(13) This is what everyone who is entered in the records shall pay: a half-shekel by the sanctuary weight—twenty gerahs to the shekel—a half-shekel as an offering to the L-RD. (14) Everyone who is entered in the records, from the age of twenty years up, shall give the L-RD’s offering: (15) the rich shall not pay more and the poor shall not pay less than half a shekel when giving the L-RD’s offering as expiation for your persons. (16) You shall take the expiation money from the Israelites and assign it to the service of the Tent of Meeting; it shall serve the Israelites as a reminder before the L-RD, as expiation for your persons.

...the reason he doesn't list in Hakometz Rabba where he lists three things that Moshe had difficulty with, Menorah, Rosh Chodesh and vermin, and doesn't also list the one from the Midrash that a sort of coin of fire was shown to Moshe by G-d as it says "this they should give", is because, maybe he only listed those that Moshe has difficulty with, but these, even though he showed it to him, he had no difficulty understanding it [what is was], he was only wondering how can one 'give atonement' for his soul [how can atonement be achieved this way], so G-d showed him to be able to better distinguish and to notify Israel...

Tanya, Rabbi Shneur Zalman of Liadi, Chapter 50:
It is impossible to elucidate this matter clearly in writing. Yet every warmhearted and intelligent person gifted with understanding, who deeply binds his mind and contemplation to G‑d, will discover the goodness and light which are treasured up in his intelligent soul, each according to his capacity— ("There is one who is affected [in one way] ..., and there is one who is affected [in another],")— prefacing it with the fear of sin, in order to be completely parted from evil, that the iniquities may not interpose,..., G‑d forbid.
The order of the service in occupying oneself with the Torah and commandments, a service derived from the category of the said intense love, is in the manner of "retreat" alone, as is written in Sefer Yetzirah: "And if thy heart hastens, return to the One." The interpretation of [the phrase] "If thy heart hastens" is the craving of the soul that is in the right side of the heart — when it gains sway and bursts into flame and grows so exceedingly enraptured that the very soul is consumed with a desire to pour itself out into the embrace of its Father, the blessed Life of life, and to leave its confinement in the corporeal, physical body, in order to attach itself to Him, may He be blessed— then one must take to heart the teaching of the Rabbis, of blessed memory: "Despite thyself thou livest" in this body, animating it for the purpose of drawing downwards the higher life from the blessed Life of life, through the life-giving Torah, that there may be a dwelling in the lower world for His blessed Oneness in a revealed state.

... between the blessed creator and the created, where there's a intermediate level that encompasses the spiritual, there's a level in between that in relation to that is says "you are as children to Hashem your L-ord" and "I [G-d] said you are like Elokim" (psalms 86:6) and "G-d ascended from upon Abraham" and our sages said that the Avot were the Chariot [of G-d] and the intention is that there is a very small spark which is.. G-dly and draws from the last aspect of the creator, and this spark becomes invested in the one spark of the created which is an extremely fine soul and this spark is called Yechida {one}

Being, moreover, all of a kind and all having one Father— therefore, all Israelites are called real brothers by virtue of the source of their souls in the One G‑d; only the bodies are separated..
Response to Moshe: Coin of fire is the answer to sin. There can only be combination of coin and fire from the Divine spark, essence of the soul, Yechida. That is the source of atonement.
- The wealthy can’t increase. (but if a wealthy man brings the sacrifice of a poor man he has not fulfilled his obligation?)
- Money and not the value of money. (Talmud Bechorot, 49b)
- Half shekel only went for communal sacrifices.
- Half shekel funded the foundations (adonim) not the walls or curtains.
ובזה יובן מה שהפליגו רז"ל במאד מאד במעלת הצדקה ואמרו ששקולה כנגד כל המצות ובכל תלמוד ירושלמי היא נק' בשם מצוה סתם כי כך היה הרגל הלשון לקרוא צדקה בשם מצוה סתם מפני שהיא עיקר המצות מעשיות ועולה על כולנה שכולן הן רק להעלות נפש החיונית לה' שהיא היא המקיימת אותן ומתלבשת בהן ליכלל באור א"ס ב"ה המלובש בהן ואין לך מצוה שנפש החיונית מתלבשת בה כל כך כבמצות הצדקה שבכל המצות אין מתלבש בהן רק כח א' מנפש החיונית בשעת מעשה המצוה לבד אבל בצדקה שאדם נותן מיגיע כפיו הרי כל כח נפשו החיונית מלובש בעשיית מלאכתו או עסק אחר שנשתכר בו מעות אלו וכשנותנן לצדקה הרי כל נפשו החיונית עולה לה' וגם מי שאינו נהנה מיגיעו מ"מ הואיל ובמעות אלו היה יכול לקנות חיי נפשו החיונית הרי נותן חיי נפשו לה'. ולכן אמרו רז"ל שמקרבת את הגאולה לפי שבצדק' אחת מעלה הרבה מנפש החיונית מה שלא היה יכול להעלות ממנה כל כך כחות ובחי' בכמה מצות מעשיות אחרות.
In the light of the above, one can understand why our Rabbis, of blessed memory, so strongly emphasized the virtue of charity, declaring that "It balances all the other commandments," and throughout the Yerushalmi Talmud it is called simply "The Commandment," for such was the usage of the language to call charity simply "The Commandment," because it is the core of the precepts of action and surpasses them all. For all [precepts] are only intended to elevate the vital soul unto G‑d, since it is she [the soul] that performs them and clothes itself in them, thereby being absorbed into the light of the blessed En Sof which is vested in them. Hence you can find no commandment in which the vital soul is clothed to the same extent as in the commandment of charity: for in all [the other] commandments only one faculty of the vital soul is embodied, and then only at the time of the performance of the precept, whilst in the case of charity, which a man gives out of the toil of his hands, surely all the strength of his vital soul is embodied in the execution of his work or occupation by which he earned the money; when he gives it for charity, his whole vital soul ascends to G‑d. Even where one does not depend on his toil for a livelihood, nevertheless since with this [charity] money he could have purchased necessities of life, for his vivifying soul, hence he is giving his soul's life to G‑d.
Therefore our Rabbis, of blessed memory, said that it [charity] brings the Redemption nearer. For with one act of charity a person elevates a great part of the vivifying soul, of whose powers and faculties he cannot elevate in the same measure by performing several other active precepts.
