The Rambam does not mention anywhere that living in Israel is one of the 613 Mitzvot. Based on this fact the Megillat Esther (a commentary) says as follows below:
מגילת אסתר
ונראה לי, כי מה שלא מנאה הרב הוא לפי שמצוות ירושת הארץ וישיבתה לא נהגה רק בימי משה ויהושע ודוד, וכל זמן שלא גלו מארצם; אבל אחר שגלו מעל אדמתם, אין מצווה זו נוהגת לדורות, עד עת בא המשיח
It appears to me that the Rav (Rambam) did not mention it (Mitzva to live in Israel) because the Mitzva to inherit and live in the land was only applicable in the time of Moshe, Yehoshua and David and only as long as they did not go into exile. This Mitzva is not eternal and will only resume when Mashiach comes.
רמב״ם הלכות שבת פרק ו׳ הלכה יא׳
יא) הלוקח בית בארץ ישראל מן הנכרי מותר לו לומר לנכרי לכתוב לו שטר בשבת. שאמירה לנכרי בשבת
אסורה מדבריהם ומשום ישוב ארץ ישראל לא גזרו בדבר זה
If one buys a house in Israel from a non Jew, you may ask the non Jew to write the contract on Shabbat. Asking a non Jew to do something that is assur is only prohibited by the rabbis and because of living in Israel they did not make the decree.
