(3) Who animates the world and causes the Fathers to appear? It is the voice of the children, who study the Torah, meaning that these children of the world save the world. In deference to them, “We will make you pendants of gold.” Those are the children, children of the world, as is it said, “You shall make two Cherubs of gold.”
(4) In the beginning, Rabbi Elazar opened, “Raise your eyes above and see who has created this.” Raise your eyes. To what place? To the place where all eyes depend on Him. And who is He? He is one who opens eyes. And you will know this. It is the concealed Atik, wherein lies the question, who has created this. And who is He? M"I = who. He is called from the edge of Divine Heaven, where everything belongs to Him. As there is a question, He is along a concealed path, and does not reveal Himself. He is called M"I, as there is no question. Above, this edge of Heaven is called M"I.

(6) Say, therefore, to the Israelite people: I am the LORD. I will free you from the labors of the Egyptians and deliver you from their bondage. I will redeem you with an outstretched arm and through extraordinary chastisements.
(7) And I will take you to be My people, and I will be your God. And you shall know that I, the LORD, am your God who freed you from the labors of the Egyptians. (8) I will bring you into the land which I swore to give to Abraham, Isaac, and Jacob, and I will give it to you for a possession, I the LORD.”

(9) But when Moses told this to the Israelites, they would not listen to Moses, their spirits crushed by cruel bondage.
Perhaps (they were short of breath) because they were not b'nei Torah and those who are not b'nei Torah do not know how to listen. And to this we read the words "constricted of breath" because Torah opens the heart of man.
He spoke and they didn't hear. And they didn't direct their ear to his words because their spirits were crushed by the length of the exile and the hard work was new to them.

Moshe was poor (playing on y'an) in voice as it is written etc etc. Moses said at first "who am I to speak?" This was from the way of Mussar just like Isaiah and Jeremiah.....He was very pained and he lifted his voice crying to say "what can one do?" He didn't have the power to go fulfill the word of God.
They did not believe in me....indicates that there is a correlation between listening to his voice and meditating on his words (equated with faith). And (in lieu of this) Moses said that they didn't believe that he would bring the the Redemption. They didn't place their hearts to think of his words. That is why it is fitting to pay close attention to (to listen to, the words of) the one who came to speak in the name of Hashem.
(4) Hear, O Israel! The LORD is our God, the LORD alone.
(1) שמע ישראל, listen Israel with your mind open;
Final Questions for Discussion:
1)Why does the torah put action before listening?
2) How do we know that Hashem listens to us?
3) How does Hashem listen? Does he - like human beings - humble himself (as man does) in order to listen?
