רמב"ם הלכות תלמוד תורה פרק א הלכה ח
כל איש מישראל חייב בתלמוד תורה בין עני בין עשיר בין שלם בגופו בין בעל יסורין בין בחור בין שהיה זקן גדול שתשש כחו אפילו היה עני המתפרנס מן הצדקה ומחזר על הפתחים ואפילו בעל אשה ובנים חייב לקבוע לו זמן לתלמוד תורה ביום ובלילה שנאמר והגית בו יומם ולילה
Every Jew is under an obligation to study Torah, whether poor or rich, in sound health or ailing, in the vigor of youth or very old and feeble. Even a person who is so poor that they are maintained by charity or goes begging door to door, and even one with a family to support, is under the obligation to set aside a definite period during the day and at night for the study of the Torah, as it is said, “And you shall meditate upon it day and night” (Joshua 1:8) [Translation by CAJE.
