Rabbi Elazar said: Everyone agrees that Shavuot is required to be "for you" because it is the day the Torah was given.

Seven weeks shalt thou number unto thee; from the time the sickle is first put to the standing corn shalt thou begin to number seven weeks. And thou shalt keep the feast of weeks unto the LORD thy God after the measure of the freewill-offering of thy hand, which thou shalt give, according as the LORD thy God blesseth thee.

And ye shall count unto you from the morrow after the day of rest, from the day that ye brought the sheaf of the waving; seven weeks shall there be complete; even unto the morrow after the seventh week shall ye number fifty days; and ye shall present a new meal-offering unto the LORD. Ye shall bring out of your dwellings two wave-loaves of two tenth parts of an ephah; they shall be of fine flour, they shall be baked with leaven, for first-fruits unto the LORD. And ye shall present with the bread seven lambs without blemish of the first year, and one young bullock, and two rams; they shall be a burnt-offering unto the LORD, with their meal-offering, and their drink-offerings, even an offering made by fire, of a sweet savour unto the LORD. And ye shall offer one he-goat for a sin-offering, and two he-lambs of the first year for a sacrifice of peace-offerings. And the priest shall wave them with the bread of the first-fruits for a wave-offering before the LORD, with the two lambs; they shall be holy to the LORD for the priest.

[Concerning] the peace-offerings of the collective and the guilt-offerings ...

And now come, let us make a covenant, I and thou; and let it be for a witness between me and thee.’ And Jacob took a stone, and set it up for a pillar. And Jacob said unto his brethren: ‘Gather stones’; and they took stones, and made a heap. And they did eat there by the heap. And Laban called it Jegar-sahadutha; but Jacob called it Galeed. And Laban said: ‘This heap is witness between me and thee this day.’ Therefore was the name of it called Galeed; and Mizpah, for he said: ‘The LORD watch between me and thee, when we are absent one from another. If thou shalt afflict my daughters, and if thou shalt take wives beside my daughters, no man being with us; see, God is witness betwixt me and thee.’ And Laban said to Jacob: ‘Behold this heap, and behold the pillar, which I have set up betwixt me and thee. This heap be witness, and the pillar be witness, that I will not pass over this heap to thee, and that thou shalt not pass over this heap and this pillar unto me, for harm. The God of Abraham, and the god of Nahor, the god of their father, judge betwixt us.’ And Jacob swore by the Fear of his father Isaac. And Jacob offered a sacrifice in the mountain, and called his brethren to eat bread; and they did eat bread, and tarried all night in the mountain.

And Moses came and told the people all the words of the LORD, and all the ordinances; and all the people answered with one voice, and said: ‘All the words which the Lord hath spoken will we do.’ And Moses wrote all the words of the LORD, and rose up early in the morning, and builded an altar under the mount, and twelve pillars, according to the twelve tribes of Israel. And he sent the young men of the children of Israel, who offered burnt-offerings, and sacrificed peace-offerings of oxen unto the LORD. And Moses took half of the blood, and put it in basins; and half of the blood he dashed against the altar. And he took the book of the covenant, and read in the hearing of the people; and they said: ‘All that the LORD hath spoken will we do, and obey.’

And it shall be on the day when ye shall pass over the Jordan unto the land which the LORD thy God giveth thee, that thou shalt set thee up great stones, and plaster them with plaster. And thou shalt write upon them all the words of this law, when thou art passed over; that thou mayest go in unto the land which the LORD thy God giveth thee, a land flowing with milk and honey, as the LORD, the God of thy fathers, hath promised thee. And it shall be when ye are passed over the Jordan, that ye shall set up these stones, which I command you this day, in mount Ebal, and thou shalt plaster them with plaster. And there shalt thou build an altar unto the LORD thy God, an altar of stones; thou shalt lift up no iron tool upon them. Thou shalt build the altar of the LORD thy God of unhewn stones; and thou shalt offer burnt-offerings thereon unto the LORD thy God. And thou shalt sacrifice peace-offerings, and shalt eat there; and thou shalt rejoice before the LORD thy God. And thou shalt write upon the stones all the words of this law very plainly.’
