At the time that the Holy One, Blessed be He, sought to create a human, He created one group of ministering angels. He said to them: Is it your will - let us fashion a person in our image. The angels said before him: Master of the Universe, what are the actions of this person You suggest to create? God said to them: His actions are such and such, according to human nature. The angels said before him: Master of the Universe: “What is man that You are mindful of him? And the son of man that You think of him?” (Psalms 8:5), i.e., a creature such as this is not worth creating. God outstretched His small finger among them and burned them with fire. And the same occurred with a second group of angels. The third group of angels that He asked said before Him: Master of the Universe, the first two groups who spoke their mind before You, what did they accomplish? The entire world is Yours; whatever You wish to do in Your world, do. God then created the first person.
When history arrived at the time of the people of the generation of the flood and the people of the generation of the dispersion, i.e., the Tower of Babel, whose actions were ruinous, the angels said before God: Master of the Universe, didn’t the first set of angels speak appropriately before You,that human beings are not worthy of having been created? God said to them concerning humanity: “Even to your old age I am the same; and even to hoar hairs will I suffer you; I have made and I will bear; and I will carry, and I will deliver you” (Isaiah 46:4), i.e., having created people, I will even suffer their flaws.
So why do you think God asks the angels before creating humanity?
Why does God destroy the angels each time?

R. Simon said: When the Holy One, blessed be God, came to create Adam, the ministering angels formed themselves into groups and parties. Some of them said, “Don't create him,” while others urged, “create him,” as it is written, "Lovingkindness and truth met, justice and peace kissed" (Psalms 85:11). Lovingkindness said, “Create him because he will do acts of loving kindness.” Truth said, “Don't create him, because he is full of lies.” Justice said, “Create him because he will perform acts of justice.” Peace said, “Don't create him, because he is full of conflict.” So what did God do? God held Truth and cast it to the ground, as it is written, "And truth will be sent to the earth" (Daniel 8:12). The ministering angels said before the Holy One, "Sovereign of the Universe! Why do you despise Your seal [truth]? Let Truth arise from the earth!" Hence it is written, "Let truth spring up from the earth." (Psalms 85:12)…While the ministering angels were arguing with each other and disputing with each other, the Holy One created the first human. God said to them, "Why are you arguing? Adam has already been created."
(ד) אָמַר רַבִּי בֶּרֶכְיָה בְּשָׁעָה שֶׁבָּא הַקָּדוֹשׁ בָּרוּךְ הוּא לִבְרֹאת אֶת אָדָם הָרִאשׁוֹן, רָאָה צַדִּיקִים וּרְשָׁעִים יוֹצְאִים מִמֶּנּוּ, אָמַר אִם אֲנִי בּוֹרֵא אוֹתוֹ רְשָׁעִים יוֹצְאִים מִמֶּנּוּ, וְאִם לֹא אֶבְרָא אוֹתוֹ הֵיאַךְ צַדִּיקִים יוֹצְאִים מִמֶּנּוּ. מֶה עָשָׂה הַקָּדוֹשׁ בָּרוּךְ הוּא הִפְלִיג דַּרְכָּן שֶׁל רְשָׁעִים מִכְּנֶגֶד פָּנָיו וְשִׁתֵּף בּוֹ מִדַּת רַחֲמִים וּבְרָאוֹ, הֲדָא הוּא דִּכְתִיב (תהלים א, ו): כִּי יוֹדֵעַ ה' דֶּרֶךְ צַדִּיקִים וְדֶרֶךְ רְשָׁעִים תֹּאבֵד, אִבְּדָהּ מִכְּנֶגֶד פָּנָיו וְשִׁתֵּף בּוֹ מִדַּת רַחֲמִים וּבְרָאוֹ. רַבִּי חֲנִינָא לֹא אָמַר כֵּן, אֶלָּא בְּשָׁעָה שֶׁבָּא לִבְרֹאת אֶת אָדָם הָרִאשׁוֹן, נִמְלַךְ בְּמַלְאֲכֵי הַשָּׁרֵת וְאָמַר לָהֶן: נַעֲשֶׂה אָדָם בְּצַלְמֵנוּ כִּדְמוּתֵנוּ אָמְרוּ לוֹ, אָדָם זֶה מַה טִּיבוֹ, אָמַר לָהֶן צַדִּיקִים עוֹמְדִים מִמֶּנּוּ, הֲדָא הוּא דִּכְתִיב: כִּי יוֹדֵעַ ה' דֶּרֶךְ צַדִּיקִים, כִּי הוֹדִיעַ ה' דֶּרֶךְ הַצַּדִּיקִים לְמַלְאֲכֵי הַשָּׁרֵת, וְדֶרֶךְ רְשָׁעִים תֹּאבֵד, אִבְּדָהּ מֵהֶם, גִּלָּה לָהֶם שֶׁהַצַּדִּיקִים עוֹמְדִים מִמֶּנּוּ וְלֹא גִּלָּה לָהֶם שֶׁהָרְשָׁעִים עוֹמְדִים הֵימֶנּוּ, שֶׁאִלּוּ גִּלָּה לָהֶם שֶׁהָרְשָׁעִים עוֹמְדִים הֵימֶנּוּ לֹא הָיְתָה מִדַּת הַדִּין נוֹתֶנֶת שֶׁיִּבָּרֵא.
