Na'aseh V'Nishma
(ח) וַיַּעֲנ֨וּ כָל־הָעָ֤ם יַחְדָּו֙ וַיֹּ֣אמְר֔וּ כֹּ֛ל אֲשֶׁר־דִּבֶּ֥ר ה' נַעֲשֶׂ֑ה וַיָּ֧שֶׁב מֹשֶׁ֛ה אֶת־דִּבְרֵ֥י הָעָ֖ם אֶל־ה'
(8) All the people answered as one, saying, “All that the LORD has spoken we will do!” And Moses brought back the people’s words to the LORD.

(א) וְאֶל־מֹשֶׁ֨ה אָמַ֜ר עֲלֵ֣ה אֶל־ה' אַתָּה֙ וְאַהֲרֹן֙ נָדָ֣ב וַאֲבִיה֔וּא וְשִׁבְעִ֖ים מִזִּקְנֵ֣י יִשְׂרָאֵ֑ל וְהִשְׁתַּחֲוִיתֶ֖ם מֵרָחֹֽק׃ (ב) וְנִגַּ֨שׁ מֹשֶׁ֤ה לְבַדּוֹ֙ אֶל־ה' וְהֵ֖ם לֹ֣א יִגָּ֑שׁוּ וְהָעָ֕ם לֹ֥א יַעֲל֖וּ עִמּֽוֹ׃ (ג) וַיָּבֹ֣א מֹשֶׁ֗ה וַיְסַפֵּ֤ר לָעָם֙ אֵ֚ת כָּל־דִּבְרֵ֣י ה' וְאֵ֖ת כָּל־הַמִּשְׁפָּטִ֑ים וַיַּ֨עַן כָּל־הָעָ֜ם ק֤וֹל אֶחָד֙ וַיֹּ֣אמְר֔וּ כָּל־הַדְּבָרִ֛ים אֲשֶׁר־דִּבֶּ֥ר ה' נַעֲשֶֽׂה׃ (ד) וַיִּכְתֹּ֣ב מֹשֶׁ֗ה אֵ֚ת כָּל־דִּבְרֵ֣י ה' וַיַּשְׁכֵּ֣ם בַּבֹּ֔קֶר וַיִּ֥בֶן מִזְבֵּ֖חַ תַּ֣חַת הָהָ֑ר וּשְׁתֵּ֤ים עֶשְׂרֵה֙ מַצֵּבָ֔ה לִשְׁנֵ֥ים עָשָׂ֖ר שִׁבְטֵ֥י יִשְׂרָאֵֽל׃ (ה) וַיִּשְׁלַ֗ח אֶֽת־נַעֲרֵי֙ בְּנֵ֣י יִשְׂרָאֵ֔ל וַיַּֽעֲל֖וּ עֹלֹ֑ת וַֽיִּזְבְּח֞וּ זְבָחִ֧ים שְׁלָמִ֛ים לַה' פָּרִֽים׃ (ו) וַיִּקַּ֤ח מֹשֶׁה֙ חֲצִ֣י הַדָּ֔ם וַיָּ֖שֶׂם בָּאַגָּנֹ֑ת וַחֲצִ֣י הַדָּ֔ם זָרַ֖ק עַל־הַמִּזְבֵּֽחַ׃ (ז) וַיִּקַּח֙ סֵ֣פֶר הַבְּרִ֔ית וַיִּקְרָ֖א בְּאָזְנֵ֣י הָעָ֑ם וַיֹּ֣אמְר֔וּ כֹּ֛ל אֲשֶׁר־דִּבֶּ֥ר ה' נַעֲשֶׂ֥ה וְנִשְׁמָֽע׃ (ח) וַיִּקַּ֤ח מֹשֶׁה֙ אֶת־הַדָּ֔ם וַיִּזְרֹ֖ק עַל־הָעָ֑ם וַיֹּ֗אמֶר הִנֵּ֤ה דַֽם־הַבְּרִית֙ אֲשֶׁ֨ר כָּרַ֤ת ה' עִמָּכֶ֔ם עַ֥ל כָּל־הַדְּבָרִ֖ים הָאֵֽלֶּה׃ (ט) וַיַּ֥עַל מֹשֶׁ֖ה וְאַהֲרֹ֑ן נָדָב֙ וַאֲבִיה֔וּא וְשִׁבְעִ֖ים מִזִּקְנֵ֥י יִשְׂרָאֵֽל׃ (י) וַיִּרְא֕וּ אֵ֖ת אֱלֹקֵ֣י יִשְׂרָאֵ֑ל וְתַ֣חַת רַגְלָ֗יו כְּמַעֲשֵׂה֙ לִבְנַ֣ת הַסַּפִּ֔יר וּכְעֶ֥צֶם הַשָּׁמַ֖יִם לָטֹֽהַר׃

