אֶ֕רֶץ אֲשֶׁר־יהוה אֱלֹהֶ֖יךָ דֹּרֵ֣שׁ אֹתָ֑הּ תָּמִ֗יד עֵינֵ֨י יהוה אֱלֹהֶ֙יךָ֙ בָּ֔הּ מֵֽרֵשִׁית֙ הַשָּׁנָ֔ה וְעַ֖ד אַחֲרִ֥ית שָׁנָֽה׃ {ס}
It is a land which your God יהוה looks after, on which your God יהוה always keeps an eye, from year’s beginning to year’s end.
אָמַר רַבִּי אֶלְעָזָר אָמַר רַבִּי חֲנִינָא: תַּלְמִידֵי חֲכָמִים מַרְבִּים שָׁלוֹם בָּעוֹלָם, שֶׁנֶּאֱמַר: ״וְכׇל בָּנַיִךְ לִמּוּדֵי יהוה וְרַב שְׁלוֹם בָּנָיִךְ״.
Rabbi Elazar said that Rabbi Ḥanina said: Torah scholars increase peace in the world, as it is said: “And all your children [banayikh] shall be taught of the Lord, and great shall be the peace of your children” (Isaiah 54:13). If all the children of Israel are taught of the Lord, there will be peace for all.
תָּנֵי תַּנָּא קַמֵּיהּ דְּרַב נַחְמָן בַּר יִצְחָק: כׇּל הַמַּלְבִּין פְּנֵי חֲבֵירוֹ בָּרַבִּים, כְּאִילּוּ שׁוֹפֵךְ דָּמִים. אֲמַר לֵיהּ: שַׁפִּיר קָא אָמְרַתְּ, דְּחָזֵינָא לֵיהּ דְּאָזֵיל סוּמָּקָא וְאָתֵי חִוּוֹרָא. אֲמַר לֵיהּ אַבָּיֵי לְרַב דִּימִי: בְּמַעְרְבָא בְּמַאי זְהִירִי? אֲמַר לֵיהּ: בְּאַחְווֹרֵי אַפֵּי, דְּאָמַר רַבִּי חֲנִינָא: הַכֹּל יוֹרְדִין לְגֵיהִנָּם, חוּץ מִשְּׁלֹשָׁה.
The Gemara relates that the tanna who recited mishnayot and baraitot in the study hall taught a baraitabefore Rav Naḥman bar Yitzḥak: Anyone who humiliates another in public, it is as though he were spilling blood. Rav Naḥman bar Yitzḥak said to him: You have spoken well, as we see that after the humiliated person blushes, the red leaves his face and pallor comes in its place, which is tantamount to spilling his blood. Abaye said to Rav Dimi: In the West, i.e., Eretz Yisrael, with regard to what mitzva are they particularly vigilant? Rav Dimi said to him: They are vigilant in refraining from humiliating others, as Rabbi Ḥanina says: Everyone descends to Gehenna except for three.
רַ֗ק מֵעָרֵ֤י הָֽעַמִּים֙ הָאֵ֔לֶּה אֲשֶׁר֙ יהוה אֱלֹהֶ֔יךָ נֹתֵ֥ן לְךָ֖ נַחֲלָ֑ה לֹ֥א תְחַיֶּ֖ה כׇּל־נְשָׁמָֽה׃
In the towns of the latter peoples, however, which your God יהוה is giving you as a heritage, you shall not let a soul remain alive.
אֵין כָּל הַדְּבָרִים הָאֵלּוּ אֲמוּרִים אֶלָּא בִּזְמַן שֶׁגָּלוּ יִשְׂרָאֵל לְבֵין הָעוֹבְדֵי כּוֹכָבִים אוֹ שֶׁיַּד עַכּוּ"ם תַּקִּיפָה עַל יִשְׂרָאֵל אֲבָל בִּזְמַן שֶׁיַּד יִשְׂרָאֵל תַּקִּיפָה עֲלֵיהֶם אָסוּר לָנוּ לְהַנִּיחַ עוֹבְדֵי כּוֹכָבִים בֵּינֵינוּ. וַאֲפִלּוּ יוֹשֵׁב יְשִׁיבַת עַרְאַי אוֹ עוֹבֵר מִמָּקוֹם לְמָקוֹם בִּסְחוֹרָה לֹא יַעֲבֹר בְּאַרְצֵנוּ אֶלָּא עַד שֶׁיְּקַבֵּל עָלָיו שֶׁבַע מִצְוֹת שֶׁנִּצְטַוּוּ בְּנֵי נֹחַ שֶׁנֶּאֱמַר (שמות כג לג) "לֹא יֵשְׁבוּ בְּאַרְצְךָ" אֲפִלּוּ לְפִי שָׁעָה. וְאִם קִבֵּל עָלָיו שֶׁבַע מִצְוֹת הֲרֵי זֶה גֵּר תּוֹשָׁב. וְאֵין מְקַבְּלִין גֵּר תּוֹשָׁב אֶלָּא בִּזְמַן שֶׁהַיּוֹבֵל נוֹהֵג אֲבָל שֶׁלֹּא בִּזְמַן הַיּוֹבֵל אֵין מְקַבְּלִין אֶלָּא גֵּר צֶדֶק בִּלְבַד:
All the above matters apply only in an era when Israel is in exile among the idolaters or in an era when the idolaters are in power. When, however, Israel is in power over them, it is forbidden for us to allow an idolater among us.
Even a temporary resident or a merchant who travels from place to place should not be allowed to pass through our land until he accepts the seven universal laws commanded to Noah and his descendants, as [Exodus 23:33] states: "They shall not dwell in your land" - i.e., even temporarily.
A person who accepts these seven mitzvot is a ger toshav. A ger toshav may be accepted only in the era when the [laws of the] Jubilee Year are observed. In an era when the [laws of the] Jubilee Year are not observed, however, we may accept only full converts [to Judaism].

הָהוּא עַבְדָּא דַּעֲרַק מֵחוּצָה לָאָרֶץ לָאָרֶץ. אֲזַל מָרֵיהּ אַבָּתְרֵיהּ, אֲתָא לְקַמֵּיהּ דְּרַבִּי אַמֵּי, אֲמַר לֵיהּ: נִכְתּוֹב לָךְ שְׁטָרָא אַדְּמֵיהּ, וּכְתוֹב לֵיהּ גִּיטָּא דְחֵירוּתָא. וְאִי לָא, מַפְקַעְנָא לֵיהּ מִינָּךְ מִדְּרַבִּי אַחַי בְּרַבִּי יֹאשִׁיָּה.
§ The Gemara relates: There was a certain slave who fled from his master from outside of Eretz Yisrael to Eretz Yisrael. His master followed him to Eretz Yisrael and came before Rabbi Ami. Rabbi Ami said to the master: We will write a promissory note for his value for you, and you should write a bill of manumission for him. And if you do not do this, I will remove him from you entirely, since he does not have to return to outside of Eretz Yisrael, based on the statement of Rabbi Aḥai, son of Rabbi Yoshiya.
