We don't make the Birchat Halevana until 7 days into the month. Rama: And we do not say it under a roof
(כ) (כ) עד שיעברו ז' - ורוב האחרונים פליגי ע"ז ולדידהו עכ"פ לאחר ג' ימים מעל"ע מעת המולד שנהנין כבר מאורה יש לברך עליה ואין להחמיץ המצוה אכן אם הג' לחודש הוא באחד מימי השבוע נכון להמתין עד מו"ש הבאה וכפי המבואר בס"ב בהג"ה וכמה אחרונים והגר"א מכללם מקילין אף באופן זה וסברי דאין כדאי להשהות המצוה בכל גווני וע"כ הנוהג כן בודאי יש לו על מי לסמוך ובפרט בימי החורף וגשם בודאי הזריז לקדש הרי זה משובח:
Until Seven Days Pass-Most Achronim argue on this and say after three days from the Molad when there is already enjoyment from the moonlight, we can make the Blessing and we shouldn't put off the Mitzvah. If the third day is in middle of the week, best to wait until Motzei Shabbos. Some Achronim and the Gra hold we should be lienient even in this case and not wait at all, so there is who to rely on especially in the winter and someone who does the Mitzvah quickly should be praised.
(כא) (כא) תחת הגג - אלא תחת כיפת השמים והטעם דקידוש הלבנה הוא כקבלת פני השכינה ואין זה דרך כבוד שיהא עומד תחת הגג לפיכך יוצאין מתחת הגג לרחוב כדרך שיוצאין לקראת מלכים ומ"מ כ"ז הוא רק לכתחלה אבל מי שחושש באיזה מיחוש שלא יוכל לצאת לחוץ אי נמי שהמקום אינו נקי או ששרוי בין העכו"ם יקדש בביתו דרך חלון או פתח הפתוח נגד הלבנה:
Under a roof-Rather under the covering of the sky. The reason is that Kiddush Levana is like being Mikabel Pnei Hashechina and it is not giving honor if standing under a roof, therefore one should go out from under the roof to the street like one who is greeting a king. Nevertheless, this is Lechatchila, but someone who cannot go outside or if it is unclean or amongst the Goyim, he can say it in his house by a window or door that opens toward the moon.

One who sees-Women are Patur from being Kiddush Levana since it is a time based Mitzvah and even though usually a time bound Mitzvah women are allowed to perform this one since they caused the Pgam in the moon...
(א) סעיף א' הרואה לבנה בחידושה וכו'. נ"ב עיין במג"א סק"א שכתב דברכת הלבנה הוי מ"ע שהז"ג ונשים פטורות וכתב כן בשם השל"ה הקדוש. ולדעתי זה היא תמוה מאד ואין לו ענין כלל למ"ע שהז"ג דכלל זה לא נאמר רק במצוה דגוף המצוה שייכא תמיד בכל ענין וככל זמן כגון במצה או סוכה ולולב וכדומה דמצוה זו אפשר להתקיים בחשוון כמו בתשרי ואייר כמו בניסן ואעפ"כ אמרה התורה שבימים הללו חייב ומכאן ואילך פטור מוכח דהוי מ"ע שהז"ג ולכך נשים פטורות אבל בלבנה אטו הוה לה מניעה מכח הזמן זה הוי המניעה מגוף המצוה שלא שייכא אז דממ"נ אם כבר בירך פעם אחת על ראייתה לא שייך ברכה עוד ב"פ כיון שכבר בירך פ"א לו יהא דהוי פרי חדש אם בירך עליו בשעת ראיה או אכילה א"צ לברך אח"כ עוד ומכל מקום כשמתחדש בשנה החדשה פרי חדש מברכין שנית ואטו יחשב בזה זמן גרמא זה ודאי אינו דאין המניעה מכח הזמן ואף אם לא ברכו עליו בחודש הזה מכל מקום לא שייך עוד ברכה מכח דמתחלת להתקטן אחר כך וא"כ הוי מניעת הברכה שאין כאן גוף הדבר לברד עליו והוה המניעה מכח הדבר שאין כאן לברך עליו ולא מכח הזמן דאטו בפירי דלא שכיח רק בקיץ לא תהיה האשה מברכת על אכילתה או ראייתה שהחיינו כיון דהוי זמן גרמא שבחורף ליתנהו להנך פירות זה ודאי אינו. כך הלבנה בכל חדש כמו הפירי בכל שנה ולכך כיון דאין מניעה זו מכח גוף הזמן רק מכח הלבנה דבשעת הידוש מברכין ובשעת חסרונה אין מברכין ואין המניעה מכח הזמן רק מגוף הלבנה והוי ממש הלבנה חודש בחדשה כפירי של שנה ואין זה מ"ע שהזמן גרמא כנלפע"ד ברור ורבנן לא דקו בהאי מלתא במחילה מכבודם הרמה ודו"ק:
The Magen Avraham holds that women are Patur from this Beracha since it is a time bound Mizvah, but I say this is not so. A time bound Mitzvah is one where the item of the Mitzvah is always in existence, but Hashem says only to use it during a specific time so the requirement is dependent on the time. By the moon however, the actual item goes away which is why the Mitzvah cannot be done anymore, like saying Sheheciyanu on a new fruit one year and then it goes away and you can say it again next year, the item itself determines the availability to do the Mitzvah, not time so it is not under the rules of a time bound Mitzvah and women do say the Beracha.

One should look at the moon, straighten his legs and make the Beracha (standing)
(יג) (יג) ותולה וכו' ואומר וכו' - כתב בשיורי כנה"ג דמשמע לכאורה דעד גמר כל הסדר תולה עיניו בה וכן נהוג עלמא אבל שמע משם ספר חרדים שהחמיר בזה מאד מלהסתכל בלבנה ולא התיר להסתכל בה אלא עד שסיים הברכה והמ"א בשם של"ה החמיר עוד יותר דאפילו בשעת הברכה אין לו להסתכל בה אלא רואה אותה פעם אחת כשירצה לברך ואח"כ לא יסתכל בה:
And Look and Say-The Shiurei Keneses Hagedola says it appears that one should look at the moon through the whole Seder of Kiddush Levana and that is Minhag Haolam. However, we see from the Sefer Chareidim that he was stringent with this and only allowed looking at the moon during the Beracha. The Magen Avraham says in the name of the Shl"a that even during the Beracha one cannot look at the moon and only right before he should look and then not again.