R. Berekiah said : When the Holy One, blessed be He, came to create Adam, He saw righteous and wicked arising from him. Said He: 'If I create him, wicked men will spring from him; if I do not create him, how are the righteous to spring from him?' What then did the Lord do ? He removed the way of the wicked out of His sight and associated the quality of mercy with Himself and created him, as it is written, For the Lord regards the way of the righteous, but the way of the wicked "tobed" — 'shall perish" (Ps. I, 6): what does 'tobed' mean? He destroyed it (ibbedah) from before His sight and partnered with the quality of mercy and created him (man). R. Hanina did not say thus, but [he said that] when He came to create Adam He took counsel with the ministering angels, saying to them, 'Let us make man/ 'What shall his character be?' asked they. 'Righteous men shall spring from him/ He answered, as it is written, 'For the Lord knows (yodea') the way of the righteous,' which means that the Lord made known (announced) (hodia') the way of the righteous to the ministering angels; 'But the way of the wicked shall perish': He destroyed [hid] it from them.
God revealed to them that the righteous would arise from him, but He did not reveal to them that the wicked would spring from him, for had He revealed to them that the wicked would spring from him; the quality of Justice would not have permitted him to be created.
(א) הקנאה והתאוה והכבוד מוציאין את האדם מן העולם. אמרו מלאכי השרת לפני הב"ה רבון כל העולמים מה אדם ותדעהו אדם להבל דמה אין לו אלא עפרו משלו אמר להם מה שאתם כלכם מקלסים אותי בעליונים הוא מייחד אותי בתחתונים ולא עוד אלא יכולים אתם לעמוד ולקרות שמות לכל הבריות שבראתי ועמדו ולא יכלו מיד עמד אדם וקרא שמות לכל שנ' ויקרא אדם שמות לכל הבהמה, וכאן כיון שראו מלאכי השרת שבו לאחוריהם אמרו מלאכי השרת אם אין אנו באים בעצה על אדם זה שיחטא לפני בוראו אין אנו יכולין בו.
(1) THE SERPENT IN PARADISE
"ENVY, cupidity, and ambition remove man (Adam) from the world." The ministering angels spake before the Holy One, blessed be He, saying: Sovereign of all Worlds! "What is man, that thou shouldst take note of him?" (Ps. cxliv. 3). "Man (Adam) is like unto vanity" (ibid. 4), upon earth there is not his like. (God) answered them: Just as all of you praise Me in the heights of heaven so he professes My Unity on earth, nay, moreover, are you able to stand up and call the names for all the creatures which I have created? They stood up, but were unable (to give the names). Forthwith Adam stood up and called the names for all His creatures, as it is said, "And the man gave names to all cattle" (Gen. ii. 20). When the ministering angels saw this they retreated, and the ministering angels said: If we do not take || counsel against this man so that he sin before his Creator, we cannot prevail against him.
This text seems to provide a motive for the angels to want Adam to fail- What is it and why do you think this is?
