerusalem to this day.

Judges 1:21

(21) The Benjaminites did not dispossess the Jebusite inhabitants of Jerusalem; so the Jebusites have dwelt with the Benjaminites in Jerusalem to this day.

Judges 19:10-12

(10) But the man refused to stay for the night. He set out and traveled as far as the vicinity of Jebus—that is, Jerusalem; he had with him a pair of laden donkeys, and his concubine was with him. (11) Since they were close to Jebus, and the day was very far spent, the attendant said to his master, “Let us turn aside to this town of the Jebusites and spend the night in it.” (12) But his master said to him, “We will not turn aside to a town of aliens who are not of Israel, but will continue to Gibeah.

Rashi on II Samuel 5:6:1

To the Yevusi. The fortress of Tzion was called Yevus. [Its inhabitants] descended from Avimelech and they had two idols--one [depicting] a blind person and one [depicting] a lame person--to represent Yitzhok and Yakov, and in their mouths was a copy of Avrohom's oath to Avimelech (Gen. 21:23-24), which is why the fortress was not taken when Jersualem was conquered. As it states, (Josh. 15:63). "However the Yevusim who lived in Yerushalyim, the descendants of Yehudah were unable to expel them." As Rebbe Yehoshua, the son of Levi said, They were capable of expelling the Jebusites but the oath did not permit them to.

II Samuel 4:4

I Samuel 4:14-18

(14) And when Eli heard the sound of the outcry and asked, “What is the meaning of this uproar?” the man rushed over to tell Eli. (15) Now Eli was ninety-eight years old; his eyes were fixed in a blind stare. (16) The man said to Eli, “I am the one who came from the battlefield; I have just fled from the battlefield.” [Eli] asked, “What happened, my son?” (17) The bearer of the news replied, “Israel fled before the Philistines and the troops also suffered a great slaughter. Your two sons, Hophni and Phinehas, are dead, and the Ark of God has been captured.” (18) When he mentioned the Ark of God, [Eli] fell backward off the seat beside the gate, broke his neck and died; for he was an old man and heavy. He had been a chieftain of Israel for forty years.

I Kings 8:1

II Chronicles 3:1

Malachi 1:8

(8) When you present a blind animal for sacrifice—it doesn’t matter! When you present a lame or sick one—it doesn’t matter! Just offer it to your governor: Will he accept you? Will he show you favor?—said the LORD of Hosts.

II Samuel 7:3-5

(3) Nathan said to the king, “Go and do whatever you have in mind, for the LORD is with you.” (4) But that same night the word of the LORD came to Nathan: (5) “Go and say to My servant David: Thus said the LORD: Are you the one to build a house for Me to dwell in?

I Chronicles 22:7-9

(7) David said to Solomon, “My son, I wanted to build a House for the name of the LORD my God. (8) But the word of the LORD came to me, saying,‘You have shed much blood and fought great battles; you shall not build a House for My name for you have shed much blood on the earth in My sight. (9) But you will have a son who will be a man at rest, for I will give him rest from all his enemies on all sides; Solomon will be his name and I shall confer peace and quiet on Israel in his time.