(1) Then He said to Moses, “Come up to the LORD, with Aaron, Nadab and Abihu, and seventy elders of Israel, and bow low from afar. (2) Moses alone shall come near the LORD; but the others shall not come near, nor shall the people come up with him.” (3) Moses went and repeated to the people all the commands of the LORD and all the rules; and all the people answered with one voice, saying, “All the things that the LORD has commanded we will do! (4) Moses then wrote down all the commands of the LORD. Early in the morning, he set up an altar at the foot of the mountain, with twelve pillars for the twelve tribes of Israel. (5) He designated some young men among the Israelites, and they offered burnt offerings and sacrificed bulls as offerings of well-being to the LORD. (6) Moses took one part of the blood and put it in basins, and the other part of the blood he dashed against the altar. (7) Then he took the record of the covenant and read it aloud to the people. And they said, “All that the LORD has spoken we will faithfully do!” (8) Moses took the blood and dashed it on the people and said, “This is the blood of the covenant that the LORD now makes with you concerning all these commands.” (9) Then Moses and Aaron, Nadab and Abihu, and seventy elders of Israel ascended; (10) and they saw the God of Israel: under His feet there was the likeness of a pavement of sapphire, like the very sky for purity.

חידושי הרי״ם

נעשה ונשמע היה משום שהיו חושקים בדבקות לתורה ולעבודת ה׳, מכל מקום יעשו כמו שהם בכל נפשם ובאם לא יאבדו חס ושלום, מה שעל זה היה מראה הכפייה בהר.

“We will do and we will listen” was because they were craving Torah and the service of G-d. But they needed to accept it for generations--even if their will and desire was not for Torah and service, nonetheless they would perform with all their souls, and if not, they would be lost G-d forbid. It is this that forcing the mountain reflected...

(ב) נעשה ונשמע - נעשה מה שדיבר וגם נשמע מה שיצונו עוד מכאן ולהבא ונקיים.

(2) We will do and We will obey - We will do what is spoken, and also obey that which is commanded later.

Shemot Rabbah 5:9

Rabbi Yochanan said the voice of God went forth and was split into 70 voices, 70 languages, so that all the nations would hear, and each nation would hear the voice in its own tongue...The voice of God spoke to each Israelites, that means to each and every person. God's voice was heard and understood because the voice spoke to each individual according to that person's particular ability to hear and understand...to the elderly in keeping with their ability, to the young in keeping with their ability, to the little ones in keeping with their ability, and so on.

(ז) נעשה ונשמע נעשה לתכלית שנשמע בקולו כעבדים המשמשים את הרב י שלא על דרך לקבל פרס כענין עושי דברו לשמוע בקול דברו:

(7) נעשה ונשמע, a reference to action designed to ensure that they could obey G’d’s directives without thought of any reward that might be in store for them by doing this. We find a similar construction in Psalms 103,20 עושי דברו לשמוע בקולו, “who do His bidding, ever obedient to His bidding.”

Mekhilta d’Rabbi Shimon bar Yochai 24:73

“And they [the Children of Israel] said, ‘all that God has said we will do and we will hear.’” Since they had initially prioritized doing, Moses said to them, “Is doing possible without hearing? Hearing brings one to doing.” They then said, “We will do and we will hear,” [meaning] “We will do what we hear.”