(ב) והיה סמאל שר גדול בשמים והחיות מארבע כנפים ושרפים משש כנפים וסמאל משנים עשר כנפים מה עשה סמאל לקח כת שלו וירד וראה כל הבריות שברא הב"ה בעולמו ולא מצא בהם חכם להרע כנחש שנ' והנחש היה ערום והיה דמותו כמין גמל ועלה ורכב עליו והתורה היתה צועקת ואומרת מה סמאל עכשו נברא העולם עת למרוד במרום בעת במרום תמידייא רבון כל העולמים תשחק לסוסו ולרכבו.
(2) Sammael was the great prince in heaven; the Chayyot had four wings and the Seraphim had six wings, and Sammael had twelve wings. What did Sammael do? He took his band and descended and saw all the creatures which the Holy One, blessed be He, had created in His world and he found among them none so skilled to do evil as the serpent, as it is said, "Now the serpent was more subtle than any beast of the field" (ibid. iii. 1). Its appearance was something like that of the camel, and he mounted and rode upon it. The Torah began to cry aloud, saying, Why, O Sammael! now that the world is created, is it the time to rebel against the Omnipresent? Is it like a time when thou should lift up thyself on high? The Lord of the world "will laugh at the horse and its rider" (Job xxxix. 18).
ואמר רבי יהושע בן לוי בשעה שעלה משה למרום אמרו מלאכי השרת לפני הקדוש ברוך הוא רבונו של עולם מה לילוד אשה בינינו אמר להן לקבל תורה בא אמרו לפניו חמודה גנוזה שגנוזה לך תשע מאות ושבעים וארבעה דורות קודם שנברא העולם אתה מבקש ליתנה לבשר ודם מה אנוש כי תזכרנו ובן אדם כי תפקדנו ה׳ אדנינו מה אדיר שמך בכל הארץ אשר תנה הודך על השמים
ת"ר ששה דברים נאמרו בשדים: שלשה כמלאכי השרת ושלשה כבני אדם. שלשה כמלאכי השרת: יש להם כנפים כמלאכי השרת וטסין מסוף העולם ועד סופו כמלאכי השרת, ויודעין מה שעתיד להיות כמלאכי השרת יודעין. ס"ד אלא שומעין מאחורי הפרגוד כמלאכי השרת. ושלשה כבני אדם: אוכלין ושותין כבני אדם, פרין ורבין כבני אדם, ומתים כבני אדם.
The Rabbis taught: Six things were said about demons: three like the servicing angels, and three like people. Three like the servicing angels: They have wings like the servicing angels, they fly from one end of the world to its [other] end like the servicing angels, and they know what will happen in the future like the servicing angels. They know [on their own], you might have thought; Rather, They hear from behind the curtain like the servicing angels. And three like humans: They eat and drink like humans, they are fruitful and multiply [ie. they have children] like humans, and they die like humans.
Rabbi Shimon ben Elazar would say:) If a person stays quietly in his place, how can he pursue peace in Israel between everyone? [Rather, he should go out from his place and into the world and pursue peace in Israel,] as it says, “Seek peace and pursue it.” How does this work? Seek it where you are, and pursue it in some other place. Even the Holy Blessed One made peace in the heights, for He did not call ten angels Gabriel, ten angels Michael, ten angels Uriel, and ten angels Raphael, in the way humans do, calling ten people Reuben, ten people Shimon, ten people Levi, and ten people Judah. For if He had done as humans do, when He called one of them, they all would have come, and then become jealous of one another. So instead, He called only one angel Gabriel and one Michael, and when He calls any one of them, [that angel] comes before Him, and He dispatches the angel wherever He desires. And how do we know that they revere one another, and respect one another, and are humbler than human beings? Because when they open their mouths to sing a song, one of them says to the other: You should begin, for you are greater than I, and then the other one says: No, you should begin, for you are greater than I. This is not the way it is with human beings. Every person says to another: I am greater than you, and the other person responds: No, I am greater than you.
And some say they spoke in groupings [of angels]. One grouping would say to the other: You all should begin, for you are greater than we, as it says (Isaiah 6:3), “And this one called out to that one and said….”
